    Monitoring, Evaluation, Reporting and Learning (MERL) Officer (Amajuba)

    Technical Work Responsibilities 

    • Work closely with the MERL team, program and district management team to ensure TB program data management processes and M&E systems are managed in line with Department of Health (DOH) information management guidelines, policies and procedures as well as donor reporting requirements.
    • Report on performance indicators and monitoring frameworks.
    • Collate monthly and quarterly progress reporting.
    • Facilitate training and capacity development for data quality monitors and data capturers.
    • Participate in performance indicators and DQA audits and all District reporting requirements to the donor.
    • Provide inputs towards monitoring activities, outputs and outcomes and validity of information.
    • Always ensuring the adherence to the principals of data quality
    • Lead the overall implementation of TB and program M&E activities and provide the overall leadership and management of all district program performance reporting, and M&E.
    • Assist with the development and implementation of learning agenda to inform stakeholders about the lessons learned from grant activities.
    • Assist with the development of grant work plan, data collection instruments and tracking progress against the set grant targets.
    • Provide MERL technical assistance on data analytics, reporting and data utilization for decision making to the district, sub-district and facility levels through mentorship and training.
    • Strengthening and capacity building on existing national health information systems such as EDR.Web, TIER.Net, DHIS, HPRS and others) to enhance data visibility via dashboards and cascade analysis to enhance programme improvement.
    • Participate in district and sub-district MERL meetings, workshops and discussions to provide ongoing technical support

    Duties:

    • Continuous communication with key staff internal and external
    • Continuous communication with DOH Management where necessary
    • Assisting at Cluster Meetings
    • Attending DoH Meetings relevant to M&E
    • Provide progress reports in sub district meetings and participate in DHMT/nerve centre meetings.
    • Report weekly to management on progress of M&E activities
    • Site visit scheduling, coordination, and oversight
    • Assisting IA at Learning Sessions
    • Collecting DHIS Data at a Sub-District level
    • Documenting  success stories
    • Provide all facilities have up to date tools up on the wall.
    • Coming up with new innovative ideas that can be shared with Mentors and Facilities
    • Prioritize underperforming facilities for further support.
    • Monitor progress against the targets through facility data reviews.
    • Identify, address, or escalate challenges that arise during the improvement process to remove barriers
    • Developing M&E capacity among Aurum Mentors and Area Managers
    • Continual self-development and keeping up to date with the latest developments in the field utilizing the Aurum learning site.
    • Conducting ongoing feed-back sessions with Mentors and Managers
    • Comply with all safety policies, practices, and procedures according to prescribed procedures and legislation.
    • Report all unsafe activities to Senior Management/Human Resources
    • Adhere and maintain decision making authority as allocated to the position

    Requirements

    •   Bachelors degree or equivalent qualification in M&E, information technology, Public health, data management or statistics.
    • At least four years’ experience in HIV and/ or TB programming, with a specific focus on M&E.
    • Demonstrated experience in data management and reporting systems including tools development, data capturing, analysis and report writing.
    • Experience of working in Global Fund, PEPFAR or other donor funded projects is desirable.
    • Good understanding and experience in using one of the following NDOH information management systems (District Health Information System (DHIS), TIER.Net and Electronic Drug Resistance Register (EDRWEB)) would be an added advantage.
    • Proficiency in Microsoft Packages and Power BI and other analytical software
    • Proficiency in verbal and written communication skills.
    • A valid driver’s license is essential.
