    Professional Nurse X3

    Key Performance Areas

     Program Output  

    • Serve as first point of contact to District VMMC site for logistics, supply, transport, demand and other relevant challenges
    •   Ensure comprehensive package of VMMC services available
    •   Maintain and respond to QA assessments
    •   Chair/attend staff meetings
    •   Ensure management of VMMC related adverse events
    •   Provide age- and culturally appropriate group and individual counselling to clients within language of their understanding.
    •   Conduct pre- and post-HIV counselling and testing as per most recent NDoH HTS guidelines
    •   Ensure MMC targets for all facilities supported are met
    •   Liaise with the Demand Creation officer and field recruiters to ensure effective recruitment of clients
    •   Support establishment of new sites
    •   Support and participate in demand creation activities
    •   Align demand creation and clinical efforts to ensure collaboration in working towards targets.
    •   Provide coaching and mentorship to Demand Creation Officers and Social Mobilisers regarding demand creation programme performance
    •   Ensure availability of suppliers and equipment’s
    •   Develop and implement planning and reporting systems for the VMMC MOVE team to ensure that they perform and reach allocated targets
    •   Ensure vehicle inspection is done weekly and report is submitted to line manager
    •   Draft an annual operational plan
    •   Working with a demand creation team draft a demand creation plan as required
    •   Ensure stock and suppliers management/control and timely reporting of any missing or broken to line manager
    •   Ensure availability of suppliers and equipment’s  

     Clinical Output  

    • Implement Voluntary Male Circumcision Programme (VMMC) at facility level in accordance with provincial and SA national guidelines
    •   Ensure comprehensive package of VMMC services available
    •   Maintain and respond to QA assessments
    •   Ensure all Circumcised Clients are followed up as per SA/WHO guidelines
    •   Management of VMMC related adverse events effectively
    • Obtain informed consent from clients by providing them with essential information as per the National Department of Health (NDoH) and PEPFAR VMMC/HTS guidelines. 
    • Provide age- and culturally appropriate group and individual counselling to clients within language of their understanding.
    • Screen patients for Sexually Transmitted Infections (STIs) as per current STI guidelines and Tuberculosis (TB) by asking the four standard TB screening questions and refer patients accordingly.
    • Ensure that the key elements of VMMC education are included in counselling sessions (i.e. risks, benefits, description of surgery, explanation of partial protective effect of VMMC procedure, VMMC being a permanent procedure, importance of knowing HIV status, and post-operative care).
    • Conduct pre- and post-HIV counselling and testing as per most recent NDoH HTS guidelines.  

     Linkage to Care and Treatment

    • Record personal and contact information of newly tested HIV positive clients in the linkage to care and treatment register.
    • Conduct Active and/or supported linkage to care and treatment of all newly diagnosed HIV positive clients.
    • Ensure all clients tested HIV positive are linked to care and started treatment and record on the register accordingly
    • Confirm that all linked clients have reached a care and treatment facility within a week of referral.
    • Follow up on all linked clients at one-, three- and six months into care and treatment.
    • Verify that all linked clients are still in care and treatment and adhere to their treatment.
    • Receive and process all HIV negative clients that are referred from HTS partners for VMMC services.    

    Quality Assurance

    • Ensure all source document are available and well utilised by the Roving team.
    • Ensure utilisation of PPE materials by all staff at the facility.
    • Ensure clinical staff conducts Medical Circumcision in line with Minimum Surgical Procedure Standards.
    • Ensure adherence to Infection Prevention and Control Standards.
    • Ensure all follow-up and review of clients are conducted and documented accordingly.
    • Ensure availability and correct Supply Chain Management processes of Supplies, Equipment and Environment.
    •  Ensure Emergency Management/Referral Protocol are adhered to.
    • Assist in verification of all data before reporting.  
    •  Monitoring and EvaluationEnsure proper collection of data in all supported facilities
    • Ensure completion of all VMMC source documents
    • Ensure data for all supported facilities is captured on Right to Care system and on DHIS
    • Ensure data is reported using Right to Care and DOH reporting tools and in line with the timelines
    • Ensure all client files are audited
    • Ensure monthly verification is done with DOH for accurate reporting  

    Reporting

    •   Compile and submit standardised progress report of the Roving team weekly to line Manager.
    •   Review all follow-up source documents for completeness and outcome management.
    •   Ensure that all the outcomes of referred clients are correctly documented.
    •   Ensure that all Registers are reviewed and prepared for Department of Health quarterly submissions.
    •   Provide reports to Sub-District and all facilities supported
    •   Report any challenges and developments to your immediate Line Manager, all site decisions to be communicate and approved by your Line Manager.
    •   Report any policy violation
    •   Report all vehicle incidents/accidents and ensure documentation of reports to your line manager

    Staff Management  

    • Management and coordination of the MMC Clinical, demand creation and social mobilisation team.
    • Create and managing of Roving Team’s facility Roving schedule.
    • Identification of training needs of staff and scheduling of appropriate trainings.
    • Ensure staff time management.
    • Supervise all staff and ensure adherence to VMMC SAG/WHO standards.
    • Mentor and supervise all locum staff.
    • Manage locum data base.
    • Coordinate staff in-service Training.
    • Ensure that all drivers adhere to RTC vehicle policy.  
    •  Stakeholder Management  Key stakeholder engagement including participation at Sub-District and facility activities.
    •   Ensure Training and mentorship of all DOH district staff on MMC program. 
    •   Ensure Organizational representation in all Sub-District by having activities done. 
    •   Participate in DOH Sub-district and facility Meetings to ensure alignment of the VMMC program with district activities.
    • Ensure and maintain cordial relationship with Sub-District and all facilities supported   

     Business Continuity

    • Perform any other relevant and reasonable tasks which may be required from time to time. 
    • Fill in for other counsellors, Admin, Nurses at sites as and when required by line management.
    • Assist in collection and delivering of clients
    • Familiarise self with rules and regulations of the Health Act and other relevant legislation.
    • Familiarise self with Right to Care standards, policies and procedures.

    Requirements

    • Minimum Required Qualifications and Experience
    • Diploma in General, Community and Midwifery Nursing
    • 2 years as a Registered Nurse in NGO/Community Clinic or a hospital environment
    • SANC Registration
    • A valid South African driver’s license 
    • Desirable Required Qualifications and Experience
    • Two years NGO working experience, team supervision, Infection Control Certificate, VMMC Certificate, HIV Management Certificate.
