    Programme Director - Debt Recovery (12 Months Fixed Term Contract)

    Key Responsibilities

    • Ensure the setting, tracking, reporting and management of deviations on agreed debt collection performance outcomes.
    • Lead and oversee the Debt Collections programme, ensuring alignment with SARS's strategic and mandate objectives.
    • Develop and implement enhanced as well as agile comprehensive debt collection strategies to maximize revenue recovery
    • Monitor and analyze debt collection performance metrics, identifying areas for improvement and implementing corrective actions.
    • Improve processes and procedures that relate to debt collections through lessons learnt within the programme.
    • Collaborate with internal and external stakeholders to enhance debt collection processes and policies and ensure good practice adoption.
    • Ensure compliance with relevant laws, regulations, and best practices in debt collection.
    • Provide leadership, guidance, and support to the debt collection team, fostering a culture of excellence and continuous improvement.
    • Prepare and present reports on debt collection performance to senior management and the Deputy Commissioner.

    Minimum Qualification & Experience Required

    • 15 - 18 years’ experience in a Tax / Audit / Debt environment, of which 6 - 8 years at a senior management level with Relevant Master's Degree (NQF 9) in Management / Leadership / Project Management / Taxation / Debt Management.

    OR

    • 18+ years Tax / Audit / Debt experience, of which 6 - 8 years at a senior management level with Relevant Honours Degree / Postgraduate Diploma (NQF 8) in Management / Leadership / Project Management / Taxation / Debt Management.

    • Develop functional operating model and align value chain to organisational objectives in partnership with relevant stakeholders. (I)
    • Interpret internal and external organisational changes, model change impact scenarios and introduce or adapt systems in alignment with strategic intent. (I)
    • Proactively identify interconnected problems, model alternative solutions, develop and establish contingency plans aligned to the divisional direction. (I)
    • Provide authoritative advice and guidance that supports the realisation of major organisational objectives in line with the SARS mandate. (I)
    • Provide periodic reports on performance against plan and progress on long-term initiatives and use to realign operating plan and objectives appropriately. (I)
    • Scan external environment, identify benchmarks and influence alternative operating plans or model to deliver on the SARS objectives and mandate. (I)
    • Use the insights gained through integrated business reports to measure success and realign tactical strategy development objectives appropriately. (I)
    • Initiate and set goals for the programme according to the strategic objectives of the organisation.
    • Understand the broader implications of the programme and align with the SARS objectives, thus ensuring that every action taken contributes positively to the organisations' long-term goals.
    • Anticipate potential problems, risks and challenges, proactively devise mitigation strategies and react effectively when unforeseen issues arise.
    • Clearly articulate programme objectives and goals, delegate tasks and manage expectations with stakeholders.
    • Stay abreast of trends, be innovative and lead the programme in innovative ways that will bring about results that drive the organisation forward.

    Governance

    • Drive the development and implementation of integrated governance, risk and compliance frameworks.
    • Ensure the consolidation of the risk profile for the area of accountability, manage critical risks and ensure feedback integration.

    People

    • Communicate strategic context that guide best practice, foster an environment of continuous learning and improved employee engagement levels.
    • Create a positive organisational climate and culture to energise and focus the function in order to optimise short term and longer term productivity.
    • Influence the development of clear human capability and accountability frameworks within functional area in support of people management strategies.
    • Provide leadership and direction by articulating and reinforcing the vision or direction for the function.

    Finance

    • Ensure that the functional strategy is adequately budgeted for through the development and implementation of a requisite budget.
    • Implement effective financial control, management of costs and corporate governance in functional area.

    Client

    • Define and influence relationships and service level agreements entered into with internal and external stakeholders.
    • Ensure strategic representation of SARS and promote the enterprise with public service leaders and national, regional stakeholders.
