    Programme Director | South-South HIV Prevention Learning Network

    Genesis Health is recruiting a Programme Director to manage a Bill & Melinda Gates Foundation funded programme called the South-South HIV Prevention Learning Network. The programme aims to support the Global Prevention Coalition (GPC) [SJ1] to strengthen HIV prevention programmes in two areas, namely condoms and key populations programmes, through shared learning of good country practices. This eighteen-month learning grant from the Bill & Melinda Gates Foundation seeks to develop a proof of concept for a learning network among GPC member countries in support of the goal of ending AIDS as a public health threat by 2030. The programme will support the GPC and key stakeholders to establish and manage a learning network to:

    • Assess the priority gaps areas for learning and identify good country-level practices for documentation and sharing;
    • Facilitate regional workshop(s) to discuss key issues and generate action plans for country’scountries to improve their programmes;
    • Maintain communities of practice (CoPs) to build on learning momentum and knowledge sharing;
    • Coordinate in-depth country visits to foster south-south exchanges and advance prevention programmes
    • Establish a proof of concept for the Learning Network for continued investment and growth towards well implemented HIV prevention programmes

    The expected responsibilities of the Programme Director will include:

    • Providing strategic and technical programme leadership by:
    • Leading the internal Genesis team, along with the Global Prevention Coalition secretariat, to understand, design and implement a responsive learning network for HIV prevention, focused on key populations and condom programming
    • Manage accountability of the sub-contractor (University of Manitoba) in their role managing the key populations component of the learning grant as well as the condom technical experts (TBC) in successfully delivering this grant
    • Establish and facilitate involvement and oversight from the Learning Network Advisory Committee (GPC, PEPFAR, Global Fund, BMGF)
    • Developing the overall programme direction in collaboration with the Advisory Committee and GPC secretariat
    • Serveing as the programme representative and main point of contact with the programme funder on all technical and operational matters
    • Developing and maintaining effective working relationships with key stakeholders, including the Global Prevention Coalition secretariat, UNAIDS, UNFPA, national AIDS councils and applicable key populations
    • Oversee the effective documentation and timely dissemination of good country-programme practices through the GPC CoPs and established Learning Network platform(s)
    • Coordinating and leading the internal team to ensure streamlined communication and implementation.
    • Working closely with the M&E team to harvest outcomes from implementation of the learning network to motivate the proof of concept and unlock the potential of an ongoing learning network.
    • Leading, managing, motivating and developing programme staff, encouraging their commitment to programme objectives, and meeting their personal development needs.
    • Ensuring sound financial and operational programme management, working with the programme’s financial team to manage programmatic budgeting, spending, forecasting and reporting.

    Required Qualifications:

    • Master’s degree in relevant field (e.g.MPH, MBBCH, MBA) or equivalent experience;
    • Minimum 10 years of professional experience, at least 5 of which spent in oversight of donor programs
    • Technical expertise in the area of HIV prevention, sexual and reproductive health; experience in key populations and/or condom programmes an assetis preferable but not essential
    • Experience in knowledge management would be an advantage
    • Experience working across sub-Saharan Africa and understanding of the regional HIV epidemic
    • Experience working with and implementing donor-funded programmes preferably in the health sector; familiarity with the Bill and Melinda Gates Foundation preferredwould be an advantage
    • Experience working with multi-lateral organisationss as well as country programme managers building and maintaining good relationships and identifying and leveraging from collaboration opportunities
    • Financial and operational management experience for successful programme delivery
    • Excellent writing, presentation and interpersonal communication skills
    • Fluent of written and spoken English required, business proficiency in French an asset
