    Programme Manager - Arts

    Role Purpose

    To enable the delivery of South Africa’s Art Programme across Africa and the United Kingdom by contributing to programme strategy, leading programme delivery, and providing operational leadership (including finance, M and E and compliance). To Implement multi-country programmes or large single county project or programme funded by British Council and other partners or clients in compliance with British Council policies and procedures. Could play a leadership role on a specific component of a larger project or programme.

    Main accountabilities but not limited to the following:

    • Demonstrate effective leadership of programme team managed and ensure that line management of staff is to British Council standards.
    • Holds delivery partners to account including supply chain management where applicable.
    • Manage and control the agreed budget, expenditure, and income against plans, ensure accuracy of reports and ensure sound financial management and analysis across the portfolio through monthly finance reviews and quarterly business reviews.
    • Prepare contracts for all partnerships ensuring they capture all elements of the partnerships and outline clearly all partner responsibilities and benefits following established corporate templates
    • Identifies risks in a project or programme and puts together mitigation strategies with SRO.
    • Ensure that programme delivery, training events and activity are appropriately screened, including conflict sensitivity screening, and reflect British Council EDI policy
    • Project manage board engagement (programme Board and working groups for each work stream/pillar) sending out meeting papers, recording decisions, and ensuring all board activities are supported effectively.

    Role specific knowledge and experience:

    • Experience of managing multi country or large in-country programmes that have met project closure and audit standards.
    • Knowledge and or experience of working with at least two types of funding sources within a structured compliance regime.
    • Experience of client management, partner management and/or contract management.
    • Experience of managing a wide range of stakeholders. 
    • More than 5  years’ experience managing projects or managing aspects of programmes.
    • Experience in spotting risk in a project or programme and putting together successful risk mitigation with SRO
    • Understanding of MEL principles
    • Experience of managing teams and line management.
    • Experience of conducting lessons learned reviews/After action reviews to inform future programme design and management.
    • Evidence of successful programme / project management to high standards, consistently over time including (but not restricted to) evaluation management, financial management, stakeholder management, EDI and child protection.
    • Experience working on Narratives and Storytelling Projects
    • An innovative approach building audiences for activity particularly using digital and social media channels.
    • Experience of financial planning and management including budgeting, monitoring, and reporting

    Essential Requirement:

    • Foundation level Project Management qualification (in-house training or evidence of CPD in this area could be considered)
    • Bachelor’s degree from a recognised institution or five years’ relevant experience in lieu

    Desirable:

    • Experience of managing dispersed teams
    • Formal project management qualification
    • Track record in attracting partnership (in-kind and cash) from a range of partners and delivering benefit to same.

    Further Information

    • Pay Band – BRC-7-F
    • Salary- ZAR 57,954.00 per month
    • Contract Type – Two (2) year Fixed term contract with the possibility of an extension based on mutual agreement
    • Location –South Africa
    • Language requirement: C1 English
    • Role could require some domestic and international travel as required by the programme and some out of hours and evening work responding to or driven by programme/portfolio needs.

    Role holder must have existing rights to live and work in the country the role is based.
