    Project Director: Tax Advocacy

    Project Director: Tax Advocacy

    This is a middle management position reporting to the Senior Executive: Tax and will lead the tax advocacy function. The incumbent is responsible for the formulation and execution of the Tax policy and legislative advocacy strategy across SAICA in partnership with the Management and all other stakeholders.

    The incumbent is responsible for providing leadership within this specialized function by working with the Senior Executive: Tax; Tax Team, broader SAICA Members and Global Alliances staff, the National Tax Committee and applicable tax sub-committees to establish short to long term solutions that will propel SAICA and the profession to greater heights.

    The incumbent is also required to effectively lead and manage the advocacy strategy delivery to optimise member and stakeholder engagement and tracking of key initiatives that will enhance engagement of SAICA members and stakeholders. This includes public engagements with the media and other stakeholders.

    Duties & Responsibilities

    Objective 1

    • Support the Senior Executive: Tax and specialist tax committees to formulate an informed and collective SAICA’s position on tax policy, primary and secondary legislation and consolidating submissions received, ensuring that all submissions are in the public interest and representative of the broader SAICA membership.

    Objective 2

    • Strategic and operational management and guidance of specialist tax subcommittees (currently 5 committees) and ensuring they have the relevant support, including research positions and other documents and sources to provide comment. This includes setting and meeting calendar, meeting invites and compiling agenda packs for these committees.

    Objective 3

    • Management of and implementation of both the SAICA Stakeholder Management policy and Advocacy Policy in this portfolio for engagement with stakeholders including Parliament’s Standing & Select Committee’s on Finance, Office of the Tax Ombud, SARS and National Treasury on primary and secondary legislation and tax policy. This includes relationship management with these and other relevant stakeholders that enable future collaboration and engagement

    Objective 4

    • Analysing the annual and medium-term budget to formulate and inform SAICA’s position and views, sourcing research on the budget and assisting with the member engagement and SAICA media events on the budget review

    Objective 5

    • Providing technical support to the other PD: Tax portfolios

    Objective 6

    • Ensuring that current and future legislative and policy matters are properly analysed and communicated to members and the public in an appropriate form and a timeous manner. This includes the use of public media platforms, social media and SAICA publications.

    Objective 7

    • Compiling and implementing a strategy, business plan, risk & policy register and budget for this function within the Tax Division that aligns with the Tax department, MG&A and SAICA strategy and budgetary process and is monitored and reported on to the Senior Executive: Tax as required.

    Desired Experience & Qualification

    Formal Qualifications

    • Relevant Master’s degree
    • Tax specific postgraduate qualification

    Required Experience

    • Minimum 7-10 years’ post-qualification experience
    • Minimum of 4 years’ managerial experience
    • Tax legislation and policy analysis & commentary
    • Tax Technical opinion writing
    • Conflict management and dispute resolution
    • Public speaking and media engagement
    • People management
    • Executive-level stakeholder engagement
    • Engaging within parliamentary legislative environment advantageous
    • VAT experience advantageous
