    Refugee Travel and Program Assistant

    Duties

    • Position supports the Cape Town (Population, Refugees, and Migration) PRM Team Lead to implement the U.S. Refugee Admissions Program (USRAP) and PRM activities in the Cape Town consular district. Leads and coordinates with PRM implementers and their contracted staff all tasks necessary to implement refugee pre-departure orientation, travel packet document management, and airport-based travel support for refugees approved for admission to the United States under the USRAP; backs up other PRM team members as needed to support USRAP implementation and PRM’s activities in the Cape Provinces.

    Program Support (Refugee Travel and Flight Departures) 

    • Prepare and support refugees to travel to the United States for resettlement.
    • Coordinate with the PRM team at post, PRM’s implementer Church World Service (CWS), and CWS sub-contractors for pre-departure orientation, travel packet document management, and airport-based travel support for refugees approved for admission to the United States under the U.S. Refugee Admissions Program (USRAP)
    • Oversee pre-departure orientation the day of departure. Brief refugee travelers on allowable and prohibited items inside luggage, plastic wrapping of baggage, airline weight limitations, contents of travel packets, movement within the airport, securing luggage and overall expectations for travel day.
    • Serve as the primary point of contact on the ground with USRAP implementers and transportation providers.
    • Oversee logistics with CWS and sub-contractors to include pick-up and delivery of passengers enroute to the airport and/or occasionally hotels due to flight delays, cancellations or other reasons beyond the control of passengers.
    • Ensure passengers are accompanied to the airport during departure days, sub-contractors ride along in the bus, guide them through the airport terminal and to ticket counters specific to their airline, confirm passengers receive boarding pass and go through security.
    • Fill any gaps as needed during applicant pre-departure, transportation to the airport, or at airport terminal when sub-contractors are unable to cover the functions due to staff shortages, excessive volume of applicants, etc.

    Program Support (Travel Packets/Document Management)

    • Prepare and provide refugees traveling for resettlement to the United States with all briefings and USG-provided documentation required to do so.
    • Access, download and print Global Boarding Letters, Promissory Letters, and Resettlement Agency information sheets.
    • Organize travel packets in advance of departure date and as soon as the PRM implementer provides the documentation for travelers.
    • Serve as the primary point of contact with the PRM implementer who provides documentation, troubleshoot discrepancies, address errors, and make corrections in the information received as needed.
    • Protect refugee and USRAP applicant sensitive personally identifiable information, including in their secure travel packets, at all times.
    • Maintain sufficient stock of supplies on hand to support refugee travel needs, including for making travel packets; includes submitting procurement requests in Ariba for supervisor and management section approval for items such as envelopes, paper, toner, lanyards, tape, and other items as necessary.

    Administrative Support

    • Serve as primary back-up to the 02 FSO PRM Cape Town Team Lead to assist with refugee processing in Cape Town, including coordinating with the USCIS team on the ground, checking applicants in and out of USCIS interviews, delivering morning announcements to applicants, and representing PRM in meetings with other Consulate sections and leadership.
    • Serve as back-up travel arranger for PRM staff in Cape Town.
    • Submit myServices requests for Cape Town staff support needs such as IT, GSO, etc.
    • Serve as backup for procuring other PRM supply and procurement needs through myServices and Ariba.
    • Serve as backup for MotorPool and VAR requests for PRM staff and visitors.
    • Support post duty officer program including covering duty officer rotation.

    Qualifications and Evaluations
    Requirements:
    All selected candidates must be able to obtain and hold a Public Trust security clearance. 

    • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.  
    • Selected candidate must be able to begin working within a reasonable period of time 12 weeks upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    Experience:

    • At least two years of progressively responsible experience in administration, logistics, customer service, travel coordination, NGO/humanitarian work is required.
