The Organisation requires the services of the Regional Manager: SCM in the Supply Chain Management Division. This position will be based at Groenkloof National Park, Pretoria.
Purpose of the role is to lead, manage and coordinate end-to-end regional Supply Chain Management (SCM) function through the implementation, and monitoring of compliant policies, systems, and controls in accordance with applicable legislation and National Treasury prescripts.
Requirements
Be in a position of a Degree in Supply Chain Management or Logistics or Finance or Public Administration.
4- 6 years’ work experience in an SCM environment with 3 years at supervisory level
In-depth knowledge of the Public Sector Supply Chain Management regulatory framework, including the Constitution of the Republic of South Africa, PFMA (as applicable), PPPFA, Treasury Regulations,
Practice Notes and related policy directives.
Sound knowledge of the Bid Committee system, including roles, governance requirements and delegations of authority.
Knowledge of National Treasury prescribed reporting requirements and compliance frameworks.
Knowledge of public sector strategic planning processes, including alignment to APPs, Corporate.
Plans and Regional, as well as approved budgets.

Responsibilities
Ensure implementation and compliance of SCM policies, SOPs and control frameworks aligned to PFMA/MFMA, Treasury Regulations and internal policies.
Monitor and report on irregular, fruitless and wasteful expenditure, including implementation of consequence management.
Ensure audit readiness through proper record keeping and implementation of internal and external audit action plans.
Provide governance oversight to bid committees and ensure ethical procurement practices.
Manage the consolidation and approval of the Corporate and Regional
Demand Management Plan aligned to approved budgets and operational plans.
Manage and monitor the implementation of the Annual Procurement
Plan and procurement schedule in the region.
Ensure proper acquisition in terms of the relevant thresholds.
Ensure proper functioning and compliance of Bid Specification, and Evaluation Committees.
Monitor procurement lead times and adherence to turnaround standards.
Ensure fair, equitable, transparent, and competitive sourcing processes in line with preferential procurement legislation.
Manage the management of all regional contracts to ensure validity,
compliance and performance against agreed deliverables and service levels.
Monitor contract milestones, renewals, and expiry dates to prevent lapses.
Ensure proper contract variation and extension processes in line with delegations.
Implement supplier performance management systems, including performance reviews and corrective actions.
Maintain and monitor a compliant supplier database, including BBBEE and preferential procurement targets.
Manage regional logistics and asset management processes to ensure effective control and safeguarding of resources.
Ensure proper asset verification and disposal processes in line with legislative requirements.
Monitor SCM expenditure against approved budgets and cash flow projections.
Promote cost-effectiveness and value for money in all procurement activities.
Identify, assess, and mitigate SCM-related risks and implement appropriate internal control measures.
Ensure segregation of duties and strengthening of control environments.
Compile and submit accurate monthly, quarterly, and annual SCM performance and compliance reports.
Provide strategic advisory support on SCM matters.
Lead, manage and develop the regional SCM team, set performance targets, and promote a culture of accountability, ethical conduct, and service delivery excellence.
