Senior Clerk Procurement: Contract at Ilembe District Municipality

REQUIREMENTS:

• Valid Grade 12 certificate
• National Diploma in Finance or SCM qualification.
• 2-3 years’ experience in SCM environment

RESPONSIBILITIES:

• Assist with the processing of information pertaining to the competitive bidding system to ensure efficiency in the system and proper record keeping.
• Ensure the accurate maintenance of records of contracts awarded in the contract register and feed to the commitments schedule.
• Filing of the competitive bidding process documents through manual and electronic means post awarding contracts in line with the provisions of the SCM Policy.
• Maintain the register of poor performing vendors (internally) and constantly check the
• National Treasury’s restricted bidders and tender defaulters register to avoid any utilisation of such entities.
• Ensure that contracts are not utilized beyond their expiry dates unless otherwise amended.
• Filing of the variation orders and any contract amendment or extension documents.
• Ensure that bid processes commence timeously for new contracts where goods or services are required on a recurring basis.
• Assist with the communication of the outcomes of the bidding process with all the  participating bidders post the awarding of contracts.
• Assist with the authorization of Purchase Orders on system to ensure that prices charged are in line with the contract rates.
• Perform age analysis and review of all outstanding orders, investigate the reasons for delays in delivery and delete invalid orders.
• Provide input information to the statutory reporting requirements and access to SCM contract records as and when required by different stakeholders.
• Assist with resolving contractual disputes in the provision of goods and services by appointed service providers.
• Facilitates the retrieval of information required by MBAT in resolving tender appeals and objections.
