Senior Manager: SAD STP Commercial & Financial Programme Management at PRASA

DEPARTMENTAL MISSION: To lead and manage the commercial and financial aspects of the Signalling and Telecommunication Programme (STP) under the PRASA Corporate Strategic Asset Development (SAD) department. 

KEY PERFORMANCE AREAS (KPAs)

• Contribute to the development and review of the SAD strategy and STP plans.
• Manage and lead all commercial and financial aspects of the STP Plan, and develop, and lead the implementation of commercial and financial programme management strategies.
• Corporate governance, compliance, and risk management
• Management of resources.
• Reporting and advisory service

• A proven track record in successfully negotiating and concluding complex and multi-disciplinary mega capital rail signalling and/or telecommunication contracts in excess of R5 billion per contract.
• A proven track record of successful participation in the management and resolution of mega capital project contractor claims including strategic commercial and financial input on legal matters, generation of payment certificates, processing of invoices for payment, financial reporting etc

CAPABILITIES:
MINIMUM REQUIREMENTS:

• Postgraduate qualification in Quantity Surveying/ Built Environment/ Commerce/ Finance (NQF 8)
• PROFESSIONAL MEMBERSHIP:
• Valid Professional Quantity Surveyor (“Pr. QS”) registration with the SA Council for the Quantity Surveying Profession (“SACQSP”).
• Valid Professional Construction Project Manager (“Pr. CPM”) registration with the South African Council for the Project and Construction Management Professions (“SACPCMP”).

ADDED ADVANTAGE:

• Bachelor’s degree in Commerce/ Finance (NQF 7)
• Valid membership/registration with Project Management South Africa (“PMSA”).
• Valid membership/registration with an appropriate and industry-recognized international professional body for Quantity Surveyors such as the Royal Institute of Quantity Surveyors (RICS).

EXPERIENCE

• 10 Years of experience in leading and/or managing and/or advising multidisciplinary teams and/or specialists and/or clients in the transportation sector
• A strong commercial and financial background with a minimum of 10 years of specific experience in leading and/or managing complex and multidisciplinary mega rail signalling and/or telecommunication contracts/projects.
