Snr Manager: Financial Compliance:FINA20410 at City of Ekurhuleni

Minimum Requirements:

• BCom Degree in Financial Management or a relevant equivalent NQF Level 7 qualification
• 10 years' experience in a revenue management environment within local government
• Extensive knowledge of the billing system within a municipal environment
• Extensive knowledge of financial accounting standards
• Ability to utilize external software to analyse and interrogate large data sets

Core Responsibilities:

• Plan, organise, lead, manage, implement, control and monitor overall administrative and financial practices, ensuring compliance with accounting practices and Local Government Acts, in alignment with the overall finance strategy
• Implement and manage strategic capability and leadership with the governance and compliance section to ensure compliance with MFMA and Local Government Acts, in alignment with the overall finance strategy
• Report on various ad hoc service statistical and other related reports to National Treasury, internal departments, external stakeholder, portfolio, audit committee, national and provincial government
• Develop, implement and maintain MSCOA billing related general ledger, tariffs and code structures
• Coordinate, monitor and control operational processes to ensure the alignment of functional delivery between finance practice design, efficient and effective process delivery and technology
• Responsible for ensuring adequate implementation of governance and risk management practices to ensure effective implementation of Council resolutions with regard to risk
• Responsible for implementation of financial process to ensure compliance with MFMA and Local Government Acts, in alignment with the overall finance strategy
• Responsible for implementation of customer service orientation processes to ensure that an aligned customer service excellence culture, which enables rewarding relationships and allows others to provide exceptional customer service
