    Special Project Specialist

    The role of this position is to:

    • Efficient and effective end-to-end delivery and implementation of allocated special projects and programmes from initiation to close-out

    Key Performance Areas will include but not limited to the following:

    •  Effective and efficient end-to-end delivery, execution, coordination, quality assurance and implementation of allocated special projects and programmes ensuring all targets are met within the specified timelines and contract specifications
    •  Effective, end-to-end stakeholder relationship management in allocated jurisdiction ensuring stakeholders needs and requirements are met within the required skills framework and legislation
    •  Adherence to W&RSETA policies, procedures, PFMA and other relevant legislation
    •  Work with the implementing agents / principal agents under deadlines in a fast-paced environment to plan and coordinate all aspects of the infrastructure projects from initiation to completion
    •  Identify and mitigate projects risks
    •  Conduct site visit to ensure the delivery of allocated special projects
    •  Prepare for internal and external audits
    •  Effective and efficient contract management of all allocated special projects contracts
    •  Continuously track, monitor and measure the project and programme results and performance against set standards and targets (‘the number’) in order to timeously implement viable solutions to maintain or exceed targets.
    •  Provide formal, standard reporting and feedback ensuring accurate, up-to-date reflection of project and programme performance
    •  Hold meetings with the colleges and the W&RSETA Management on construction project related matters
    •  Compile and provide all the required reports in terms of Governance and Government structures
    •  Establish and maintain strong working relationships with stakeholders
    •  Network, form partnerships and collaborate with stakeholders and identify stakeholder needs
    •  Contribute and enhance the work and role of the Project Steering Committee
    •  Oversee the effective administration of all allocated special projects and programmes that will result in sound audit trial
    •  Provide sound advice and proactive support to stakeholders in the development of skills for the wholesale sector’s sustainable future needs
    •  Lead the project team to achieve set goals and targets within set timeframes
    •  stablish and maintain strong working relationships with stakeholders
    •  Supports knowledge-sharing, documentation of information and ensure a project team that is informed and up-to-date with developments in the sector
    •  Maintain a good relationship between the different divisions to continuously supports performance and delivery against set objectives
    •  Build, maintain and grow relationships across the allocated area of responsibility, ensuring stakeholder needs are understood, appropriate time allocation per territory and opportunities are optimally exploited
    •  Behaviors and conduct are aligned with the SETA values
    •  Supervise the infrastructure project team to ensure that project work is completed on time and exceed the customer’s requirements
    •  Implement the best performance management practices, coaching and mentorship methods

    Minimum Qualifications and Experience

    •  National Diploma in Construction Management/Building Environnent/Structural Engineering.
    •  NQF 8 or higher qualification and/or will be an added advantage
    •  5 years’ experience in project management / built environment as a Team Leader/ Supervisor
    •  Registration with the SACPCMP
    •  Extensive experience in management of project teams
    •  Knowledge of Quality Systems
    •  Knowledge and understanding of the design and construction processes
    •  Ability to further the SETA’s goals to internal and external stakeholders
    •  Clear understanding of technical requirements
    •  Knowledge and understanding of the PFMA and National Treasury Regulations
    •  Experience in a SETA/Public Sector environment will be an advantage
    •  Proficiency in MS Projects
    •  A valid Driver’s License
