    Specialist: Retirement Scheme Governance

    Core Description    
    Responsible to implement the Retirement Fund compliance policy and risk management plan, as well as setting company-wide compliance standards in order to provide a good and sound governance function. Design controls and compliance monitoring programmes to ensure compliance with regulatory requirements and provide training programmes to entrench a culture of compliance. Establish and build effective relationships with fund members, unions, the Board of Trustees, the Audit/ Compliance Committee and other stakeholders.

    Job Responsibilities    

    • Monitor Compliance by developing compliance and governance monitoring programme
    • Identify role players and allocate responsibility
    •  Ensure efficiency and coverage of regulatory risks and business activities
    •  Compare business practices with compliance rules to ensure that regulatory requirements are met
    •  Document discrepancies with rules and initiate corrective action
    • Report on non-compliance and inform Principal Officer and Audit/ Risk/ Compliance Committee
    • Identify meeting/ event requirements and schedule activities and participants
    • Prepare relevant documents and distribute communication to aid relevant role players in implementing board decisions - Monitor/ follow up resolutions reached at meetings
    • Ensure Compliance Communication
    • Update compliance policy with legislative changes
    • Prepare reports and attend Audit/ Risk/ Compliance Committee and Board of Trustees meetings 
    • Provide feedback regarding status of regulatory compliance 
    • Establish lines of communication with stakeholders
    • Ensure documentation and communication is submitted to relevant stakeholders
    • Provide consultancy, advise and recommendations on regulatory risks and business monitoring activities
    • Implement Compliance/ Governance Policy and Risk Management Plan
    • Set company-wide standards for compliance and develop policy
    • Ensure implementation of policy and standards
    • Identify, analyse and prioritise regulatory requirements and conduct risk assessment
    • Develop compliance risk management plan
    • Design controls to ensure compliance with regulatory requirements
    • Compile and maintain compliance plan and allocate responsibilities for compliance measures
    • Entrench a compliance culture through training programmes and awareness campaigns
    • Monitor changes to legislation and adapt compliance risk management policy accordingly
    • Establish and Maintain Stakeholder Relationships
    • Determine key stakeholders
    • Understand stakeholders position and interest
    • Offer meaningful information to stakeholders
    • Coordinate internal and external communication
    • Monitor, review and refresh stakeholder relationship
    • Provide a supporting role to the PEO and Trustees on pension Funds related matters
    • Arrange and manager asset manager visits and develop a rooster of meetings with Fund associated asset managers and none TRF asset managers.
    • Provide best in governance, pension fund management across the value chain.
    • General of investments experience in pension Funds, i.e overlays, and derivatives, equities, bonds etc.
    • Section 13A compliance monitoring and reporting

    Required Certification

    Qualifications    

    • Relevant 3 year B.Com Degree or 3 year Legal Degree/ Diploma in Retirement Funds administration

    Experience    

    • 5 Years relevant experience in a Pension or Retirement Fund administration environment

    Special Requirements    

    • In-depth knowledge and understanding of the relevant pension acts and regulations.
    • Familiar with relevant portions of legislation such as FAIS Act, Long Term Insurance and Labour Relations Act.
    • Good understanding of the different types of retirement schemes, annuity products and pension fund investments.
