    Manager: General Aviation Organisations

    POSITION DESCRIPTION

    Management of Safety Oversight Plans for General Aviation Organisations (Part 93, Part 149 and certain Part 96 Organisations)

    • Determine the safety objectives for the general aviation sector
    • Draw up and implement Master Oversight and Surveillance Plans/ programmes for safety oversight
    • Determine and allocate the resources to execute the safety and oversight plans 
    • Continuously review operational performance against the MOSP and the progress of other technical and operational programs.
    • Make relevant recommendations pertaining to safety management systems for general aviation organisations.

    Budgeting and Control

    • Compile and manage the section’s budget 
    • Control budget expenditure 
    • Implement budget control procedures.

    Operational Management

    • Manage all inspectors to ensure that safety is not being compromised.
    • Schedule inspectors to ensure timeous response to operational demands
    • Ensure all inspectors are trained in accordingly to perform their duties 
    • Monitor and measure departmental performance.
    • Oversee the operational process according to ICAO and ISO standards 
    • Respond to tactical and operational issues arising from day to day general aviation organisation.

    Safety and Quality Standards

    • Directly support with the creation of regulations and safety standards for general aviation organisations.
    • Through the CAA Regulation, ensure that safety is maintained for all general aviation organisations.
    • Identify latent failures in the operator’s safety management systems.
    • Guide the industry on according to safety standards to ensure that safety is not being compromised.
    • Act on behalf of the SACAA to advocate safety and efficiency of general aviation organisations. 

    Regulatory Compliance

    • Establish operational framework for general aviation organisations in line with regulations.
    • Provide entry support to the legal system on enforcement issues through the Enforcement Committee.
    • Update and amend all documentations, checklists, and procedures to ensure compliance with regulations.
    • Supply consistent advise on compliance with regulations and policies to the industry and the Director of Civil Aviation in line with best practice.

    Management of Direct Reports

    • Develop, lead, discipline, supervise and foster human relationships to motivate and manage a team of personnel within the general aviation to ensure maximum staff efficiency and performance.
    • Manage key performance areas of directly reporting staff members to ensure achievement of their agreed objectives.
    • Monitor performance of staff against agreed performance standards and ensure attainment of departmental deliverables.
    • Provide operational support and direction to staff members 
    • Ensure direct reports are adequately trained.

    MINIMUM REQUIREMENTS

    EDUCATION:

    • Commercial Pilot License 
    • NQF Level 6 qualification in Management or relevant equivalent

    ADDED ADVANTAGE

    • Government Safety Inspector course
    • Project Management course

    EXPERIENCE:

    • 5 Years experience in General Aviation OR 
    • 7 Years experience in Aviation Regulation environment
    • 3 Years experience at management or supervisory level as an added advantage.

    Physical Security Officer

    Main outputs and responsibilities: 

    Operations Management:

    • Provide the SACAA with Physical Security services.
    • Implement and monitor internal security policy based on MISS and MPSS.
    • Identify risks and threats to security.
    • Conduct security appraisals.
    • Supervise the manning of access control.
    • Protection of SACAA assets (including documents, information and personnel).
    • Stay abreast and implement the latest developments in security.

    Administration:

    • Assist in the development of Business and Operational plans for security
    • General office administration.
    • Ensures that correspondence and awareness communication from the security department is accurate and factual.
    • Assist in the development of annual budget, control of expenditure, and implementation of control procedures.
    • Draft, update, and implement procedures
    • Prepare reports on any security related matter.

    Oversight and Enforcement: 

    • Investigate security related incidents. 
    • Classify findings and analyse trends.
    • Ensure findings are reported timeously.
    • Ensure corrective actions are taken to address threats and risks.
    • Report to the Security Manager and when appropriate, to the Executive Corporate Services of any breach of security.
    • Timeous response to operational demand changes.

    Security Briefings and Training:

    • Assist in the development and implementation of security related training to promote awareness of security matters prevalent to the SACAA. 
    • Provide security briefings to staff when required.

    Liaison and Consultation: 

    • To liaise with specified stakeholders in the security industry in a manner that enhances the image the SACAA.
    • Liaise with contracted security companies.
    • Process request for service.
    • Schedule and monitor delivery of services.
    • Represent SACAA in the Security Management Forum.

    Requirements

    Minimum qualifications:

    • National Diploma in Security or Security Risk Management or relevant equivalent qualification. 

    Added Advantage:

    • Degree in Security or Security Risk Management or relevant degree. 
    • State Security Agency courses or Security Management Certificate. 

    Minimum Experience Requirements:

    • Site Security - 5 years 
    • Security Contract Management - 5 years

    Contracts Officer (1-Year Fixed Term Contract)

    Contracts Administration

    • Initiate letters of appointments after receipt of approval of tenders.
    • Initiate a contract and ensure that all contracts are in compliance with the Supply Chain Regulations.
    • Monitor the early warning system and liaise with the user department to evaluate contractors, monitor Performance on all contracts/ SLAs.
    • Advise, assist and/or lead the invoicing process of contract/s to the contractors.
    • Monthly Contract reconciliations in line with paid invoices.
    • Monthly Contracts report.

    Facilitate a quarterly and Annual B-BBEE verification audit

    • Coordinate the quarterly B-BBEE verification process and facilitate the verification process.
    • Coordinate the annual B-BBEE verification process and facilitate the verification process.
    • Monthly B-BBEE reports.

    Monitor photocopier machine leases, log calls, take monthly meter readings and order consumables

    • Monitor monthly usage of photocopiers (monthly statistics on usage and readings).

    Supplier Management

    • Load Suppliers and sync on a system.

    Requirements

    MINIMUM REQUIREMENTS 

    Education

    • National Diploma in Supply Chain Management or Contract Management or relevant NQF 6 qualification. 

    Added Advantage

    • Law degree (LLB) will be an added advantage

    Experience

    • 3 Year(s) Contract Management
