    Buyer (Hay level 14/C3) (Internal & External) (North West)

    KEY PERFORMANCE AREAS  
    Purchasing

    • Purchase goods, services and works according to service level agreements between NECSA Group and the vendor.
    • Efficiently drive and manage the process of procuring goods and services through the tendering and 3 quote processes.
    • Ensures that the procurement function, however exercised within the Necsa Group, complies with all statutory requirements and Necsa Group’s internal policies.
    • Promote and apply Preferential Procurement Regulations within the Necsa Group as prescribed by PPPFA
    • Expedite outstanding orders on a regular basis by following up with suppliers
    • Effectively handling and solving escalated/emergency situations that requires procurement interventions
    • Actively supports and develops qualifying SME’s through providing guidance on RFQ/Tender processes
    • In consultation with other internal stakeholders, investigates all procurement policy violations by both staff and suppliers and report to management.

    Strategic Sourcing and Tendering Initiatives

    • Conduct needs analysis and consolidate requirements for bulk procurement
    • Ensure a continual supply of materials and services by surveying the local market for current sources of supply.
    • Actively communicate and manages price adjustments on transactions so as to maintain a competitive value for money position for the Necsa Group.
    • Participate as a team member as and when required on the Necsa Bid Committees. 

    Vendor Relationship Management

    • Engage with vendors and business on an operational level in order to ensure that the vendor adheres to the contractual arrangements, as well to meet and exceed internal customer’ expectations Collate data relating to vendor performance in order to provide input in to the normal Necsa Group reporting requirements.  When corrective actions are agreed between Necsa Group and the vendor, it will be the responsibility of this person to ensure that these corrective actions and effectively implemented.

    Internal Customer Relations

    • Directly engage with key internal stakeholders on operational issues relating to vendors providing goods or services procured off contract
    • Develop and maintain constructive and cooperative working relationships with colleagues and management
    • Manage purchasing activities including unpacking of functional or technical specifications with end users, translation of functional requirements into technical specifications where required
    • Promotes adherence to purchasing principles and ethics by both internal clients and suppliers

    Employee Relations Officer (Internal / External) Hay Level 14 / C3 (North West)

    JOB PROFILE

    • Coordinate and provide integrated labour relations advisory service to the Necsa Group, through the application of applicable labour relations policies, procedures and relevant labour legislation. Monitoring of employee relations agreements, policies and procedures. Ensure the continuous alignment with developing labour legislation.

    KEY PERFORMANCE AREAS

    Fostering Positive Employee Relations

    • Assist employees and management with queries and requests.
    • Advise management on all matters that involve conflict between employees
    • Ensure continuous internal training and updates on various ER case law across the group and where possible arrange external training.

    Job Profile:

    • To provide emergency services to Necsa property and employees in order  to protect and save employees as well as surrounding areas against the consequences of fires, accidents, disasters and any other incidents that may lead to property, life and economical loss.

    Key Performance Areas  

    • Act as First Responder to any fire emergency at Necsa and in the surrounding areas to ensure a minimised impact of damage is caused by an incident under supervision of a Leading Fireman.

    Senior Safety Officer ( Hay Level 13/C2 ) Internal And External Advertisement (North West)

    Job purpose:

    • To develop and implement a Conventional Industrial Safety programme ensuring compliance to the Necsa SHEQ-INS system and Occupational Health and Safety requirements and the applicable licences.

    Key Performance Areas

    Process Management

    • Provide technical guidance to Safety Officers in the implementation of Health & Safety Programmes

    • Prescribe and control protective measures required on work permits and in work instructions (Written Safe Work Procedures and Safe Work Method Statements). These are for complex task and high risk tasks.
    • Ensure programmes to mitigate against identified risks are designed and well communicated.

    Process Management and Implementation (Specialization) 

    • Act as designated Safety Specialist and other relevant designated functionaries (e.g. Construction Safety Officer etc.) defined in various regulations/ standards / instructions.
    • Develop project specific H&S specification evaluation criteria.
    • Advice and provide guidance in the development of contractor’s health and safety plans. Evaluate and approve contractor(s) health and safety plans to ensure compliance to Necsa standard health and safety specification.
    • Confirm contractor’s competencies, knowledge and resources to carry-out project work or construction work safely.
    • Approve contractor’s Issue Based HIRA
    • Advice on the requirements for contract documentation related to construction health and safety requirements (e.g. Section 37(1) Agreements) and ensure the availability of project specific health and safety documentation for distribution to contractors is included in their tender submissions.
    • Attend project planning, technical and health and safety committee meetings to give inputs, advice in order to ensure alignment of construction activities with Necsa SHEQ requirements
    • Invigilate activities of the contractor and ensure that means of controls exist between the client and contractors to stop any work that endangers or has the potential to endanger contactor(s) workers 

    Audits (Internal and External)

    • Prepare for and attend inspections/audits (SHEQ, SABS, NNR etc).
    • Ensure inspection/audit findings are closed w.r.t conventional safety. Ensure H&S Reps carry out inspections.

    • Advise and provide guidance to and assist line management with statutory and regulatory surveys, inspections and audits

    Safeguards Inspector - Hay Level 14/C3 (Internal & External Advert) (North West)

    Job Profile:

    • To conduct nuclear safeguards inspections at national nuclear facilities in line with the requirements of the Nuclear Energy Act.

    Key Performance Areas  

    • Identify facilities that need to be inspected.
    • Inform the nuclear facility accounting officer/implementation officer about the visit.
    • Perform facility books examination.

    Security Officer - Hay Level 10/B3 (Internal & External Advert) (Gauteng)

    Job Profile:

    • To provide security and protection for the Corporation and all other stakeholders, local and international. To comply with all Constitutional and legislative obligations as well as regulatory requirements, in addition, international agreements in terms of security and protection of Corporation's installations, sites, premises, materials, employees and visitors. Performing Access and Egress control duties during a Shift for all Necsa allocated operational entrances, exit and facilities.

    Principal Accountabilities

    • Control people, vehicles, and materials at an access and egress control point. All persons passing through the
    • NECSA access control portals are positively identified.
    • Access control system is used by all persons passing through the NECSA access and egress control portals.
    • Ensures No unauthorised persons, vehicles, and articles pass through the access and egress control point.
    • Searching Persons, goods, and vehicles in according to SSD procedures unauthorised persons.
    • Conducting security patrols and duties in an assigned area with the purpose to deter, detect, report, react, and detain.
    • Interpreting instructions for a specific patrol in order to inform on patrol activities and gathered information to compile a report (Interpretation refers to examining information who, what, where, when, why and how).
    • Escorting of authorised persons, goods and vehicles ( Escort may include but is not limited to accompanying persons, goods and vehicles in reaching their destination on a given security premises but does not refer to close protection escorting practices or assets in transit practices).
    • Preparing for security patrols and duties, ensure having necessary equipment to perform the duties.
    • Identifying an emergency situation.
    • Assisting with an evacuation drill
    • Ensure Firearms are handled and user maintenance is done in accordance with NECSA firearms procedures.

    • PSIRA Grade C or higher

    • NKP certificate of competency and course report/ statement results separately.

    Experience

    • At least 2- 3 years of working experience in general security.

    The following would be advantageous:

    • Experience in working at a National Key Point environment will be an added advantage
