    Community Development Worker (Public Participation) - Worcester

    Job Purpose:

    • Coordinate and facilitate public participation processes by developing and maintaining good relations with the community in accordance with the relevant legislation, policies and guidelines.

    Duties:  

    • Compile the ward committee operational plans based on the planning requirements agreed upon by the ward committee.
    • Support the immediate superior with the establishment of regional forums to serve as avenue to facilitate functional information and receive public comment
    • Provide feedback to all role players on concerns raised during ward committee and public meetings
    • Support in the drafting of and implement

    Requirements

    • Minimum Requirements: Grade 12; Computer Literacy: MS Office; and Personal Assistant / senior / executive secretary also require a relevant secretarial certificate. 2-years’ relevant experience.
    • Other Requirements: Code B Driving License. Good communications skills. Proficient in 2 (two) of the 3 (three) officials’ language of the Western Cape. Negotiation Skills.     Senior Manager: Electro-Technical - Worcester

    Job Purpose: 

    • Responsible for strategic corporate decision making as member of the Strategic Management Team representing the Electrical Services Division
    • Strategically involved in devising new policies, decision making, financial and functional planning and operation of the Division
    • Strategic management in planning and coordinating key performance areas of Electrical Services Division.
    • Responsible for the provision of a quality, safe and sustainable supply of electricity to all consumers within the Breede Valley Municipal Area within the framework of Council policies and the Occupational Health and Safety Act.

    Duties:  

    • To provide a climate conducive to meet the objectives of the Electrical Services Division, and to ensure that Key Performance Areas are identified, objectives aligned, and appropriate procedures developed and implemented on approval to guide administrative and technical compliance.  
    • Ensure the functionality is positioned to deliver on strategic Electrical Services objectives.  
    • Ensure a quality, safe and sustainable supply of electricity to all consumers within the licensed area in the Municipality and within the framework of Council Policy and the Occupational Health and Safety Act.  
    • Ensure financial planning and control within the Electrical Services Division and that accurate estimates are prepared in relation to requirements enabling the Division to contribute positively towards meeting operational and maintenance objectives and sustaining the quality and standards of sustainable service delivery.  
    • To ensure that the assets of the Division are properly managed and maintained to ensure proper functioning.  
    • Compliance with the Quality Management System and the Occupational Health and Safety Act.
    • Ensure a high level of discipline and productivity of staff, setting goals and objectives to achieve pre-set targets, and to manage personnel related requirements and issues.  
    • To ensure that contractual terms and conditions are adhered to without any risk to Council.
    • To ensure that information on documentation and advice on relevant matters is made available and communicated through the various mediums available.  
    • To ensure accurate information is maintained and administrative requirements is effectively and professionally managed through the implementation of practices, procedures and policies.

    Requirements
    Minimum Requirements:

    • Appropriate B degree or B Tech Degree in Electrical Engineering or Equivalent (NQF Level 7)
    • Professional Registration in terms of Act 46 of 2000, sec 18 (1)(a)(i) Professional Engineer or sec 18 (1)(a)(ii) Professional Engineer Technologist
    • Certificate of Competency as Electrical Engineer in terms of the Occupational Health and Safety Act, 1993 and the Regulations concerning the Certificate of Competency, 1990.
    • 7 years relevant experience in a managerial position in Electrical Engineering
    • Computer Literacy: MS Office
    • Code B driver’s license
    • Must be able to communicate in at least two (2) of the three (3) official languages in the Western Cape
    • Compliance with the National Treasury Regulations on the required Minimum Competency Level Unit Standards applicable to this position, or must complete the unit standards within an 18-month period from the date of appointment as provided for in GNR 1146 under GG 41996, dated 26 October 2018

    Manager: Administration and Support Services - Worcester

    Job Purpose:  

    • To manage the key performance areas and result indicators with the provision of an effective
    • Administrative and Support services to core service delivery functions by amending, adjusting and reviewing policies and procedures against departmental, statutory and audit guidelines, moreover, the operational and capital budget, Committee Services, Records and Archiving Services, and Administrative Services to ensure effective sustainable service delivery in line with the relevant legislative framework and sound administrative principles.

    Duties:

    Job Purpose:

    • Coordinate, design and implement processes and procedures to ensure the effective functioning of Local Economic Development system in Breede Valley Municipality by implementing a range of services to support the local economy and to create programs that will integrate emerging business into mainstream economic activity.

    Job Purpose:

    • Responsible and accountable to provide assurance services and consulting activities and formally reporting on audit engagements through co-ordination of audit procedures and processes and monitoring compliance to determine the extent of variation or non-conformance to statutory requirements, policies and procedures, preparing and presenting reports, comments and opinions on the achievement of functional objectives and providing guidance on the interpretation of principles to enable re-alignment of functions and responsibilities and providing independent assurance on the adequacy and effectiveness of the internal control, risk management and governance processes in order to ensure that the activities of Municipality are conducted and concluded in a credible manner and audits performed comply with International Standards for Professional Practice of Internal Auditing and other laid down standards.

    Duties:

    • Plans, Controls, Organizes and Performs audit engagements to provide assurance services and assists in implementing Internal Audit Activity Policies. Performing audits competently and professionally, identifying systems and processes, evaluates risks and controls, compares and verifies sufficient information to achieve the engagement objectives and to give an audit opinion, inclusive of documenting system descriptions, controls and risks, and provides sufficient audit evidence for all recommendations in terms of Institute of Internal Audit Standards. Communicating audit results to audit client.Monitoring implementation of corrective actions taken by Directorates on reported deficiencies.Providing inputs with the compilation of the 3-year Strategic Internal Audit Plan & Annual Risk Based Internal Audit Plan. Evaluating the adequacy and effectiveness of internal control processes (policies, procedures, etc.), risk management processes and governance processes, to identify with deviations from guidelines and procedures. Stay abreast and develops in the professional and technical know-how in line with the International Competency framework for Internal Auditing of the Institute of Internal Auditors requirements and understanding of new audit applications, procedures and sequences. Disseminates guidance and information on specific key performance areas and requirements associated with the Audit Plan/ program and procedures. Attends to the administrative recording, reporting and recordkeeping requirements/procedures. Preparing audit reports and summaries detailing functional progress, corrective actions taken on reported deficiencies and/or outcomes for consideration and inclusion in specific Council/Committee agendas. Reporting on the outcome of follow-up audits and status of recommendations implemented.

    Requirements
    Minimum Requirements:

    • A relevant 3 year qualification with preference in auditing or internal audit as a major and registered with a recognised profession; and Computer literacy:

    Superintendent: De Doorns

    Job Purpose:

    • Co-ordinates and manage the operations of the Public Works Section (De Doorns) including Solid Waste Management, Roads and Storm water, maintenance of Parks and Open Spaces, Cemeteries and Buildings through the application of laid down procedures.

    Duties:

    Chief Community Development Officer - Worcester

    Job Purpose:

    • Coordinate Manage and maintain key applications and procedures associated with the identification, implementation, monitoring and reporting of the effectiveness of the Community Development Department and initiatives, programmes and projects in creating a sustainable social/human environment for the community of the Breede Valley Municipality.

Oversee the conduction of situational analysis and feasibility studies to access the impact of specific human development initiatives and opportunities. Managing interaction with the established community-based sector to elicit support with social upliftment initiatives. Oversee the maintaining of records of work in progress.     Requirements

    Minimum Requirements:  

    • A relevant three-year tertiary qualification, preferably a National Diploma or B degree; and Computer Literacy: MS Office. 8 years or more relevant experience of which 2 years must be at Supervisory level.
