    Departmental Assistant - Governance, Risk & Assurance Department

    Purpose of the Job:

    • To provide administrative and secretarial support to the Governance, Risk and Assurance Department. The person appointed to this position will report to the Senior Manager.

    Key Performance Areas:

    • Provide secretarial support to the Senior Manager and Chief Risk Officer, including diary management, screening of calls, client enquiries, etc.
    • Plan and arrange departmental workshops, social events, travel and hotel accommodation in accordance with the department’s annual operational plan.
    • Book departmental meetings, distribute agendas and other communication and documentation.
    • Book team’s training and conferences, including writing of memorandums and coordination of the payment process.
    • Manage departmental stationery, including ordering and stationary stock control. 
    • Coordinate and manage the team’s telephone bills reconciliations, diary management and venue bookings;
    • Maintain electronic filing systems.
    • Arrange access and office space for visitors. 
    • Facilitate attendance of meetings and BCM site tests, including compilation of attendance registers, arranging meeting rooms and transport where applicable. 
    • Perform regular asset verification against the departmental asset register.
    • Log general office maintenance and IT issues on the relevant helpdesks and follow-up on queries.
    • Ensure that supplier invoices are actioned timeously including obtaining necessary supporting documents from the team and/or service provider and required   signatures for approval, raising requisitions (online case creation) and routing to Finance and/or Supply Chain unit.
    • Perform general administrative support to the team members; including providing assistance with the preparation of documents and slides for presentations and meetings; writing of memorandums; committee submissions, attending to administrative enquiries.

    Requirements

    • A Matric Certificate plus a relevant Secretarial Diploma or Administrative qualification, with at least 2 years working experience as a secretary or administrative assistant.  
    • The candidate must be computer literate and have advanced MS Products knowledge (Word, Excel, Access and PowerPoint) and working experience in the use of computer programs for word processing, databases and spread sheets. 
    • The candidate must also have exceptional customer service skills and skill in coordinating and  scheduling  management meetings, gathering agenda items and materials as required. 
    • The ability to handle more than one task at a time and accuracy skills are essential.

    Analyst - Licensing Department

    Purpose of the Job:

    •  To assist the department with the processing of new licence applications, variation of licences, auditor appointments and removals, compliance officer approvals and removals as well as the performance of any other licensing-related functions and activities. 
    • The person appointed to this position will report to the Manager: Licensing.

    Key Performance Areas:

    • Analyse and recommend approval or decline of all applications submitted for authorization (including concurrence granting) in respect of Financial Services Providers, Collective Investment Schemes, Collective Investment Schemes management companies, Retirement Funds Benefit Administrators, Insurers, banks, Cooperative Financial Institutions, Compliance Officers as well as any related requests;
    • Project management and report writing;
    • Analyse and recommend approval or decline of applications by foreign entities residing outside of South Africa;
    • Assist in ensuring that only fit and proper individuals, directors of companies, members of close corporations and sole proprietors are approved in management structures of authorised entities.

    • The candidates must demonstrate the following skills and attributes: A high level of conviction, judgment, confidence and decisive approach; problem analysis and ability to make judgement calls supported by facts; the ability to find information relevant and necessary for decision-making; good communication and interpersonal skills; strong verbal and written communication skills; strong interpersonal skills and emotional intelligence; analytical, and problem-solving skills as well as the ability to make facts-supported judgement calls  and computer literacy.

    Requirements

    • An LLB or B Comm Degree or equivalent with 2 to 3 years relevant experience, preferably in the FAIS and/or Insurance environment; sound knowledge and experience, regarding the functioning of the financial services industry, the various role-players and/or the regulatory environment; sound technical understanding of the workings of the banking and/or insurance and/or retirement funds industries.

    Senior Analyst - Market Infrastructure And SROs Department

    Purpose of the Job

    • The Market Infrastructure and SRO’s Department of the FSCA is responsible for licencing and supervising market infrastructures operatingin the South African financial markets in terms of the Financial Markets Act, 2012 (Act no 19 of 2012). The person appointed to this position will be stationed in the Market Integrity Supervision Division and will report to the Manager: Market Infrastructure Supervision.

    Key Performance Areas

    • Assist in Identifying shortcomings and anomalies to the regulatory framework;
    • Assist in proposing changes to the regulatory framework and assist the Department with the implementation of such changes;
    • Assist to develop and maintain an effective and efficient supervisory framework within the context of the approved legislation;
    • Assist with the monitoring of compliance with the provisions of the Financial Markets Act and subordinate legislation;
    • Assist to plan and conduct inspections;
    • Liaise with and render appropriate regulatory guidance to stakeholders after consultation with the Senior Analysts and the Manager;
    • Assist in conducting investigations regarding Market Infrastructures and to ensure that all relevant complaints are dealt with; and
    • Apply risk assessment and risk management techniques.

    • Ability to work independently with minimal supervision, innovative and strategic thinking. The candidate must be confident and decisive, approaching all tasks in a professional manner.

    Requirements

    • A Bachelor’s Degree in Commerce, Finance or Mathematics with 3 to 5 years of experience in the financial sector and/or the regulatory environment within the financial services industry. Good knowledge of corporate governance frameworks. The candidate must also demonstrate an understanding of financial markets, financial instruments and the mechanics of Market Infrastructures. Good knowledge of financial analysis and risk management is essential.
