    Project Procurement Manager

    PURPOSE AND MISSION OF THE JOB:

    • Ensure to the Project Manager the proper contribution of procurement to the project stakes
    • Ensure to the Sub-System Manager (SSM) the proper contribution of procurement to the sub-system stakes
    • Ensure that the Project contributes to the Platform procurement objectives.

    RESPONSIBILITIES 

    DEFINE AND IMPLEMENT THE PROJECT PROCUREMENT STRATEGY IN FULL RESPECT OF QUALITY COST DELIVERY (QCD) COMMITMENTS

    • At project start, get QCD Procurement Commitment as built at tender phase in the respective Leading Units (LU) and Participating units (PU), secure the commitments are well understood by the SSMs & Procurement Teams
    • Define the Project Procurement strategy with the Procurement Platform Director (PPLD), based on the Product Procurement strategy, into a Project Procurement Management Plan, approved by Procurement stakeholders (Domain, Platform/Solution).
    • Ensure the Project Procurement strategy is shared, understood, applied by the procurement teams and the SSM,
    • In collaboration with Legal Department, build and publish the specific legal requirements to be applied for the project (i.e. Project Specific agreement, Request For Quotation (RFQ) letter), ensure good use and application by stakeholders (at Business Awards, contract validation, derogation validation)

    COORDINATE, CONSOLIDATE AND SECURE PROCUREMENT ACTIVITIES, PERFORMANCE & EFFICIENCY ON WHOLE PROJECT

    • Manage buyers working on the project for a proper contribution to the project QCD (functional report)
    • Organize Procurement launch meeting involving PM, SSMs, Procurement,
    • Have a general vision of the Project’s / suppliers' progress, stakes and difficulties. Define and agree with Procurement and SSMs the corrective measures and ensure those are led,
    • Orchestrate Contract creation and contract execution activities,
    • With PrCM support, and according to Project manual, arrange Supplier contract meeting at Project level to review progress of Supplier Contract creation and Contract Execution activities against planning and previous review to avoid impact on project execution. Govern cross-functionally AT/supplier compliance against their respective contractual rights/obligations and identify early cross-functional identification of challenges/risks during supplier contract execution to implement corrective actions pro-actively and avoid claim situations
    • According to Claim process RACI, contribute to ensure Alstom´s rights via offensive claims; and protect Alstom´s rights against defensive claims
    • Define proper processes and tools including reporting and ensure application on the whole project
    • Ensure Business Award decision compliancy with Project Procurement strategy and QCD requirements,
    • Follow project particular conditions are correctly applied and respected (such as localization rate, financial conditions)
    • Escalate appropriately when and where required on procurement issues and risks impacting Project, always proposing corrective measures,
    • Ensure QCD performance of procurement is properly reported for each respective sub-system & component,
    • Ensure electronic Parts Maturity Follow-Up (ePMFU) tool deployment throughout each Sub-System & Component (together with the respective “métiers” / Subsystems contributing to populate it). Build a general overview for the PM.

    MASTER THE MATERIAL WORK PACKAGE: COSTS, RISKS AND AMBITION

    • Build the respective Sub-Systems Estimate at Completion and the project consolidation all Work-Package (WP), and is accountable for the overall Project Procurement Saving Assessment Project Register (SAPR) & Risk Assessment Project Register (RAPR) including claim to suppliers.
    • Define improvement plans with respective Sub-System & Component teams - Follow-up the progress and ensure the progress is compliant with Project objectives
    • Co-Validates with Sub-System Manager each gap vs Financial Project Review n° 0 (FPR0) (deviation sheet & bridge approval process)

    SPLIT OF WORK

    • According project size and/or complexity , PPM function could be handled  by several PPMs for the Project. In such a case, every PPM has the same job function described above, a “leader” has to be identified in charge of the overall coordination and reporting to the head of the Project, and each PPM scope has to be defined.
    • For instance, a PPM “development” may be in charge of all processes involved in the Design of new products within the development team, or a PPM may focus on “supplier localization”, or a split by products maybe organized.

    EDUCATIONAL REQUIREMENTS

    • National Diploma in Purchasing or equivalent. BS or BA in Purchasing, Finance, Economics, Accounting, Engineering, Information Technology or other business-related field.
    • Minimum 5-7 years of experience in Procurement, or same/similar Industry work experience (e.g., quality/engineering/costing/ etc).
    • Procurement professional background and/or Quality /supply chain/technical background.
    • Solid working experience, with sourcing/supply chain exposure (manufacturing / automotive / rail industries preferred), with at least 3 years in management
    • Purchasing professional background and/or Quality /supply chain/technical background

    Project Quality Safety Manager (PrQSM) Gautrain

    PURPOSE:

    • Represents Quality in the project team, driving for customer satisfaction through the project’s Safety, Quality assurance by coordinating all quality and safety activities starting at tender stage and throughout the project until contract closure (SQCDP)

    MAIN RESPONSABILITIES  

    CUSTOMER QUALITY

    • Be the independent voice of the customer in the project organization.
    • Act as interface with the Customer quality and safety teams
    • Attends to CSS interview (Customer Satisfaction Surveys) with Customer Director and PM , supports & monitors action plan

    PROJECT QUALITY

    • Establish, document, implement, maintain, and continuously improve the Project Quality Management Plan (PQMP) and ensure its proper application during contract execution in accordance with contract requirements, and Alstom processes.
    • Contribute with structured techniques (e.g., FMEA) to the criticality assessment of Alstom’s solutions (system and sub-systems) and services to ensure the right level of safety and quality assurance as well as inspection activities for all identified CTQ (Critical to Quality).
    • Guide project teams in understanding Quality contributions to the project.
    • Be the interface in the Project Team for all Project Quality aspects (Engineering (EQ), Industrial (IQ) and Supplier (SQ))
    • Manage, coordinate, and synchronize the community of all quality métiers supporting the project execution (system and sub-systems, PUs)
    • Ensure project core team awareness of project quality plan and its deliverables, regularly reporting on progress and support achieving the required level on quality competencies.
    • Support project audits, reviews and approval of supplier quality systems and audits compliance (upon customer request)

    PROJECT EXECUTION CONTROLS

    • Support the project team and the PM to prepare DFQ gate reviews & follow up related action plans.
    • Report quality and safety alerts and manage Non-conformities and Safety issues.
    • Ensure quality of the technical modifications (Change Requests CR) made during the project ensuring compliance to the design change process and quality of implementation of the technical modifications and analyze financial implications (Cost of Non-Quality CoNQ)
    • Ensure that safety assessment is correctly implemented (i.e.: safety review) and prepare safety authorization.
    • Control project processes and deliverables compliance through inspection and audits - to authorize presentation/ delivery to customer.
    • Ensure that Return of Experience (REX) of all functions has been considered in the risks & opportunities and closely monitor to prevent occurrence.
    • Owning the Supplier Part List (SPL), and ensure the list is properly created for the full scope of the project across all contributing sites.
    • Ensure with SQ Team and/or Procurement a good synchronization and follow-up of GO Production and FAI (First Article Inspection) activities, relative to the SPL, with special attention in case of supplier change/localization initiatives.
    • Collaborate with IQ, Industrial, SQ, EQ and Engineering to ensure a customer inspection acceptance criteria booklet is established and agreed with the customer.
    • Support customer inspections at Alstom, supplier, and customer sites (upon request)
    • Ensure the train/ product history book is prepared, updated, and handed over to the customer for each train/ product.
    • Support the Project Manager / Director (PM/PD) & Customer Director (CD) with the customer satisfaction survey, its analysis and associated action plan.
    • Ensure and improve the tender quality if assigned to support tender phase.
    • In the case of Transfer of Technology (ToT), act as a sparring partner to the PrTTM and, organize and prepare all quality activities/documentation needed in the frame of the transfer.

    MEASURE AND IMPROVE PROJECT QUALITY PERFORMANCE.

    • Facilitate problem solving during project execution phase to ensure timely management and reduce the costs of non-quality (8D, QRQC, REX)
    • Ensure that the relevant stakeholders are included in Customer issues solving process (if needed).
    • Implement an effective corrective and preventive action system.
    • Provide support for periodic progress reporting through quality indicators and identify improvement opportunities.

     PERFORMANCE MEASUREMENTS (PROJECT RELATED):

    • On Time” Gate Reviews, Gates in “Backlog” and shared with PMO “DFQ Look Ahead.”
    • Number of remaining Safety or Customer Issues to fix after target time agreed.
    • Project Quality documentation delivered and approved on time.
    • Safety Authorizations prepared and approved on time.
    • FAI and FAR/FMR/SMR (First/Serial Assembly /Mounting Review) processes applied and implemented on time.
    • Railway safety issues reported on time.
    • Cost of Non-Quality analyzed and managed through PDCA.

    • Customer Satisfaction Survey (CSS) process properly applied.

    EDUCATIONAL REQUIREMENTS

    • Graduate or post-Graduate Degree in Engineering with management background depending on the size of the project

    • Experience in managing Quality tools and problem-solving tools.

    Project Supply Chain Leader

    THE PURPOSE OF THE PROJECT SUPPLY CHAIN LEADER ROLE:

    • You are in charge of coordinating Supply Chain activities for your project, from Tender to project end, and representing the Supply Chain function within the Project Core Team.

    • Provide the date of modifications applicability (rank) to avoid excess inventory
    • Support Supply Chain organization in case of critical deliveries issues at suppliers
    • Manage Material Availability (missing parts), Anticipate material shortage

    During the project closure: “Secure closure”

    Facilities Maintenance Coordinator
