    Professional Aviation Nurse (Gauteng)

    OVERALL PURPOSE OF THE JOB

    • Assist in the development and updating of regulatory standards, oversight on medical equipment, and presentation to related aviation medical boards / committees.

    Provision of medical care

    • Assesses illness or injuries during the flight
    • Devise a plan to provide the appropriate treatment needed to get patients to their destination safely.
    • In a non-trauma situation collects and keeps track of paperwork and physician instructions for the duration of the flight 

    Participation and coordination Medical Certification Processes and procedures

    • Prepare Power point preparation of the complicated medical cases for the Aeromedical Committee
    • Assist Medical Assessors with the preliminary drafting of the Aeromedical Committee Minutes
    • Facilitate the verification of medical examiners conducted by Designated Aviation Medical Examiners (Cabin Crew & Recreational Pilots)
    • Assist Medical Assessors with drafting of legislation (contributions) applicable to Part 67 Regulations
    • Assist Medical Assessors in the preparation and monitoring of the progress of medical appeals
    • Responsible for the application of the safety management processes applicable to medical certification (Inflight Incapacitation)
    • Participate in the enforcement of processes applicable to medical certification processes
    • Conduct research to analyse trends and with implementation of aviation safety intervention strategies 

    Facilitation and coordination of activities related to the oversight of Part 64 & 138

    • Update the First Aid Curriculum applicable to Cabin Crew (Part 64)
    • Review regulations and technical standards and participate in the facilitation of review workshops
    • Draft Master Surveillance Plans Applicable to Part 64 ,138 and 141
    • Conduct Initial and Ad-Hoc Inspections at First Aid Training ATO’s and Air Ambulance Operators

    • Coordinate and present at workshops applicable to the Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation.
    • Participate in legislative review applicable to ICAO Annex 6,9,11,14 and 18 and other related requirements
    • Draft Master Surveillance Plans Applicable to Part 139, Airlines and Evaluate Procedures

    Customer Service and Quality

    • Conduct research to analyze trends and with on implementation of aviation safety intervention strategies
    • Conduct Initial and Ad-Hoc Inspections in Airlines, Airports ATO’s and other 121 Operators to ensure Compliance to Part 64,139,121,138 ,91 and 141
    • Participate in the development of tools applicable to improved customer service

    Safety Concerns Resolutions Medical Aspects of Aircraft Accidents

    • Ensure that customer queries are resolved within a prescribed period and identify areas of improvement.
    • Participate in the quality assurance processes to ensure compliance to ISO 9001, SGS and other relevant legislation applicable to QA.
    • Participate in the development of quality assurance procedures applicable to the medical department
    • Participate in duties related to resolution of safety concerns and enforcement actions
    • Participate in medical aspects related to accident investigation

    Requirements

    EDUCATION

    Testing Standards ATS (Centurion)

    Description

    • Responsible for licensing standards and regulations for all ATS licenses; oversight of ATS designated examiners. To conduct oversight and surveillance of training standards and ensure the effective and correct administration of aviation training organisations conducting ATS training in accordance with Part 141 of the South African Civil Aviation Regulations 2011, (As amended), ICAO Annex 1 and internal company policy and standards.

    CATS and CAR Development

    • Conduct research and development
    • In co-operation with Managers: Licensing and Examinations:
    • Develop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 141 and Parts 65 in compliance with the Standards and Recommended Practices of ICAO Annex 1

    Operational Management

    • Conduct audits on all Part 141 Certificate holders conducting ATS training as per the Master Surveillance Plan.
    • Establish compliance to the Regulations and conduct audits and inspections as per SACAA Procedures.
    • Make relevant recommendations pertaining to safety management systems.
    • Recommend enforcement measures with respect to regulatory non-compliances.
    • Provide factual reports of audits and inspections conducted on the training organisations.
    • Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
    • Facilitate approval, and their maintenance with respect to Training and Procedures Manuals
    • Conduct oversight on the activities of designated ATS examiners.
    • Support the Licensing Administration function within SACAA, including the assessment of applications, against legal requirements in accordance with the provisions of the Civil Aviation Regulations 2011, Part 65.
    • Investigate and recommend action to the Director on any deviations to the requirements.
    • Develop and implement standards for licensing administration that ensures adherence to requirements.
    • Introduce adequate control measures to enable SACM to effectively carry out its mandate of Safety and Security Oversight.
    • Update and amend all documentation, checklists and procedures to ensure compliance with the regulations.
    • Recommend the approval/denial/withdrawal of exemptions and special approvals.

    Communications and Safety Promotion

    • Project a professional and positive image of the CAA to all stakeholders.
    • Provide industry feedback to the Manager

    Industry Liaison and Client Service Standards

    • Participate with industry through workshops and conferences in the develop
    • Practical examination/testing/training standards
    • The oversight system to portray a positive image of the SACAA.
    • Liaise with industry to record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.
    • Resolve customer issues while abiding by regulations and internal policies

    Requirements
    Minimum Qualification:

    • Air Traffic Control License with Aerodrome or Approach/Area rating issued in terms of Part 65 with Instructor rating

    Manager Examinations (Centurion)

    Description

    • To oversee and manage the design and administrative processes of written examinations in the PEL department and designation of Examiners and Instructors.

    Practical Examination Oversight System

    • Develop and manage a system to oversee the practical examination standards of all aviation personnel licensed under Parts 61, 62, 63, 64, 65, 66, 68, 69, 71 and 72 of the CAR and to ensure this complies with ICAO and international best practice
    • Ensure the oversight of designated examiners and instructors involved with practical examination of aviation personnel

    Examination Standards Development

    • Develop, implement, and review applicable CATS and CAR to ensure that the practical examination standards are up to date.

    Requirements
    Qualifications

    • Minimum: NQF Level 6 qualification in Engineering or Management plus CPL or Qualified Air Traffic Controller or Licensed Aircraft Maintenance Engineer 
    • Ideal:  NQF Level 7 qualification plus one of the above listed licenses.

    Experience

    • Civil Aviation Safety Operations experience:  4 years plus
    • Or Management experience : 3 years plus

    Flight Operations Inspector (Centurion)

    Description
    KEY RESPONSIBILITIES

    Site and Airline Inspections

    • Conduct routine inspections on station facility, apron, en-route operation, and base, etc
    • Carry out oversight or checks considered necessary at prescribed intervals as per the risk and performance-based orientation
    • Assess the effectiveness of the operator’s SMS and the level of resources allocated to it.
    • Conduct inspections or oversight in accordance with an established work programme and applicable standard procedures and instructions.
    • Investigate and report, as required, possible violations of the basic aviation law or related safety operating regulations and rules;
    • Continuously review the operator's pertinent documentation, staff, systems and governance frameworks
    • Advise the operator, in writing, of any significant deficiency, requesting a proposal for remedial action.
    • Conduct follow-up on inspection reports to ensure that appropriate action has been taken in a timely manner.
    • Submit reports on each inspection or investigation in the manner prescribed, and (capture the relevant information on the applicable database / administration system) complete and process the applicable inspection forms.
    • Keep appropriate CAA inspectorate staff informed on all aspects of the current operation and projected developments in the company including changes in executive personnel, in assigned responsibilities and in the operator's organization in general; and
    • Conduct qualification, approval and supervisory activities with respect to personnel proposed as designated examiners by an operator

    Experience:

    • 1500 hours as a pilot or pilot in command of a civil or military air transport aircraft ATPL (A) for Part 121 or
    • 1000 hours as a pilot or pilot in command of civil or military air transport aircraft CPL (A) for Part 135
