    Flight Operations Inspector: Aerial Works

    POSITION DESCRIPTION

    Site and Airline Inspections

    • Conduct routine inspections on station facility, apron, en-route operation, and base, etc
    • Carry out oversight or checks considered necessary at prescribed intervals as per the risk and orientation.
    • Assess the effectiveness of the operator’s SMS and the level of resources allocated to it.
    • Conduct inspections or oversight in accordance with an established work programme and applicable standard procedures and instructions.
    • Investigate and report, as required, possible violations of the basic aviation law or related safety operating regulations and rules;
    • Continuously review the operator's pertinent documentation, staff, systems and governance frameworks.
    • Advise the operator, in writing, of any significant deficiency, requesting a proposal for remedial action.
    • Conduct follow-up on inspection reports to ensure that appropriate action has been taken in a timely manner.
    • Submit reports on each inspection or investigation in the manner prescribed, and (capture the relevant information on the applicable database / administration system) complete and process the applicable inspection forms.
    • Keep appropriate CAA inspectorate staff informed on all aspects of the current operation and projected developments in the company including changes in executive personnel, in assigned responsibilities and in the operator's organization in general; and
    • Conduct qualification, approval and supervisory activities with respect to personnel proposed as designated examiners by an operator.
    • Facilitate the qualification, oversight and approval over the operator’s designated examiners.
    • Proactively research, develop and propose the specific standards to be applied in the area of operator operations.

    Requirements

    Minimum Qualification:

    • Commercial Pilot License (H)

    Experience:

    • 500 flying hours as a pilot or pilot-in-command of civil or military air transport aircraft or helicopter.

    Added Advantage

    • Experience with the problems of operating or maintaining transport aircraft, general aviation aircraft or helicopters.
    • Meteorological and climatological knowledge and experience.
    • Experience in technical training including visual aids, training devices and aircraft flight simulation training devices.

    Manager: General Aviation Organisations

    POSITION DESCRIPTION

    Management of Safety Oversight Plans for General Aviation Organisations (Part 93, Part 149 and certain Part 96 Organisations)

    • Determine the safety objectives for the general aviation sector
    • Draw up and implement Master Oversight and Surveillance Plans/ programmes for safety oversight
    • Determine and allocate the resources to execute the safety and oversight plans 
    • Continuously review operational performance against the MOSP and the progress of other technical and operational programs.
    • Make relevant recommendations pertaining to safety management systems for general aviation organisations.

    Budgeting and Control

    • Compile and manage the section’s budget 
    • Control budget expenditure 
    • Implement budget control procedures.

    Operational Management

    • Manage all inspectors to ensure that safety is not being compromised.
    • Schedule inspectors to ensure timeous response to operational demands
    • Ensure all inspectors are trained in accordingly to perform their duties 
    • Monitor and measure departmental performance.
    • Oversee the operational process according to ICAO and ISO standards 
    • Respond to tactical and operational issues arising from day to day general aviation organisation.

    Safety and Quality Standards

    • Directly support with the creation of regulations and safety standards for general aviation organisations.
    • Through the CAA Regulation, ensure that safety is maintained for all general aviation organisations.
    • Identify latent failures in the operator’s safety management systems.
    • Guide the industry on according to safety standards to ensure that safety is not being compromised.
    • Act on behalf of the SACAA to advocate safety and efficiency of general aviation organisations. 

    Regulatory Compliance

    • Establish operational framework for general aviation organisations in line with regulations.
    • Provide entry support to the legal system on enforcement issues through the Enforcement Committee.
    • Update and amend all documentations, checklists, and procedures to ensure compliance with regulations.
    • Supply consistent advise on compliance with regulations and policies to the industry and the Director of Civil Aviation in line with best practice.

    Management of Direct Reports

    • Develop, lead, discipline, supervise and foster human relationships to motivate and manage a team of personnel within the general aviation to ensure maximum staff efficiency and performance.
    • Manage key performance areas of directly reporting staff members to ensure achievement of their agreed objectives.
    • Monitor performance of staff against agreed performance standards and ensure attainment of departmental deliverables.
    • Provide operational support and direction to staff members 
    • Ensure direct reports are adequately trained.

    Requirements

    MINIMUM REQUIREMENTS

    QUALIFICATION:

    • Commercial Pilot License or Air Transport Pilot License with 1000 flying hours 

    ADDED ADVANTAGE

    • National Diploma in Management or Administration or relevant equivalent NQF level 6 qualification

    EXPERIENCE:

    • 5 Years experience in General Aviation OR 
    • 7 Years experience in Aviation Regulation environment
    • Experience at management or supervisory level as an added advantage

    Manager: Meteorology

    POSITION DECSRIPTION

    Strengthened Safety and Security Oversight system

    • Manages the safety oversight program of the MET Department within SACAA.
    • Develops national regulations and technical standards governing space weather and aeronautical meteorological service in the country.
    • Makes and presents amendment proposals for aeronautical meteorological service provision and space weather service for approval by the Civil Aviation Regulatory Committee (CARCOM).
    • Participate in the development of ICAO Standards and Recommended Practices (SARP) and Procedures for Air Navigation Services (PANS) at regional and international level.
    • Approves the MET safety oversight reports and audit plans emanating from the aeronautical MET safety oversight program/activities.
    • Approves corrective plans and mitigation measures to be implemented by ANSP to address non-conformances identified by the MET inspectorate.
    • Approves operational tools such as processes and procedures required for effective implementation of the aeronautical MET safety oversight program.
    • Manages safety risks at strategic and operational levels in critical safety areas of aeronautical meteorological service provision and oversight function.
    • Influence the development of international civil aviation policy for aeronautical meteorology at national, regional, and international levels.
    • Monitors the development of new standards and statutes and assesses their impact on the safety oversight system of the State and aligns accordingly where required.
    • Provides expert input on responses to aeronautical meteorological-related ICAO State Letters.
    • Prepares the aeronautical meteorology oversight function for internal and external audits conducted by accredited regional and international organizations (i.e. ICAO, FAA, and ROST).
    • Issue approvals/authorizations to aeronautical meteorological service providers, aeronautical meteorological equipment, aeronautical training organizations, and meteorological equipment suppliers.
    • Approves recommendations made by inspectors to the aerodrome licensing and relicensing.
    • Make recommendations for enforcement action by the Legal Department on matters of non-compliance by the industry.  

    Stakeholder Engagement and Safety Promotion

    • Manages stakeholder relations with internal and external to enhance the efficiencies and effectiveness of the aeronautical meteorology oversight program.  
    • Makes presentations to the aviation industry, service providers, and regulatory authorities on MET-related issues affecting the safety of flight operations.
    • Makes presentations at the aviation industry forums and platforms at national level (i.e. aeronautical committee for meteorological services, OPSCOM, ATM/CNS implementation committee).
    • Participates in the development of aviation within the region through imparting expert knowledge and advice as requested from time to time (i.e. CODEVMET Project).
    • Provides support to the DCA during stakeholder engagement activities (i.e., industry roadshows) by providing and or presenting aeronautical meteorological content.
    • Engages the aviation community to address queries from the aviation community and follow up on authentic matters.

    Administration and Governance

    • Ensures the availability of resources, skills, and competencies required for effective implementation of the safety oversight program.
    • Manages the resources (financial, human etc) to ensure capacity and capability of the aeronautical meteorology oversight
    • Assesses staff performance and identify intervention measures for improved performance and efficiencies
    • Plans and manages departmental budget including monitoring expenditure patterns for budget planning purposes.
    • Manages the implementation and maintenance of QMS to ensure consistency and standardization with SACAA.
    • Develops measures to address Internal and external Audit findings within stipulated timeframes.
    • Manages and update the State information about aeronautical meteorology on the ICAO USOAP CMA (i.e., SAAQ, CC-EFODs) for currency and relevance. 
    • Provides inputs to the annual performance plan through quarterly reporting on the activities of the MET department
    • Ensure adherence to organizational policies by the subordinates (i.e. leave policy, travel policy etc). 
    • Prepares quarterly and annual reports for the MET Division which forms an input to the Divisional reporting. 

    Requirements

    MINIMUM REQUIREMENTS

    EDUCATION:

    • Matric
    • Bachelors degree in Science (Meteorology or Atmosperic Sciences) or Environmental Science, or related filed

    ADDED ADVANTAGE

    • Postgraduate Degree in Aeronautical Meteorology or Atmospheric Science or Environmental Science, or related filed

    EXPERIENCE:

    • 7 years operational experience in weather forecasting, meteorological technician, climatology, or research.
    • 3 years experience at management or supervisory level as an added advantage.
