    Procurement Specialist (Construction and professional services)

    About The Job

    The CSIR has a vacancy for Procurement Specialist in the Supply Chain Management portfolio. The incumbents will establish and maintain procurement activities on a day to day operational and transactional level. The position is in Pretoria.

    Key Responsibilities

    • Source goods and services, review and manage existing supplier relationship;.
    • Document and assess internal stakeholders’ business and sourcing objectives;
    • Collect macro- and micro-level market intelligence and analyze spend data;
    • Determine the total value of identified commodities and report accordingly to management;
    • Source suppliers that meet the CSIR procurement criteria and ensure compliance to the CSIR’s B-BBEE policy and programme;
    • Manage procurement transactional services ensuring reduction in purchase order cycle times and tracking supplier performance against targets;
    • Assess and implement automation of processes to improve service delivery;
    • Expedite orders to monitor quality, on time deliveries, preferential procurement and savings;
    • Ensure effective and timely response to user calls related to orders and deliveries;
    • Ensure the Procurement portfolio’s compliance with CSIR policies, procedures and IT standards focussing on standardisation of processes;
    • Keep abreast with business systems and new developments;
    • Manage procurement activities throughout the purchasing and supply chain;
    • Ensure that purchasing activities are provided in a fair, equitable, transparent, cost effective, efficient, and effective manner.
    • Build strategic, professional, and ethical relationships with internal clients and the CSIR suppliers.
    • Ensure buying activities support the CSIR’s supplier contracts and that the organisation’s strategic interests are considered in such relationships.
    • Create cost savings opportunities from bulk buying, proper contract management, pooling of efforts and economies of scale.
    • Accurate and timeous reporting of relevant management information.

    Qualifications, Skills, And Experience

    • A Bachelor’s degree or equivalent three-year purchasing qualification with at least five years’ experience in procurement.
    • Good understanding of designated sector procurement.
    • Thorough working experience on construction related tenders.
    • Good understanding of the CIDB Act.
    • Good understanding and experience of Total Cost of Ownership (TCO).
    • Report writing skills.
    • Supplier evaluation experience and thorough understanding of business processes.
    • Sourcing, buying, negotiation, planning and organising skills.
    • Contract management skills and e-procurement knowledge.
    • High degree of accuracy, attention to detail and problem-solving ability.
    • Ability to meet demanding deadlines and good interpersonal skills; and
    • Excellent communication skills and strong customer service focus.

    Manager: Area Services

    About The Job
    The CSIR has a vacancy for a Manager: Area Services in the Facilities Management and Security Services (FM&SS) department. The incumbents will lead and manage the provision of Facilities Management (FM) and Security Services (SS) to designated areas. This position is based in Pretoria.

    Key Responsibilities
    Leadership

    • Active member of the Facilities Services team with joint responsibility for developing and implementing the Facilities Services Strategic and Operational plans;
    • Develop, implement and drive the Facility Services plans for the CSIR;
    • Provide regular reporting to the Group Manager FM&SS;
    • Manage and develop staff to ensure high quality personnel who are able to achieve performance objectives in support of the CSIR mission and vision;
    • Conduct performance management contracting and reviews for all staff at the recommended periods, for the purpose of managing & improving both individual performance and service delivery.

    Service Delivery

    • Responsible for planning, co-coordinating and managing all building infrastructure repairs and refurbishments for projects with up to a three-year period;
    • Manage and improve efficiency and effectiveness of FM&SS services delivery;
    • Optimise associated costs of service delivery;
    • Plan, coordinate and drive essential services such as accommodation/space requirements and relocation management; cleaning, hygiene and pest control services; boardroom and reception services; building inspections, maintenance and compliance; building safety, security and emergency systems and security services;
    • Develop, review and implement FM&SS specific procedures and processes;
    • Monitor and ensure the implementation and delivery of procedures and processes related to service portfolio responsibilities – responsible for delivering FM & SS KPIs;
    • Collect and analyse area calls logged for problems diagnosis to identify trends and implement corrective/appropriate action, including medium to long-term informed decision making on future strategy and plans;
    • Facilitate management and resolution of incidents, service complaints and other investigations related to FM&SS (facilities management, business support services, security, etc.);
    • Ensure the maintenance of building assets in accordance with the official investment strategy for each building asset;
    • Ensure the efficient and financially optimal maintenance of buildings;
    • Accountable for driving the Preventative Maintenance Program;
    • Ensure all buildings comply with all regulatory requirements.

    Stakeholder Relationship Management

    • Actively engage in both internal and external stakeholder’s meetings related to FM&SS portfolio services e.g. Area management meetings, to influence and implement action plans, according to CSIR standards and policies;
    • Develop and implement business and operational plan for Facilities Services department in the designated area;
    • Facilitate and drive meetings with stakeholders for providing fit for purpose facilities, infrastructure and associated services;
    • Expert advice to stakeholders on best practice with respect to FM & SS practices and methodologies/ technologies, etc.

    SHEQ Management

    • Ensure compliance with SHEQ regulatory requirements and standards in area of responsibility, including compliance by outsourced contractors/service providers;
    • Implement corrective action where deviations occur for the designated area;
    • Identify risks, implement, and drive mitigation plans for the designated area.

    Management Responsibilities

    • Manage Area Services service delivery teams;
    • Manage, mentor, coach and play an advisory role for staff growth and development;
    • Conduct performance management contracting and reviews for all staff at the recommended periods;
    • Identify and implement training interventions;
    • Recommend and facilitate developmental plans;
    • Dispute resolution;
    • Ensure optimal resource deployment.

    Financial management

    • Calculating and comparing costs for required goods and services to achieve maximum value for money and reduce wastage;
    • Managing and leading change to ensure minimum disruption to core activities.
    • Develop and manage budget for the designated area;
    • Planning and utilisation of space and resources for new buildings, or re-organising current premises for the purpose of optimisation.

    Qualifications, Skills And Experience

    • A three year Bachelor’s degree, or equivalent, in facilities management or engineering, with at least five years’ management experience in facilities management and business support services, with a sound track record in:
    1. Strategic and operational planning.
    2. People management, including performance management. o Project management.
    3. Financial management.
    • Resource planning and optimisation.
    • Understanding industry standards and regulations. o Customer service orientation.
    • A drivers licence;
    • Knowledge of and competence in the provision of facilities management and security services to a defined area (number of buildings/sites);
    • Organisational and planning skills;
    • Administrative skills;
    • Sound numerical skills;
