    Trainee: Regulation Development Coordinator

    Description

    Administration

    • Filing of documents in the department.
    • Attend to procurement of goods and services for LAC.
    • Managing of travel logistics.
    • Administrative support to the Regulation Development.
    • Preparing legal documents.

    Coordination of CARCom process

    • Provide administration support to CARCom secretariat.
    • Receiving and filing of CARCom proposals.
    • Keeping and updating of register of CARCom proposals.
    • Compilation and distribution of CARCom packs, including CARCom Agenda, Action Matrix, consolidation of Subcommittee reports.
    • Compilation and distribution of Subcommittee packs, including Subcommittee Agenda, Workgroups reports.
    • Management of CARCom membership list and representatives
    • Set up and Facilitate CARCom meetings.
    • Set up and Facilitate Subcommittee meetings.
    • Facilitate meetings for Regulation Development and with other stakeholders.
    • Coordinate engagement with the proposer on public comments received.
    • Drafting distribution and filing off CARCom minutes.
    • Set up and facilitate workshops and training delivered by LAC.

    Version Control of Regulations and Legal Documents

    • Maintaining and dealing with high level of confidential documents.
    • Ensure version control of proposals.
    • Ensure version control of contracts and other legal documents.
    • Tracking version of regulation proposal from initial receipt, subcommittee and workgroup level, publication and comment stages until approval by CARCom for promulgation.
    • Facilitate publication of proposal in Government Gazette and Website for public comments and promulgation.
    • Maintain a register and update progress status of regulations and technical standards.
    • Facilitate the publication of proposals in the Gazette and website, Compiling of Government Gazettes for submission at DOT.
    • Submit and monitor finalization of translated regulation.
    • Facilitate the sourcing, the appointment of service provider for translation of regulations (English to Afrikaans).

    Editing, formatting of draft regulations and technical standards and distribution 

    • Editing and Formatting of draft regulations and technical standards, proposals, and legal documents.
    • Facilitating the submission of draft regulations and technical standards to CARCOM Chairperson, Director of Civil Aviation and Minister for approval.
    • Monitoring approval process of draft regulations and technical standards submitted to the Minister and the DCA for approval.
    • Circulation of promulgated regulations and technical standards to all staff and industry members.
    • Facilitate submission of approved regulations and technical standards to the technical library and Communication department to update website.

    Legal Advisory work

    • Drafting and finalisation of international agreements and memoranda of understanding (MOU).
    • Drafting or vetting of commercial contracts and service level agreements.
    • Provision of legal opinions/advice on risks associated with commercial contracts.
    • Provision of legal support in the negotiation of commercial contracts and service level agreements.
    • Coordinating or assisting and monitoring attorneys in litigation process and potential litigation matters against the SACAA.
    • Attending to Department of Transport and Director of Civil Aviation appeal matters and represent the SACAA in tribunal appeal Committee.

    Requirements

    Minimum Requirements

    • National Diploma or Paralegal Diploma
    • Computer literacy certificate 

    Ideal Requirements

    • LLB Degree and Legislative Drafting Course
    • Advance certificate in computer 

    Experience

    • Legal background or regulatory experience

    Legal Compliance and Governance Trainee

    Description

    Key Performance Areas

    • Assist in the Implementation of an effective legal compliance program.
    • Assist in compiling Compliance Risk Management Plans to in order to identify gaps.
    • Assist in development and reviewing company policies to ensure compliance with applicable laws.
    • Assist in advising Legal compliance specialist on the company’s compliance with laws and regulations through detailed reports.
    • Assist in creating and managing effective action plans in response to audit discoveries and compliance violations.
    • Present training on applicable laws.
    • Assist the governance and ethics department.
    • Assist with PAIA Applications.
    • Assist the Assistant Company Secretary with governance related matters.

    Outputs/Deliverables 

    • Development and implementation of the POPIA compliance program.
    • Implementation of the Legal Compliance and Governance program.
    • Monitoring Ethics compliance.
    • Regularly audit legal compliance in terms of company procedures, practices, and documents to identify possible weaknesses or risks.
    • Assess company operations to determine compliance risk.
    • Ensure all employees are educated on the latest regulations and processes.
    • Process PAIA Applications.
    • Prepare minutes.

    Requirements

    Minimum Requirements

    • Legal Degree

    • LLB (e.g., Compliance Certificate, Completed, Admitted Attorney Articles)

    Minimum Experience

    • Minimum 2 years’ experience required in a law firm or legal office.
