    Inspector: Airports and Airlines (Western Cape)

    Description

    PURPOSE OF THE JOB

    • To monitor the implementation of the National Aviation Security Program (NASP) and other related Civil Aviation Regulations (CARs) in compliance with the  Civil Aviation Act, No. 13 of 2009
    • To promote Aviation Security and strengthen the national aviation systems

    OVERSIGHT ACTIVITIES - INSPECTIONS AND AUDITS (RISK-BASED)

    • Plan and execute inspections and audits following laid down ISO Procedures 
    • Conduct oversight activities as assigned by the Manager, make appropriate recommendations and submit comprehensive reports
    • Conduct inspections/ audits follow-ups to ensure that identified security gaps are closed
    • Evaluate, validate and review security programs and manuals for Airport Operators, , Air Carriers, Air Navigation Service Providers, and Catering Service Providers
    • Process applications for the designation of Officials for Aviation Security at the airports and airlines
    • Participate in development and continuous improvement of functional procedures and quality management documents

    ADMINISTRATION

    • Perform job-related administrative tasks
    • Create and maintain a database of allocated clients
    • Create and maintain a database for non-compliances on the findings register
    • Handle internal and external correspondence through the Manager
    • Maintain the AVSEC Documents management system in line with the Records Management Procedure and personal information in compliance with the POPIA.

    ENFORCEMENT AND COMPLIANCE

    • Follow up on and evaluate corrective action plans.
    • Initiate enforcement by alerting the manager of non-conformances, in line with the Enforcement procedure.
    • Initiate enforcement action for cases of non-compliances meriting enforcement action in line with the Enforcement Procedure.

    AMENDMENTS TO REGULATIONS

    • Recommend to the Manager a review of regulations to address identified gaps in the security system.
    • Participate in the process of amending legal instruments related to aviation security.

    LIAISON AND CONSULTATION

    • Monitor and observe Local Airport Security Committee meetings as and when assigned and provide feedback to SACAA through the Manager
    • Attend to all requests and queries in line with the SACAA policies and procedures 
    • Provide feedback on queries raised by operators.
    • Participate in security awareness programs and SACAA initiatives.

    Requirements

    Minimum Qualification:

    • National Diploma in Administration or Relevant NQF Level 6 qualification
    • Basic Aviation Security certificates or other related certificates

    Experience:

    • 3 years Aviation Security or related experience

    Manager Examinations (Centurion)

    Description

    • To oversee and manage the design and administrative processes of written examinations in the PEL department and designation of Examiners and Instructors.

    Practical Examination Oversight System

    • Develop and manage a system to oversee the practical examination standards of all aviation personnel licensed under Parts 61, 62, 63, 64, 65, 66, 68, 69, 71 and 72 of the CAR and to ensure this complies with ICAO and international best practice
    • Ensure the oversight of designated examiners and instructors involved with practical examination of aviation personnel

    Examination Standards Development

    • Develop, implement, and review applicable CATS and CAR to ensure that the practical examination standards are up to date.
    • Manage any CAR and CATS amendments relating to the practical examination/ of aviation personnel.

    Management of Direct Reports

    • Manage key performance areas of directly reporting personnel to ensure the achievement of their agreed objectives.
    • Mentor and monitor employees to fulfil their responsibilities within regulated standards and timeframes
    • Develop a culture of high performance that demonstrates SACAA core values and competencies
    • Facilitate skills development to ensure retention of staff

    Industry Liaison

    • Liaise with industry and record problem-solving solutions and convey knowledge to the industry to allow for the improvement of standards.
    • Manage the participation of the industry in the development of practical examination/testing/training standards a
    • Manage the participation of the industry in the development of the oversight system
    • Portray a professional and positive image of the SACAA.

    Requirements

    Qualifications

    • Minimum: NQF Level 6 qualification in Engineering or Management plus CPL or Qualified Air Traffic Controller or Licensed Aircraft Maintenance Engineer 
    • Ideal:  NQF Level 7 qualification plus one of the above listed licenses.

    Experience

    • Civil Aviation Safety Operations experience:  4 years plus
    • Or Management experience : 3 years plus

    Administration Officer (Centurion)

    Description

    General Administrative Functions

    • Assist Management and the Department in managing the diary, coordinate and schedule department meetings and events using the organization's electronic tools.
    • Prepare departmental documents and reports.
    • Collate information for reports preparation.
    • Package documentation required for meetings and other departmental engagements.
    • Circulate required information and documentation throughout the department and keep accurate record thereof. 
    • Develop and maintain a proper filling system to ensure accurate retrieval of information as and when required.
    • Screen, classify and record documents for easy access and tracking.

    • Ensure appropriate communication with SACAA and with external clients.
    • Promptly deal with telephonic, mailed enquiries or personal interactions.

    Requirements

    Education

    Minimum

    • Grade 12
    • Certificate in Office Administration or Office Management or Secretariate or relevant qualification.

    Ideal

    • Diploma in Office Administration or Secretary or related field

    Experience

    • 2 Years in Administrative or Secretariat experience.

    Manager: General Aviation Organisations (Centurion)

    Description

    POSITION DESCRIPTION

    Management of Safety Oversight Plans for General Aviation Organisations (Part 93, Part 149 and certain Part 96 Organisations)

    • Determine the safety objectives for the general aviation sector
    • Draw up and implement Master Oversight and Surveillance Plans/ programmes for safety oversight
    • Determine and allocate the resources to execute the safety and oversight plans Manage the resources that conduct the safety oversight plans
    • Continuously review operational performance against the MOSP and the progress of other technical and operational programs.
    • Make relevant recommendations pertaining to safety management systems for general aviation organisations.

    Budgeting and Control

    • Compile and manage the section’s budget Control budget expenditure 
    • Implement budget control procedures.

    Operational Management

    • Manage all inspectors to ensure that safety is not being compromised.
    • Schedule inspectors to ensure timeous response to operational demands. Ensure all inspectors are trained in accordingly to perform their duties Monitor and measure departmental performance.
    • Oversee the operational process according to ICAO and ISO standards Respond to tactical and operational issues arising from day to day general aviation organisation.

    Safety and Quality Standards

    • Directly support with the creation of regulations and safety standards for general aviation organisations.
    • Through the CAA Regulation, ensure that safety is maintained for all general aviation organisations.
    • Identify latent failures in the operator’s safety management systems.
    • Guide the industry on according to safety standards to ensure that safety is not being compromised.
    • Act on behalf of the SACAA to advocate safety and efficiency of general aviation organisations. 

    Regulatory Compliance

    • Establish operational framework for general aviation organisations in line with regulations.
    • Provide entry support to the legal system on enforcement issues through the Enforcement Committee.
    • Update and amend all documentations, checklists, and procedures to ensure compliance with regulations.
    • Supply consistent advise on compliance with regulations and policies to the industry and the Director of Civil Aviation in line with best practice.

    Management of Direct Reports

    • Develop, lead, discipline, supervise and foster human relationships to motivate and manage a team of personnel within the general aviation to ensure maximum staff efficiency and performance.
    • Manage key performance areas of directly reporting staff members to ensure achievement of their agreed objectives.
    • Monitor performance of staff against agreed performance standards and ensure attainment of departmental deliverables.
    • Provide operational support and direction to staff members Ensure direct reports are adequately trained.

    Requirements

    MINIMUM REQUIREMENTS

    EDUCATION:

    • Commercial Pilot License with 500 Flying Hours.
    • NQF Level 6 Qualification in Management or related field.

    EXPERIENCE:

    • 5 Years experience in General Aviation OR in a Aviation Regulation Environment.
    • 3 Years experience at management or supervisory level as an added advantage.
