    Security Officer - Midrand

    Key Responsibilities

    • Guard the DBSA against any safety and security breaches at all times.  
    • Maintain and write detailed incident reports on all irregular incidents that might occur during shifts and keep records thereof.
    • Monitor the movements of visitors and contractors on the campus and ensure that the correct security protocol is followed.
    • Monitor the movements of assets on the campus and ensure compliance with the bank’s asset management policy and procedures.
    • Conduct patrols in line with the laid down standard operating procedures.
    • Effectively keep guard on the DBSA premises using the surveillance equipments within the control room by keeping an eye on the cameras.
    • Log any irregualrities that are picked up through the control room via the surveillance equipment.
    • Report any camera faults or CCTV system issues to the Head of Security and/or the Security Supervisors to ensure that cameras are repaired timeously.
    • Monitor the Access control system to ensure the overall safety of the DBSA premises, assets, employees and visitors.
    • Issue access control cards to employees and contractors and record their personal details on the access control system.
    • Ensure adherence to the Health and Safety procedures of the bank by all employees and visitors.
    • Assist in the safeguarding of property and assets during events within the campus.
    • Liaise with emergency and health services if required for large events.
    • All private assets entering the bank to be recorded on the private asset register.
    • Report safety issues such as vandalism and damage to property to the Head of Security and/ or Supervisor.
    • Keep an eye on the exit and entance of the building to safeguard the assets of the bank and the employees.
    • Be the safety and security ambassador by educating employees and the visitors on safety issues within the bank.

    • Adherence to Ocuppational Health and Safety regulations and PSIRA Act.
    • Be vigilant at all times and ensure that security breaches are report.

    Minimum Requirements

    • Matric
    • Grade ‘A, B or C’ PSIRA (Private Security Industry Regulating Authority) security officers certificate
    • 3-5 years’ experience as a Security Officer

    Head: Programmes - Centurion

    The Head: Programmes will be responsible for: 

    1.Strategic development and contribution

    • Develop the Programme Management Department’s 5 year Strategic Plan, aligned to the overall IPP Office strategy.
    • Direct the interpretation and alignment the Programme Management Department’s strategy into overall business plans and budgets to enable the achievement of the IPP Office goals.
    • Ensure Integration of multi-dimensional functions within the programme management function.
    • Ensure that the Programme Management Department’s strategic initiatives are translated into the required functional policies, systems and resources in order to make the strategic initiatives a reality within the Programme Management Department’s function.
    • Oversee the appointment and management of transaction advisors to key Programme Management related functions.

    2.Enable the execution of the Programme Management Department’s strategy.

    • Develop, Implement and maintain a Project Management Office, to set the standard for and enable consistency and effectiveness of the IPP Office’s project delivery and project outcomes.
    • Ensure that the Programme Management Department’s Strategic Plan (SP) and Annual Performance Plan (APP) are prepared annually.
    • Manage the IPP Procurement Programmes and interventions as informed by various stakeholder mandates.
    • Project manage strategic initiatives at a high level.

    3.Lead all Programme Management activities for the IPP Office

    • Initiate and develop creative and innovative programme management processes
    • Ensure the appropriate systems and procedures are established and followed, ensuring best practice in project management are continually developed and used with appropriate Programme/Project Management frameworks in place, incorporating the Gateway Review process if required.
    • Continuously conduct risk assessments of processes and tasks.
    • Escalate, manage and monitor programme risks and issues.
    • Produce written reports and make presentations as required

    4. Build and maintain strategic partnerships.

    • Create and leverage relationships with key external and internal stakeholders.
    • Develop partnerships with key IPP’s/transaction advisory firms/regulatory bodies / relevant government organisations and government officials etc. to build sustainable long term programme management solutions.
    • Network to identify appropriate and advantageous contacts with regard to Programme and project management

    5.People enablement.

    • Communicate a compelling vision to gain commitment to the overall objectives.

    Expertise & Technical Competencies

    The role requires:

    • Bachelors’ Degree in Finance / Economics /Engineering or equivalent Project Management qualification
    • (Honours Degree or equivalent preferred.)
    • Minimum 10 years’ relevant experience in the management and implementation of large infrastructure, Project Finance and or PPP programmes – in particular on large infrastructure projects.
    • Experience in Energy or Water projects advantageous
    • Minimum of 8 years should be at Senior Managerial level with experience in dealing with multidisciplinary teams. Accreditation of a recognised Project Management Professional (PMP) qualification is advantageous as this role will be leading 3 Project Managers (at minimum) and supporting Administrative Staff, as well as project teams consisting of consultants as well as broader in-house teams when working on a specific programme initiatives / procurement windows dealing with approx. ZAR50MN per bid window budget controls

    SED Manager - Centurion

    Key Responsibilities

    The SED Manager will be responsible for:

    1. Provide strategic conceptualisation and advisory to the Economic Development (ED), and in particular, the Socio-Economic Development (SED) and Enterprise Development (EnD) aspects of the IPPP Programme. Play a key role in the formulation of the Economic Development (ED) components of the IPPP Programme.
    Engage with IPPs and other stakeholders (including the DTI) in the review of the Economic Development framework of IPPP Programmes. Determine the critical ED elements that must be incorporated in the ED Framework, in each Bid Window, taking into account current B-BBEE legislation and outcomes of market consultations.
    2. Facilitate and provide oversight on the developmental impact of the IPPP Programme and provide advice on its long-term strategic direction. From time to time, facilitate impact assessment studies on the SED and EnD work and contributions of IPPs to determine the difference they are making on community development, poverty alleviation and national development goals.
    3. Prepare briefing, concept and advisory notes on the developmental aspects of the IPPP Programme for IPP Office Senior Management and Ministry Officials to facilitate their stakeholder engagement in the broad sphere of energy and development. Draft notes, papers, etc. for IPP Office senior management and/or Department of Energy to provide status and showcase the developmental achievements of the IPPP Programme, from time to time, as required.
    4. Undertake stakeholder engagement with critical role players in the energy supply value chain on the developmental aspects of the IPPP Programme and overall work of the IPP Office, including showcasing achievements, lessons learnt and learning from others’ experiences and knowledge. Communicate the developmental gains attained by the IPPP Programme in various fora, including assisting the Stakeholder Engagement Department of the IPP Office to conduct public relations and communicate the purpose and developmental gains of the IPPP Programme.
    5. Partner with research, policy and International Development Cooperating Partners, as well as other sector representatives, Government Departments, organs of state, NGOs, corporations and other developmental institutions to facilitate research, collaboration, identification of best practice and replication of the developmental aspects of the IPPP Programme, with a view to combat poverty and promote inclusive growth in the country. Jointly plan and design projects with external partners (e.g. USAID, Innovation Hub, CSIR, Wind Energy Forum, etc.) to solve key bottlenecks in the implementation of Economic Development (e.g. SED, EnD, local content, etc.) and identify appropriate solutions that can be a basis for best practice in current and future Bid Window.
    6. Develop and manage knowledge around Broad-Based Black Economic Empowerment (B-BBEE) and the gender dimensions of the IPPP Programme. Analysis of current B-BBEE and gender policy and legislation.
    Facilitate the drafting of consistent and appropriate ED frameworks for each Bid Window (either internally or through consultants/knowledge experts).
    7.  Make contributions to the design, monitoring and improvement of the B-BBEE Score Card of the IPPP Programme in each bid iteration or Bid Window, while incorporating feedback from key stakeholders on experiences in previous rounds. Consult the market, particularly IPPs, on how they are affected by the ED requirements and, as an outcome, propose changes that take cognisance of current Government priorities, while taking into account the exigencies, concerns and contexts of IPPs.
    8.  Oversee transaction advisors who undertake bid evaluations specifically on Economic Development. Participate in the IPP Office internal oversight committee that receives the evaluation report of transaction advisors and provide advice on resolving challenges encountered during bid evaluations.

    9.  Represent the IPP Office at domestic and international meetings and conferences and make presentations, as required, to highlight, share best practice and learn lessons on how to improve the developmental impact and aspects of the IPPP Programme.Represent and make presentations on behalf of the IPP Office at domestic and international meetings and gatherings on matters of strategic interest to the IPP Office and the country’s overall development agenda.

    10.  Engage with IPPs, community representatives, beneficiaries, structures and other key stakeholders, etc. to facilitate the removal of bottlenecks in the implementation of the developmental imperatives of the IPPP Programme and to improve overall developmental impact. Participate in and assist IPPs in conducting community engagements (including to provincial and municipal structures) to articulate the goal and purpose of ED (and particularly development) in the IPPP Programme. Assist IPPs to demarcate their developmental core functions at the local level vis-à-vis those of other development agents at the grassroots level and assist in quelling tensions where they arise in this regard.

     

    Expertise & Technical Competencies

    The minimum requirements for the role:

    • Post-graduate degree in energy and development, sustainable development, development economics or related field.
    • At least 8 years of experience in at least one social and human development sector (e.g. education, social protection/poverty alleviation, health, etc.) with an emphasis on experience in development work at the national public, NGO sector or regional/international level.

    General knowledge and skills that would be beneficial:

    • Effective communication skills: written, verbal, presentation, etc.
    • Development practice, including sustainable development.
    • Development and poverty alleviation strategy formulation.
    • Public relations.
    • International relations.
    • Research.
