    Assistant Director: Financial Accounting

    Requirements:

    • A relevant Degree or equivalent tertiary qualification in Financial Management on NQF level 7. 3 years relevant supervisory experience in Financial Accounting/ management level.

    Knowledge and Skills:

    • Attributes: Good interpersonal relations, independent, assertiveness, adaptive, confidentiality, integrity, discipline, accurate, friendly and trustworthy, Ability to work under pressure. Competencies: Verbal and written communication skills. Problem Solving Skills.

    Duties:

    • Oversee the identification and accurate recording of debts owed to the department. Liaise with debtors in the most complex and problematic cases to determine payback conditions and time span. Oversee the process of obtaining the accounting officer's approval for debt collection conditions. Obtain the accounting officers approval for debt payback conditions and time span on cases handled. Oversee the accurate allocation of monies received. Oversee and monitor income against budget and review reconciliations. Oversee and undertake the develop of corrective measures when required. Oversee and review disclosure notes on revenue collection. Oversee and financial supporting information for planning purpose. Ensure completeness and accuracy of financial information. Oversee the verification of the capturing of payroll transactions on the accounting system. Oversee quality assure all payroll transactions. Authorises reimbursement transactions on the accounting system.
    • Oversee the reconciliation of transactions (interface) on the payroll (PERSAL) with the accounting system (BAS). Authorises payments to third parties (employer contributions to pension funds, medical aid funds, tax contributions and reconciliations etc.) outside the payroll system. Oversee verification of information for payroll certification. Oversee verification of source documents. Oversee the quality assurance and verification of transactions on BAS/LOGIS. Ensure that expenditure is in line with budget and item provisioning. Oversee the correct capturing of banking details on the accounting system. Oversee creditor reconciliation (ensure that service providers are paid timely and correctly). Oversee and reconcile payment request with budget provisions and the availability of funds. Oversee the process to ensure that the relevant institution is eligible for a transfer payment/subsidy and that they comply with the relevant financial legislative requirements. Authorise the payment of transfers and subsidies processed on the accounting system.
    • Oversee the processing of information to determine expenditure against budget. Review and analyse expenditure report, distribute to budget holders and obtain inputs on expenditure status. Oversee the compilation of interim and annual reports on conditional grants. Ensure the safeguarding of all source documents. General supervision of employee. Allocate duties and do quality control of the work delivered by supervisee. Advice and lead supervisees with regard to all aspects of the work. Manage performance, conduct and discipline of supervisees. Ensure that all supervisees are training and developed to be able to deliver work of required standard efficiently and effectively. Develop, implement and monitor work systems and processes to ensure efficient and effective functioning.

    EMS District Manager

     

    Requirements:

    • Senior Certificate. Valid Code 10 (C1) Driver's license and PrDP. Knowledge of ECT/CCA/ Ndip/ECP Protocols. Grade 2: Successful completion of the ECT courses that allows registration with the HPCSA as ECT or National Diploma that allows registration with the PHCRSA as Paramedic.
    • Experience: 3 years after registration with the HPCSA as ECT or Paramedic. Grade 3: Successful completion of the B Tech Degree that allows registration with the HPCSA as ECP. Experience: 3 years after registration with HPCSA as ECP.

    Knowledge and Skills:

    • Knowledge and understanding of EMS regulations and other related policies. Knowledge of health-related Acts, Regulations and Guidelines. Knowledge and understanding of the legislative framework governing Public Service including the Skills Development Act. Good communication, report writing, facilitation, co-ordination, liaison, interpersonal, leadership, analytical, planning and organizing and change.

    Duties:

    • Develop, implement, monitor and report all operational and incident management, design and optimize ambulance deployment schedules and response routes to meet turnaround time targets.
    • Develop, implement and monitor operational plans for mass casualty incidents, disasters and special events. Oversee emergency communication and dispatch centers. Step into an incident command system role during major emergencies. Provide an oversight monitoring of the utilization of Emergency vehicles and Equipment are according to EMS policy and procedures. Cost-effective and efficient management of the district. Implementation of Incident Management. Management Search and Rescue major incidents. Management of policy monitoring, Financial Management and Budgeting for district. Situational report of incidents within the district, implementing operational plans.
    • Manage emergency vehicle fleet. Manage Resource (Human, Financial and Physical) with the district, Evaluation of personnel performance, Planning district activities. Maintain in-service training. Implementation of policies. Handling staff deployment. Leave Management.
    • Ensure all personnel maintain up-to-date professional registration and adhere to strict clinical protocols. Manage district budget, track expenditures and ensure the continuous availability of medical supplies and equipment, coordinate the recruitment, retention and optimal utilization of emergency personnel. Manage, monitor & report quality control and administration. Investigates patient complaints, tracking clinical outcomes, enforcing compliance with clinical protocols and National Health Act. Develop and monitor disaster management policies as well as coordinate medical services for local mass gathering events, collaborate with hospitals, local clinics and other government departments to optimize emergency medical services in the district.

    EMS Sub District Manager

    Requirements:

    • Senior Certificate. Successful completion of the ECT program course that allow registration with the HPCSA as ECT or successful completion of the CCA course or National Diploma that allows registration with the HPCSA as Paramedic. Current registration with Health Professional Council of South Africa (HPCSA) as an ECT or CCA.

    Experience:

    • Grade 2: 3 years after registration with the HPCSA a ECT.
    • Grade 3: 3 years after registration with the HPCSA as Paramedic. Knowledge of ECT or CCA Protocols. Valid Code 10 (C1) Driver's license and PrDP.

Ensure the stations in the sub district meet the required response and turnaround times. Monitor the utilization of Emergency vehicles and Equipment are conducted according to EMS policy and procedures, Accident reporting, submission of documents, Disciplinary investigation, Investigation of cases involving fuel card fraud, Inputs on vehicle design, ensure regularly services and maintenance of fleet, ensure adequate stock for EMS vehicles. Ensure vehicle disinfection, Inspection of vehicle roadworthiness and equipment status. Manage Resource (Human, Financial and Physical) with the EMS statins in the sub district.
    • Evaluation of personnel performance. Planning sub district activities, maintain in-service training. Implementation of policies. Handling staff deployment, leave management. Manage the shift rosters, ensure all personnel maintain up-to-date professional registration, manage sub-district budgets, track expenditures and ensure the continuous availability of medical supplies and equipment. Manage, monitor & report quality control and administration, investigates patient complaints, tracking clinical outcomes, enforcing compliance with clinical protocols and National Health Act. Develop and monitor disaster management policies as well as coordinate medical services for local mass gathering events, collaborate with hospitals, local clinics and other government authorities to optimize emergency medical services in the district.

    Nursing Assistant

    Requirements:

    • Matric. Qualification that allows registration with the South African Nursing Council as a Nursing assistant or Enrolled Nursing Auxiliary. Current registration with SANC as an Assistant Nurse 2024/2025.

    Knowledge and Skills:

    Requirements:

    • Matric, Diploma/Degree in nursing or equivalent qualification that allows registration with the South African Nursing Council as Professional Nurse. Current registration with the South African Nursing Council as a Professional Nurse.

    Requirements:
