    Control Environmental Officer Grade A

    Requirements :

    • Grade 12 plus Honours Degree (NQF Level 8) in Environmental Management/Sciences, Natural Sciences, Engineering and Chemistry as recognised by SAQA. Minimum of 6 years’ relevant experience within environmental Field. Valid drivers’ license.

    COMPETENCIES:

    • Computer Literacy. Good writing skills. Good communication skills (listening, explanation, influencing, motivating, negotiation). Good admin skills, organising skills. Good chairing skills / ability to manage meetings. Management of people. Management of finances (budgeting, controls, reporting) Strategic Planning and project management; including contingency planning Understanding Public Service and Departmental acts and policies (e.g. HR/ Finance/ tender regulations).

    Duties :

    • Manage a unit or region within the Directorate (Provide strategic direction and leadership).Ensure Unit work is in line with the strategic direction of the Directorate and for the Department. Provide technical input on environmental issues in the province (i.e. EIA decision, and making recommendations on policies, guidelines, GPEMF standard and legislative options) Sign off work (content and quality) as delegated by the Department. Hold regular team meetings and facilitate cooperation and coordination and ensure ongoing information sharing between Units or Regions. Coordinate and collaborate with other Units and with rest of departments on joint work. Assist staff to plan their work, provide support by giving advice and by taking on work when there are capacity constraints. Conduct all aspects of the PMDS. Fulfil financial reporting requirements as set out and ensure that the Unit can answer audit queries. Ensure that there is proper control and administration of procurement and purchasing when required.

    GISc Technologist (Production) Grade A-C

    Requirements :

    • Grade 12 plus National Diploma (NQF level 6)/Bachelor’s degree (NQF level 7) in GISc/Cartography or relevant qualification recognized by SAQA. Compulsory registration with South African Geomatics Council (SAGC) as a GISc Technologist. Minimum of Three (3) years’ experience post registration. Valid driver’s license.

    COMPETENCIES:

    Duties :

    • Perform technical spatial activities for infrastructure planning. Collect credible data from different sources. Capture data and update on a regular basis on required formats. Analyse data according to application requirements. Implement quality assurance. Provide all GIS information for infrastructure deliverables e.g., Infrastructure Asset Management Plan, Project Initiation Reports/ Project Business case etc. Contribute to the design of an appropriate spatial database for infrastructure planning in line with existing systems. Document functional and user requirements. Identify gap analysis. Verify spatial data. Update information. Capture metadata records. Produce fully functional maps customised to requirements of users. Compile reports. Spatial services. Develop maps. Collect and update all changes in terms of the comprehensive physical resource’s framework of the department. Confirm land and building locations. Extract data and prepare reports. Capture and update all GIS information on infrastructure reporting and related platforms. Manage electronic document system in terms of IDMS requirements.

    Environmental Officer Specialised Production

    Requirements :

    • Grade 12 plus Honours Degree (NQF Level 8) in Chemical Engineering, Environmental Management, Natural sciences and Chemistry as recognised by SAQA. Minimum of 6 years’ relevant experience within environmental Field. Valid drivers’ license.

    Competencies:

    • In-depth knowledge and application of National Environmental Management Air Quality Act, 2001 (Act No 39 of 2004) and alignment to Environmental Impact Assessment processes, and other environmental legislation, policies and procedures that are relevant for effective management of our environment. Good understanding of Public Finance Management Act, Public Service Act, and other regulations and directives. Must have proven verbal, written, communication, computer skills and a valid driver’s license. Ability to timeously produce thorough and informative documents/reports, and to formulate clear, concise, and legally defensible decisions.

    Duties :

    • Implement the National Environmental Management: Air Quality Act (Act 39 of 2004) and the Gauteng Province Air Quality Management Plan. Lead complex research studies to support development and amendment of regulatory tools. Conduct analysis of scientific, technical and legal information to inform legislation proposals. Review and quality-assure research outputs produced by the team or consultants. Lead drafting, review, and refinement of guidelines, legislation amendments, regulatory frameworks, and procedures under NEM: AQA. Prepare formal submissions, motivation documents, concept notes and legislative proposals for approval processes.
    • Ensure all regulatory tools comply with administrative justice, legal drafting protocols and Air Quality Act provisions. Consolidate inputs from municipalities, industry, stakeholders, and internal directorates. Develop technical content for training programmes and facilitate training sessions and workshops on new or amended legislation. Provide expert guidance on interpretation and implementation of legislation and regulatory tools. Oversee consultant deliverables, project reports and compliance with contracted outputs. Prepare technical progress reports, close-out reports and strategic briefing notes.
    • The employee is expected to handle their own basic administrative tasks and provide administrative support within the directorate. This includes tasks such as filing and document management (e.g., registering documents on the system), taking minutes during meetings and ensuring the smooth operation of the sub-directorate. The employee may also assist in preparing discussion documentation, ensuring the provision of necessary stationary and audio-visual requirements, and performing any other administrative functions necessary for the efficient running of workshops or conferences.
    • Attend and actively participate in sub-directorate and directorate meetings as necessary. This may involve preparing inputs, delivering presentations, assisting with meeting administration, and even chairing meetings.

    Duties :

    • Implement the National Environmental Management: Air Quality Act (Act 39 of 2004) and the Gauteng Province Air Quality Management Plan. Conduct research to support the development and amendment of air quality regulatory tools. Collect, verify and compile technical information, reports and data relevant to legislative tools. Assist in drafting of guidelines, regulatory instruments and policy documents. Support the review of existing legislation and identify gaps requiring amendment.
    • Maintain updated registers of regulatory tools, amendments and related documents. Assist with the coordination and organisation of training sessions and stakeholder workshops, which include logistical arrangements like registers, invitations, agendas, training materials, minutes and workshop documentation. Register, track, and file documents, research requests, submissions and stakeholder inputs. Consolidate inputs from municipalities, industry, stakeholders, and internal directorates. Maintain document management systems and ensure adherence to departmental filing protocols. Support communication with municipalities, industry stakeholders, and internal directorates by compiling lists, sending notices and capturing inputs.
    • Conduct initial quality checks on draft documents before submission for review. Attend and participate constructively in sub-directorate and directorate meetings as required. This may include preparing inputs, making presentations, assisting with the administration of meetings and chairing meetings. Provide comment on documents, policies, organisational procedures etc. as required. Write and submit all reports on time as required.

    Environmental Officer Specialised Production

    Requirements :

    • Grade 12 plus Honours Degree (NQF Level 8) in Natural Sciences, Chemistry, Physical Science, Biological Science, Geology, Environmental Sciences and Environmental Management as recognised by SAQA. Minimum of 6 years’ relevant experience in land use and infrastructure management, industrial processes, air quality and waste pollution management and the management of NEMA s30 incidents. Successful completion of the Environmental Management Inspector (EMI) training, SAMTRAC or SHERQ, ISO14001 or/and environmental management systems (EMS) will be an added advantage. Valid driver’s license.

    COMPETENCES:

    • Computer Literacy. Excellent written and verbal communication skills are required, particularly with regard to drafting of Directives, Notices legal correspondence and reports. Experience in environmental compliance, compliance inspections and environmental enforcement procedures. Sound understanding of environmental legislation. Good project management, interpersonal, coordination and document management skills.

    Duties :

    • Conduct compliance inspections for all Environmental Authorisations (EAs), Waste Management Licenses (WMLs), Atmospheric Emission Licenses), (AELs) issued by the Department. Attend to the environmental complaints received within the Gauteng province that are related to the EAs issued. Respond to NEMA s30 incidents in Gauteng in terms of Section 30 of the National Environmental Management Act 107 of 1998 (NEMA). Draft effective and legally defensible notices, directives and legal correspondence.
    • Preparing back to office and site inspection reports for the compliance inspections conducted. Present the findings of the compliance inspections and recommend the appropriate enforcement action(s) where non-compliances have been found. Effectively utilize the information management system to manage the work within the Directorate. The candidate must also submit statistics/reports of work conducted on a monthly and quarterly basis to their immediate supervisors by the 30th of each month.
