    Chief Executive Officer (CEO)

    Requirements: 

    • The Applicant must be a South African citizen preferably in possession of a Masters in Library and Information Science degree with an MBA being a distinct advantage. A qualification in Strategic Change Management and a proven track record in turnaround strategies will be advantageous.
    • At least 10 years’ experience in an executive position. Previous experience as a Chief Executive Officer will be an added advantage.
    • In-depth knowledge of and experience in the Public Sector environment; Experience in working with all spheres of government as well as community-based organisations will be advantageous; Sound knowledge and understanding of all relevant legislative prescripts including but not limited to the RSA Constitution ,NLSA  Act, Public Finance Management Act, Treasury Regulations, Public Service Act, Labour Relations Act  and Basic Conditions of Employment Act, Companies Act and King IV Code of Governance, Sound knowledge of Framework for Managing Performance Information and Government-wide Monitoring and Evaluation System;
    • Sound knowledge, understanding and experience in financial management including budget planning and control; Proven track record in the successful development and implementation of turnaround strategies; ability to drive the organisation to a performance based culture; leadership and management capabilities.

     Technical Competencies: 

    • Strategic capability and leadership; Conceptual Thinking; Continuous Improvement; Strategic Influencing; Business Intelligence; Business Acumen; Visioning; Initiative; People management and empowerment; Project and Programme Management.

    Key Performance Areas: 

    • The CEO will be responsible for the following, amongst others: Provide strategic and executive leadership to the full-time administrative all staff of NLSA .To enable the Board to execute its mandate in accordance with corporate governance principles;
    • Ensure the development and implementation of comprehensive strategic plans to achieve the strategic objectives of the Board; Establish clear authority levels within NLSA;
    • Ensure the development and implementation of sound people management practices; Setting and monitoring of NLSA key performance indicators; Setting and monitoring the implementation of NLSA  organisation performance standards; Establish and strengthen collaboration and relevant strategic partnerships; Facilitate projects that promote participation of the broader community and other relevant stakeholders in both nationally and internationally;
    • Ensure effective communication with and reporting to the Board, its sub-committees and the relevant parliamentary portfolio committee on the activities, achievements and challenges of NLSA ; Serve as Chief Accounting Officer preparing and negotiating budgets and ensuring good financial governance and management of the budget.

    Invitations to Serve as an Independent Member of the Audit, Risk and Performance Committee of the National Library of South Africa

    Qualifications:

    • Applicants should be in possession of a relevant bachelor’s degree at NQF level 8 in Accounting, Internal Audit, Risk Management, Information Technology, Law, Business Administration or other relevant
    • Professional certifications such as Chartered Accountant ,Certified Internal Auditor, Certification in Control Self-Assessment, Certified Information Systems Auditor, will be an added advantage.

    Experience:

    • At least 5 years Senior Management experience in the Public The experience should be inclusive of the following skills and knowledge:
    • Internal and External Audit, Risk Management, Finance and Supply Chain Management, Information and Communication Technology, Legal and Regulatory Compliance, Corporate Governance, Performance Management, PFMA and Treasury Regulations.
    • At least 3 years’ experience serving as an Audit Committee member in either a private or public sector environment.

    Duties and Responsibilities:

    • The ARPC members will carry out their responsibilities, as stipulated in the PFMA and its Regulations and operate according to the approved NLSA ARPC Charter. The ARPC members will assist the NLSA Board of Directors in fulfilling their fiduciary responsibilities by exercising an independent oversight role and report to the Board on a quarterly basis.

    The oversight role of the ARPC will inter alia include the following functions:

    • Internal and External Audit, Risk Management and Internal Control, Finance and Supply Chain Management, Strategic and Annual Performance Planning, Quarterly and Annual Performance Reporting, Legal and Regulatory Compliance, Information and Communication Technology, Combined Assurance, etc.

    Chief Financial Officer

    EDUCATION AND EXPERIENCE:

    • A SAICA CA registration, RGA or ACCA is required
    • MBA/MBL/ master’s in finance /accounting would be  an added advantage
    • 10 years relevant experience in a Public Service Sector/Entity environment of which 5 years must be at senior management level in Finance, Accounting,or Supply Chain Management within the South African Public Service Sector.
    • Experience in submissions to the Auditor General
    • Must have a in depth knowledge of the Public Finance Management Act,  International Financial Report Standards, Preferential Procurement Policy Framework Act, 2000 (Act 5 of 2000), National Treasury guidelines, King IV Report on Corporate Governance as well as other relevant legislation within the public sector.

    KEY RESPONSIBILITIES

    • Provide strategic leadership to the Finance Division .
    • Co-ordinate and prepare strategic financial plans i.e. budgets and
    • Provide revenue management of the NLSA.
    • Develop and consolidate the three year and annual budgets that support the overall NLSA strategic plan and annual business plan.
    • Compile reports and financial statements for the Finance and Audits Committees and the Board.
    • Ensure that approved budgets are adhered to.
    • Plan, organise and control all of the activities of the Finance Programme, including Supply Chain Management (SCM).
    • Co-ordinate and prepare all aspects of the annual operating budget, capital budget and the Medium-Term Expenditure Framework (MTEF).
    • Ensure financial management reporting and compliance with deadlines.
    • Develop and implement financial policies for the NLSA.
    • Ensure compliance with PFMA, Treasury Regulations, GAAP and GRAP.
    • Establish and maintain appropriate internal controls to mitigate against risk .
    • Ensure that the NLSA complies with audit requirements through correct application of accounting standards and policies.
    • Put in place strategies, controls and processes that will drive the NLSA towards achieving a clean audit.
    • Conduct financial analysis of current and future plans of the NLSA to ensure sustainability.
    • Ensure that there is adequate funding available for the NLSA to optimally implement core business operations.
    • Manage the assets of the NLSA.
    • Drive business intelligence for reporting and data interpretations.
    • Proactively introduce improvement opportunities in line with best practices to optimise business success.
