    Asset Officer: Global Fund (Contract)

    Purpose of the position:

    • The purpose of this position is to play a key role in ensuring fixed assets owned, leased or rented by the Organisation are maintained at a high standard. The incumbent will provide an effective vehicle fleet support function for vehicles operating within provinces and ensure adherence to operational, policy and administration procedures.

    Minimum Requirements    

    • Matric / Grade 12 and a diploma or relevant qualification in Fleet Management
    • Minimum of 5 years proven experience in an asset based role, coordinating or managing a large fleet coupled with relevant experience in accounting and/or auditing
    • Minimum of 3 years’ experience within a managerial/supervisory role
    • Conversant with AARTO
    • Computer literacy, especially in Excel and Word (intermediate level)
    • Valid code 08 driver’s licence
    • Clear criminal record
    • Clear credit record
    • Ability to travel nationally

    Duties and Responsibilities    

    • Monitor a fleet of TB HIV Care owned vehicles and long-term vehicle rentals
    • Check accident and vehicle inspection reports
    • Develop and monitor a vehicle schedule for preventative maintenance
    • Issue and monitor vehicle fleet cards
    • Subscribe and track to a Fleet Tracking System and monitors tracker reports on a weekly basis
    • Report traffic infringements to programme and site managers
    • Support the Travel Department with vehicle linked administration tasks
    • Maintain a roadworthy fleet (approx. 320 vehicles)
    • Register and licence new vehicles
    • Monitor the Fleet (Tracker / Fleet Analytics) to optimise performance
    • Review GPS systems to monitor appropriate and reasonable vehicle use
    • Provide regular feedback to programmes on vehicle abuse
    • Ensure that repairs and preventative maintenance are scheduled and completed
    • Conduct quarterly inspections to ensure that the vehicle logs are accurately completed
    • Responsible for all administrative tasks linked to the fleet and its operations 
    • Maintain an Asset Management Policy and Procedural manual
    • Conduct regular site inspections/audit of assets
    • Monitor transfer of assets across internal programmes, annual funding cycles, grant periods and between sub-partners.
    • Collaborate and coordinate with procurement on timeous provision of assets to employees
    • Provide leadership and act as the focal person on all assets related queries
    • Process any insurance claims for damaged or lost assets
    • Provide a disposition plan for redundant assets
    • Maintain an up to date database of all equipment and assets
    • The incumbent will also implement and drive cost saving initiatives and ensure that the fleet is licensed, maintained, safe and reliable
    • The position works closely with procurement to ensure that assets are delivered in alignment with programmatic needs
    • Comprehensive administrative service to the Line Managers and HR Team to ensure accurate and complete record keeping for all employees

    Procurement Officer: Global Fund (Contract)

    Purpose of the position:

    • The support services department incudes various units: procurement, travel, asset management and I.T.  The successful applicant will play a key role in the procurement unit as part of a centralized procurement process. The Procurement Officer is a team player.  They will work effectively with the senior procurement officer to support a National footprint through the procurement of assets, goods and services against a R1 billion annual turnover.

    Minimum Requirements    

    • Bachelor’s degree in Supply Chain Management, Procurement, Purchasing, Finance or related qualification
    • At least 5 years' related experience in purchasing or procurement management
    • 5 years relevant experience in Purchasing or Procurement in an NPO environment
    • Advanced proficieny in MS Excel and MS Outlook
    • Ability to use, process and generate large data sets
    • Good knowledge of procurement and administration best practices
    • Working knowledge of Fraxion (or similar procurement system), SAP and SharePoint
    • Valid code 08 driver’s licence
    • Clear criminal record

    Duties and Responsibilities    

    • Proactively liaise with programme managers to forecast equipment requirements
    • Manage vendor contracts in accordance with company policies and procedures including BBB-EE status
    • Process purchase orders and co-ordinate timeous asset delivery
    • Monitor the supplier market to source, select and negotiate in terms of quality, price, terms, deliveries and services
    • Manage supplier relationships and execute supplier performance management
    • Handle and monitor claims linked to defective, shortage or missing parts
    • Maintain a comprehensive records and pricing archive
    • Source new products, bulk savings, suppliers to optimize category spend
    • Collaborate with the asset unit to maintain a database of assets and inspect procured items to ensure they comply with specifications required
    • Manage and follow up on all orders
    • Monitor and co-ordinate deliveries of items between suppliers to ensure that all items are delivered on time
    • Issue purchase orders in accordance to specifications
    • Support the senior procurement officer with quotations for the purpose of tenders
    • Source new parts, suppliers or sub-contractors when the need arises
