    Planning Manager - Nigel

    PURPOSE OF THE JOB:

    • The primary focus of this position is to organize and coordinate the planning of all industrial activities related to various manufacturing dynamics, by ensuring on-time manufacturing progression that results in timely deliveries, whilst contributing to profitability improvements in terms of costs, lead time and inventory reduction.
    • To ensure adequacy between Demand (firm & forecast) and Resources (Manufacturing & Procurement) to reach customers QCD (Quality, Cost, Delivery) while optimizing site resources (manpower, machines, cash)
    • Identify planning risks and opportunities, providing to management reports, analysis and required actions plans.
    • Promote continuous improvement culture to improve site performances and great discipline in all planning activities.

    TASKS & RESPONSIBILITIES:

    IN ORDER TO ACHIEVE THE MISSION, SITE PLANNING INCLUDES FOLLOWING ACTIVITIES:

    • Set up robust planning practices on site, ensuring that all industrial activities have integrated the planning dimension and have assigned representatives to drive the process.
    • Ensure that adequate process and tools are deployed and documented within Alstom.
    • Implement the organisation and ways of working that allow a seamless coordination between different activities, with special articulation for RS, Components and Services.
    • Pilot and lead the different planning processes described below, document key decisions and communicate them to all stakeholders.

    SALES AND OPERATIONS PLAN (QUARTERLY) 

    • Prepare different scenarios for the coming 36 months according to Alstom inputs provided by management team, region, and central operations strategies.
    • Identify potential bottlenecks and propose mitigation options (including CAPEX).
    • Ensure that SIOP instance decisions are reflected into MPS and/or Material Delivery Plan and cascade through the organization with appropriate communication to internal / external suppliers

    MASTER PLAN SCHEDULING (MONTHLY):

    • Ensure systematic coordination and process deployment of the monthly MPS as the key driver to engage industrial resources, in order to commit on site delivery performance (scope of activities spans several levels and product lines)
    • Preparation of MPS based on past period results and inputs from projects/platforms.
    • Bottleneck analysis (internal and external).
    • Propose alternative scenarios considering deliveries plans and inventory projections.
    • Document all key decisions and major risks, with impact analysis and root cause containment.
    • Facilitate and ensure quality data flow in SAP end-to-end (MPS to Work orders to MRP), with validation and optimisation of industrial parameter

    PLANNING PROGRESS MONITORING & METHODS:

    • Ensure daily that physical progress of production is accurate, and relevant data feedback to MPS process.           
    • Cross functionally develop and lead mitigation plans for recovery to ensure timeous delivery fulfilment
    • Ensure that ways of working are compliant with Alstom standards when defined, otherwise document the critical activities performed on site.
    • Ensure the key players are properly trained to perform their functions.
    • Adaptive KPI Reporting daily, weekly and monthly for required business performance, including Hard Inventory controls (WIP & FG)
    • Contribute to the return of experience (ROE), planning improvements and sharing of best practices.

    EDUCATIONAL REQUIREMENTS:

    • Actuarial Science, Industrial engineering or Supply Chain Management degree
    • Masters’ qualification, with Business management focus

    DESIRED KNOWLEDGE / EXPERIENCE & BEHAVIORS:

    • 8-10 years similar management experience, in manufacturing environment
    • Advanced knowledge of Industrial Planning, Operations and Supply chain processes (including Lean manufacturing and continuous improvement)
    • Extensive and Advanced knowledge of SAP and Excel is compulsory
    • Industrial planning/scheduling & manufacturing project experience is mandatory
    • In-depth experience of client-supplier interfaces (EDI)
    • Advanced proficiency of MS Office tools
    • Excellent interpersonal, organisational and communication skills, with assertive leadership behaviour
    • Active team player with strong collaborative skills.

    Site Transportation & Customs Manager - Nigel

    PURPOSE AND MISSION OF THE JOB:

    • The Site Transportation Manager manages the execution of the transportation activities (inbound, outbound) for the Site and supports the transformation of Alstom transportation organization in line with the Global Supply Chain strategy

    YOU MANAGE AND OPTIMIZE SITE OPERATIONS AND SHIPMENTS ENSURING PROCESS AND REGULATIONS COMPLIANCE. YOU MANAGE THE RELATIONSHIP AND OPERATE CONTRACTS WITH KEY STRATEGIC PROVIDER(S) AND YOU DRIVE TRANSFORMATION INITIATIVES:

    • Take care of the planning and execution of transportation & logistics flows including Customs activities to fulfill Sites Supply Chain requirements.
    • Lead the governance established between the site and the transportation service providers in line with the transportation strategy.
    • Maintain and sustain the Transportation performance scorecard both in terms of quality of the services and costs.
    • Liaise with the Global Transportation team and its pillars (Overseas-TCTs, Regional-TCTs and Project Out-of-Gauge) to deploy the transportation strategy.
    • Facilitate communication towards internal and external stakeholders.
    • Supports strategic programs, projects, and network studies for the Transportation organization to achieve AT operational objectives.

    • Contribute actively to the definition and implementation of the Indirect Sourcing strategy.

    • Are the Site Customs referent.

    Responsabilities:

    YOU MANAGE THE PLANNING AND EXECUTION OF TRANSPORTATION & LOGISTICS FLOWS FOR THE SITE:

    • Document and maintain the Site transportation plan with routing guide covering all modes (road, express, oversize) in collaboration with the Global Transportation team and its pillars (Overseas-TCTs, Regional-TCTs and Project Out-of-Gauge team)
    • See to it that transportation requests and bookings are anticipated and planned in accordance with defined cut-off times.
    • Ensure material is prepared and ready on time for dispatch and that shipments status are up to date in the information system.
    • See to it that shipping documents are available (delivery notes, commercial invoice, certificate of origin, transport & customs document) remaining in constant contact with suppliers and customers.
    • Make sure Purchase orders are open in line with budgets and forecasts and monitor the approval in due time of invoices for transportation services.
    • Solve problems concerning transportation, logistics systems, imports or exports, customs, or customer issues; monitor non-conformities and non-compliance issues (emergency shipments, late cancellations, document issues) and drive continuous improvement plans.
    • Monitor product import or export processes to ensure compliance with regulatory or legal requirements.

    YOU LEAD THE SITE SHIPMENT/EXPEDITING DEPARTMENT AND DEPLOY THE TRANSPORTATION STRATEGY:

    • Document requirements and specifications with regards to scope of services for Transportation Provider(s); actively participate in RFPs for transportation services and business awards in collaboration with Indirect Procurement
    • Express requirements and specifications with regards to IS&T tools and development
    • Participate in Suppliers Performance and Business reviews (monthly / quarterly per governance model)
    • Be the escalation point for operational issues raised by Internal Customers and Global Transportation department.
    • Be the SPOC for Global TCTs and OOG teams with regards to process improvements or new projects :consolidate internal needs, arbitrate between priorities, liaise with Site stakeholders.
    • Play the role of ambassador for the Global Transportation team in Site; coordinate or deliver trainings to the Sites teams (logistics and shipping teams, material planning, procurement, engineering…) on transportation management strategy, regulations, international trade, and Incoterms…

    YOU SUPPORT THE GLOBAL TRANSPORTATION PERFORMANCE MANAGEMENT

    • Implement and maintain standard KPIs.
    • Understand reporting needs and design reports that provide stakeholders with accurate measurements of their business drivers.
    • Ensure timely and accurate update of performance dashboard and reports.
    • Monitor cost performance vs Budget of the site; identify cost drivers, analyze deviations, and propose action plans.
    • Contribute to continuous improvement.
    • Design and implement a visual management process regularly updated.

    YOU DRIVE CONSISTENCY IN PROCESS MAPPING, SYSTEMS & DATA.

    • Drive process analysis for harmonization across Sites (APSYS)
    • Maintain documentation of Transportation processes using Operational Excellence tools (VSM, SIPOC)
    • Design robust data collection system (from AT systems and/ or external parties); maintain data repository of the site

    YOU FACILITATE THE CONTINUOUS IMPROVEMENT AND TRANSFORMATION OF THE TRANSPORTATION ORGANIZATION.

    • Analyze performance, identify opportunities for improvement and propose corrective actions or improvement plans.
    • Run network studies aimed at improving AT Transportation network, reducing Total Cost and Delivery lead-times.
    • Develop REX and sharing best practices.
    • Contribute with transportation cost models to Supply Chain TCO (Total Cost of Ownership) for end-to-end business cases and optimization of material flows.

    FOR ROLLING STOCK SITES REQUIRING OVERSEAS PROJECT OUT-OF-GAUGE TRANSPORTATION OF CAR BODIES, TRAINS, OR TRAMS

    DURING PROCUREMENT PHASE :

    • Support the OOG Central team to collect & document Transport Specifications for RFP
    • Support  the analysis and validation of technical offers from Transportation providers.
    • Support the OOG Central Team during technical clarifications meetings.

    DURING PROJECT IMPLEMENTATION AND EXECUTION PHASES :

    • Manage  or support (based on the RACI) the local transportation provider during project implementation and execution, including performance management.
    • Monitor local project implementation be part of the kick-off meetings, ensure documentation availability (invoice, packing list), make sure the RS product is fully ready to be transported (marking, visual tags, lashing & lifting points)
    • Supervise loading/unloading operations (at site and/or depots) for domestic or continental transportation.
    • Actively support the transportation schedule to achieve contractual deliverables.
    • Follow and manage priorities with Planners’ teams in case of overlaps of shipments dates across projects.
    • React to unplanned events and propose alternative solution to ship/deliver (Site/depot) for domestic or continental transportation.
    • Drive continuous improvement and propose updates to Project Method of Statement

    IF PLAYING ROLE OF SITE CUSTOMS REFERENT

    • Collect accurate data and send all required documentation to customs broker in charge of customs declarations.
    • Check if the Customs procedures at import/export are correctly applied taking into account the basic principles when importing/exporting/transiting goods with regards to Customs declarations, application of specific regimes, origin rules and Customs valuation.
    • Identify potential risks across the different operational Customs activities so as to propose mitigation plans.
    • Ensure that legal requirements are met about receiving and maintaining the relevant customs authorizations.
    • Ensure customs efficiency by providing advice based on customs best practice and expertise.
    • Contribute to the training of the site team to improve customs requirements awareness and improve efficiency .
    • Follow the financial and accounting aspects related to customs clearance operations.
    • Monitor and report customs operational performance (productivity and quality) to the country/site management as well as to central Tax and customs dept.
    • As part of worldwide customs sites referents network, share the return of experience and good practices with the other regions.
    • Lead Customs certifications (e.g., AEO etc.) compliance & renewal

    FOR MANAGERS – YOU MANAGE A TEAM OF INTERNAL COLLABORATORS

    • Provide a long-term vision to the team, set yearly objectives and targets, support and coach in achieving these targets and objectives, perform performance appraisals, set and follow up team members development plans and induction program for newcomers.
    • Anticipate and plan workload; align activity and projects across team members based on workload and complexity; anticipate resources needed to manage business trends (up/ down)
