    Computer Management Assistant

    Duties

    As a member of the Information Systems Center (ISC) team, the Computer Management Assistant (CMA) shares responsibility in the management, administration, operation, and maintenance of post's Sensitive But Unclassified (SBU) Local Area Network (LAN) and Dedicated Internet Network (DIN); works with the local ISP for fiber installation and upgrades; maintains mobile communication devices, portable communications devices, Audio Visual (AV) systems, Emergency communications equipment, and all other Automated Digital Processing (ADP) input/output devices, and all associated hardware and software.

    Qualifications and Evaluations
    Requirements:
    Experience:   

    • Minimum of three (3) years progressively responsible network administration experience in a Microsoft Windows Server environment is required.
    • This should include installation, configuration, upgrades, and programming of network systems/infrastructure.
    • In the absence of a bachelor's degree an IT certificate (e.g. CompTIA, Microsoft, Cisco), plus six (6) years progressively responsible network administration experience in Microsoft Windows Server environment is required.  The experience should include installation, configuration, upgrades, and programming of network systems/infrastructure.

    Education Requirements:

    • A Bachelor's degree is required. 
    • An IT certificate (e.g. CompTIA, Microsoft, Cisco) is required.

    Skills and Abilities:  Must be able to independently, systematically, and swiftly troubleshoot and solve complex technical problems in a high-stress environment.  Must possess exceptional customer service skills.  Must be able to succinctly describe and explain complex technical issues to both lay and technical audiences. Must possess the interpersonal skills to train and advise end users in various aspects of Information System and DOS system policies. Must be able to type 40 words per minute. Must have a thorough understanding of computer logic, MS Active Directory, troubleshooting techniques and networking tasking and have a familiarity with MS Office. Basic numeracy skills required. Must have a proven ability to learn and use Department of State proprietary systems such as MyServices, Integrated Logistics Management System (ILMS), SMART cables, etc. Must be able to lift heavy items weighing up to 60 Lbs.

    Chauffeur

    Duties
    Serves as driver for the Consul General  50%

    • Safely operates a fully armored vehicle (FAV) to transport the CG (Consul General) within the city and the surrounding areas. Transports the COM (Chief of Mission) or Chargé d’Affaires or drives the Protective Detail’s Lead Car, Follow Car, and  DCM Limousines when visiting consular districts. Reacts defensively in response to potential security threat-related situations.
    • While waiting to pick up the CG acts as alert observer and prevents unauthorized access to the vehicle and the surrounding area.
    • Analyses the CG (Consul General) daily appointment schedule, ensuring familiarity with both a primary and alternate route to the destination, as well as potential security concerns at destination.
    • Serves as a special messenger in delivering documents or invitations or in carrying out various other important errands for the CG (Consul General).

    Ensures vehicle in a serviceable condition 15%

    • Cleans, polishes and checks vehicle before and after operation. Conducts vehicle inspection and reports vehicle deficiencies to the supervisor. Performs minor vehicle maintenance repairs, as needed.

    Maintains Vehicle Reports  15%

    • Completes daily trip ticket after vehicle inspection. Prepares accident and vehicle reports, trip logs and travel documents. Records miles driven daily.

    Other duties as assigned 20%

    • May function as a Motor pool chauffeur when needed.

    Proficient in conducting radio communications. Operates armored/non-armored vehicles. Drives in motorcades for visiting dignitaries such as the U.S. President, Secretary of State, members of Congress, flag military officers etc. as assigned. Instructs rental car drivers in proper motorcade driving when necessary.

    Other duties and responsibilities depend on post specific needs. These could be one of or a combination of the following GSO (General Service Office) Motorpool areas: dispatching, expediting, clerical duties, warehouse, inventory management, etc. Additional duties may include providing work guidance to other local staff, but not supervisory responsibility.
    Position handles cash up to $1,000 and/or handle government fuel credit card for vehicle with $300 limit.

    Office Management Assistant

    Duties

    • Draft and prepare diplomatic notes, demarches, cables and other correspondences.
    • Operate office equipment and use computers for spreadsheets, word processing, database management and other applications. 20%
    • Answer telephones and give information to callers, take messages, or transfer calls to appropriate individuals.
    • Greet visitors, handle inquiries, and direct them to the appropriate persons according to their needs. Provide security escort duties. 25%
    • Organize and maintain paper and electronic filing systems for records, correspondence, and other material in accordance with the section’s filing system.
    • Pick up and distribute incoming mail and other material. 15%

    Security Investigator

    Duties

    Under the supervision of the Overseas Buildings Operations (OBO) Site Security Manager (SSM), serves as the Foreign Service National Investigator (FSNI)/Security Investigator for all security related activities associated with the construction of the New Consulate Compound (NCC). Works independently and provides security and secretarial services in support of the project including background investigations, screening calls, file maintenance, etc. Maintains liaison with local police, OBO contractors, Local Guard Force (LGF), security organizations and other security authorities.

    JOB KNOWLEDGE:

    Safety Program Coordinator

    Working under the Construction Manager/ Project Director of the Overseas Building Operations (OBO) project team, the Safety Program Coordinator provides professional expertise and guidance relating to site safety and health issues during all phases of construction, including site development, excavation, foundation, superstructure, exterior walls, mechanical and electrical systems, and interior finish work for the New Consulate Compound (NCC) Project.     EXPERIENCE: 

    Five years in construction with experience in occupational safety or industrial hygiene is required.

    JOB KNOWLEDGE: 

    • Thorough knowledge of construction safety management principles, practices and procedures. Knowledge of OSHA construction and safety regulations.     Administrative Clerk

    Duties


    Under the direction of the Site Security Manager (SSM), the Overseas Buildings Operations (OBO) Administrative Clerk is responsible for the overall office management of security operations. When not conducting duties as an Administrative Clerk, the incumbent will fill in, when necessary, to assist the Foreign Service National Investigators (FSNIs) with background investigation and vetting paperwork.

    Requirements:
    EXPERIENCE: 

    • Minimum two (2) years of administration or management or customer service experience in an office environment is required. 

    JOB KNOWLEDGE: 

    • Demonstrate knowledge of office administrative standards and procedures. Knowledge of host-nation customs and working practices in general to understand the local protocol for interpersonal interaction, communication, and norms.

    Education Requirements:

    • Completion of secondary school is required.

    Evaluations:
    LANGUAGE: 

    • English (Good working knowledge) speaking/reading/writing is required.

    SKILLS AND ABILITIES:

    • Must be able to deal effectively with customers and organize own work to meet established deadlines. Good customer service orientation and interpersonal skills are required.  Must be able to use a computer for data entry, spreadsheets, word processing, and email.  Ability to establish and maintain liaison with personnel at all levels in other organizations in order to coordinate personnel matters.
