    Deputy Municipal Police Commissioner (Licence Vehicle Test And Fin Processing)

    Job Purpose    

    • Leads and directs the Motor Vehicle Licensing, Vehicle Testing Centres, and Fines Administration functions of the Durban Metropolitan Police Unit ensuring effective and efficient operation of these functions.
    • Ensuring compliance with relevant legislation and regulations, developing and implementing policies and procedures to improve service delivery, enhance customer experience, and optimize revenue collection, while maintaining the highest standards of integrity, accountability, and transparency.

    Key Responsibility Areas    

    • Formulates, aligns, seeks approval and implements critical objectives and, long- and short-term plans to guide the functioning of the Department in accordance with the Unit’s strategic intent.
    • Implements the Department’s plans by ensuring that functions are appropriately grouped,resources are allocated in line with budgetary constraints, responsibility charted, areas of
    • overlap are identified and conflicts resolved.
    • Plans, leads, organises, controls and directs the Unit’s Motor Vehicle Fines Processing Administration, Motor Vehicle Testing and Drivers/ Learners License Evaluation, and Motor Vehicle License function.
    • Resolves complex problem areas relating to the Department including complaints from operational departments, the public/institutions/organisations and other departments.
    • Directs all traffic and bylaw fines processing and collections, licensing and test centre functions of the Unit.
    • Prepares capital / operating estimates and controls expenditure against the approved budget allocations.
    • Manages and controls the implementation of standards, procedures systems and controls associated with the management of fines and further prosecution of offenders and the motor vehicle license and testing functions.
    • Directs and controls outcomes associated with the utilization, productivity, and performance of resources within the area of responsibility.
    • Keeps abreast of relevant legislation and makes suggestions to the Municipal Police Commissioner regarding amendments to and/or removing of legislation that relates to the Department.
    • Assists the Municipal Police Commissioner in formulating strategic direction for the Unit.

    Deputy Municipal Police Commissioner (Logistics)

    Job Purpose    

    • To provide and manage an overall administrative, logistical and specialist technical function to the Durban Metropolitan Police Service.

    Key Responsibility Areas    

    • Planning the divisional activities, analysing and researching appropriate programme/ information and determining short-, medium- and long-term goals.

    Driving Instructor

    Job Purpose    

    • To instruct and test staff on proper driving procedures in order to ensure drivers are competent to drive the vehicles and the correct operation of the compaction units.

    Key Responsibility Areas    

    • Train new drivers and refresh existing drivers in the correct handling of Cleansing Solid Waste (CSW) vehicles.
    • Refresh existing drivers in the correct handling of CSW vehicles, compaction units and trailers.
    • Undertake administrative functions i.e. writing reports on each drivers performance and maintaining an accurate, up to date filing system of such reports and the latest revisions of the Road Traffic Act.
    • Ensure that all drivers have current Professional Driving Permits (PrDPs) and correct valid licenses.
    • Report to the Fleet Manager any driver who is considered a risk to Council for whatever reason.
    • Undertakes related assignments.

    • 3 years relevant experience in the training of drivers on heavy duty vehicles.
    • Computer Literacy.

    Preferred Requirements    

    • Diploma (NQF Level 6) or equivalent in the Training and Development related field.
    • 4 years relevant experience as a Vehicle Driving Instructor of heavy-duty vehicles.

    Deputy Municipal Police Commissioner (Operations)

    Job Purpose    

    • Responsible for providing strategic leadership and direction to the operational services of the Durban Metropolitan Police Unit, ensuring efficient and effective delivery of policing services to all regions within the eThekwini area including traffic policing, by-law enforcement and crime prevention.
    • Develops and implements operational strategies, managing resources, and building partnerships with stakeholders to enhance public safety and trust in the municipal police force.

    Key Responsibility Areas    

    • Keeps abreast of all relevant Statutory, Legislature and recommends appropriate amendments to and/or by-laws to operations.
    • Controls and directs the overall enforcement/application of the Criminal Procedures Act (Crime Prevention), the Road Traffic and Road Transportation Acts, Council By-Laws and any other relevant legislation.
    • Formulates strategic directives for the Department in conjunction with the Municipal Police Commissioner through specialist inputs.
    • Plans the Regional activities (Crime Prevention, Road Traffic Control, Council By-Laws,
    • Administration Support) by analysing and researching appropriate programmes/information to determine goals, objectives, action plans, operating standards and performance targets.
    • Oversees the management of the VIP Protection and Loss Control function.
    • Monitors, evaluates and reviews performance in the regions against targets and standards and taking corrective action where required.
    • Continuous liaison with the South African Police Services, Provincial Transport Department,other Council Departments and other law enforcement agencies.
    • Controls and directs the functions of the processing of fines/summonses, execution of warrants and resolves complex problem areas relating to the regions.
    • Represents the Municipality on Metro Police matters at the National, Provincial and Local level forums.
    • Prepares capital / operating estimates and controls expenditure against the approved budget allocations.
    • Directs and controls outcomes associated with the utilization, productivity, and performance of resources within the area of responsibility.
