    Chief Financial Officer (CFO): Budget & Treasury REF NO : EXT/23/24/01

    MINIMUM REQUIREMENTS:

    •  Bcom Honours /Degree in the fields of Accounting, Finance or Economics.
    • Must be a qualified (registered) CPA/Chartered Accountant (SA) with a certificate in Municipal Finance Management Programme (MFMP) or Certificate Programme in Management Development for Municipal Finance (CPMD) will be an added advantage.
    • Candidates without MFMP or CPMD will be given 18 months to complete competency in line with the regulation on an exemption for minimum competency levels.
    • Minimum of Seven (7) years of experience at senior and middle management level, of which at least two (2) years must be at the senior management level in the local government /public sector. Must be in possession of a valid driver's license.

     
    KNOWLEDGE AND SKILLS: 

    • Must have knowledge and understanding of the legislative framework governing financial reporting in local government, including generally recognised accounting practice (GRAP).
    • Knowledge and understanding of the local government legislative framework governing performance reporting.
    • Contributing to and supporting the accounting officer with the establishment and maintenance of effective, efficient and transparent systems of financial and risk management and internal control.
    • Must have a sound knowledge of MFMA and Treasury Regulations and other related legislations.

    KEY PERFORMANCE AREAS: 

    • Designing and implementing financial management strategy.
    • Preparing the budget for the department and monitoring the spending pattern.
    • Ensuring compliance with all Council's policies in financial matters.
    • Advising the Accounting Officer in terms of MFMA.
    • Managing revenue, expenditure, payroll, debtors, creditors, assets, projects, and risks.
    • Ensuring compliance with Supply Chain regulations and managing the Supply Chain Unit.
    • Managing the statutory audit and providing assurance to the Auditor General.
    • Ensuring the implementation and execution of the indigent policy.
    • Ensuring the effective and efficient management of the Finance Investment and Banking, Treasury, and Risk.
    • Driving the process of transformation that embraces the principle of developmental finance.
    • Submitting financial reports as per the requirement of the MFMA Act, No 56 of 2003.
    • Facilitating and managing stakeholders within the Municipality, particularly with relevant organs of the state.

    Director: Strategic Planning, Monitoring & Evaluation REF NO : EXT/23/24/02

    MINIMUM REQUIREMENTS: 

    • Bachelor's Degree in Developmental Studies/Public Administration or equivalent.
    • A certificate in Municipal Financial Management Programme (MFMP) or Certificate Programme in Management Development for Municipal Finance (CPMD) MF will be an added advantage. Registration with a relevant professional body will be an added advantage.
    • Candidates without MFMP or CPMD will be given 18 months to complete competency in line with the regulation on an exemption for minimum competency levels.
    • Five (5) years of experience at middle management in the local government /public sector.
    • Exposure to the corporate or business sector will be an added advantage.
    • A valid driver's license.
    • A thorough understanding and knowledge of the legislation regulating municipal governance.

    KNOWLEDGE AND SKILLS: 

    • Good knowledge and interpretation of policy and legislation. Good knowledge of performance management system.
    • Good governance and good knowledge of supply chain management regulations and the Preferential Procurement Policy framework act, 2000 (Act No. 5 of 2000) Extensive knowledge and understanding of local government administration. Understanding of local government transformation.
    • Understanding of relevant local government legislation, the political landscape of South Africa, and municipal legal administration. Strong ethics, discipline, transparency, independent, accountability, motivated, outcome, and results-driven.
    • Ability to work under pressure and meet tight deadlines.
    • Must be a team player. Strategic capability and leadership, program and project management, financial management, change management, knowledge management, service delivery innovation, client orientation and customer focus, communication skills, accountability and ethical conduct, policy formulation and implementation, advanced strategic planning, and people management skills.

     
    KEY PERFORMANCE AREAS: 

    • Report or represent the Directorate in various committees: Audit Committee, Risk Management Committee, IDP Rep Forum, District IDP Forum, Project Management Forum, and Performance Evaluation Panels.
    • Oversee the development of the IDP and Service Delivery and Budget Implementation Plan.
    • Ensure compliance with the Performance Management System Legislative Framework.
    • Facilitate the strategic planning session and compile strategic planning report.
    • Ensure the improvement of the Risk Management control and governance processes.
    • Provide an objective assurance; and add value and improvement to the Municipality operations and governance processes.
    • Develop and implement an intergovernmental protocol through the coordination of IDP.
    • Advise the Municipal Manager and Council on all functions of the Directorate.
    • Oversee the development and review of relevant policies and strategies on matters pertaining to the Directorate.
    • Facilitate Performance Management for the whole Municipality.
    • Strategically plan, organize, lead, and control all the activities performed by the Directorate.
    • Ensure that the activities of the Directorate are aligned with the IDP and facilitate Performance Management of the Directorate.
    • Oversee project management functions within the municipality.

    Director: Corporate and Shared Services REF NO: EXT/23/24/03

    MINIMUM REQUIREMENTS: 

    • Bachelor's degree in Public Administration / Management Sciences / Law or equivalent.
    • A certificate in Municipal Finance Management Programme MFMP or CPMD will be an added advantage.
    • Candidates without MFMP or CPMD will be given 18 months to complete the competency in line with the regulation on exemption from minimum competency levels.
    • Five (5) Years' experience at middle management level. Have proven successful management experience in administration.

    KNOWLEDGE AND SKILLS: 

    • Good knowledge and understanding of relevant policy and legislation; Good knowledge and understanding of institutional governance systems and performance management.
    • Good knowledge of corporate support services, including: Human Capital Management; Legal services; Facilities management; Information communication technology; and council support; Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000); Good governance.
    • Labour Relations Act, and other Labour –related prescripts Legal background and human capital management, and Knowledge of coordination and oversight of all specialised support functions.

    KEY PERFORMANCE AREAS: 

    • Provide strategic direction and monitor implementation of the strategic objectives of the Directorate.
    • Oversee the management of human resources in accordance with municipal legislation and other legislation applicable to the municipality; Manage recruitment and retention of the required talent in the municipality; Mange organizational transformation and development in the municipality.
    • Mitigate risks and ensure compliance with OHSA.
    • Improvement of the employee wellness through implementation of employee assistance programmes.
    • Improve relationship between employer and employee through sound labour relations practice.
    • Ensure cost effective management of the Directorate's budget and the timely implementation of resolutions related to directorate.
    • Ensure that an effective electronic information management system is available and optimally utilized to enhance service delivery.
    • Manage the provision of transversal professional labour relations, legal and secretariat services to the municipality.
    • Responsible for development of organisational policies and procedures.
    • Participate in strategic management of the municipality by advising the Municipal Manager on issues pertaining to Corporate and shared services Directorate.
    • Provide an effective and sustainable fleet operation system.
