    Project Specialist

    Job profile:

    • To coordinate, plan, organise and direct different projects of PSETA, monitors the progress and completion to ensure that these projects are on time, on budget, and within scope.

    Duties and responsibilities:

    • Implement Annual Performance Plan and Operational Plan through effective and accurate reporting; monthly, quarterly and annually.
    • Monitor the Unit's compliance with Laws, Regulations and Policies.
    • Implement programmes that address skills identified in the SSP and occupationally directed programmes.
    • Coordinate the Discretionary Grant Disbursement window.
    • Contribute in the setting of standards and establishment of disciplines to manage the disbursement of Discretionary Grants and other donor funded projects in an objective
    • manner in line with PSETA strategy.
    • Implement project communication plan in alignment with the SSP and occupationally directed programmes.
    • Implement the work integrated learning programme and the execution of partnership arrangements in line with the PSETA Annual Performance Plan.
    • Ensure consistent monitoring of skills development partners of work integrated learning
    • Programmes, as well as the processes, procedures, and activities.
    • Coordinate with cross discipline team members to ensure the involvement and
    • understanding with project requirements, deadlines, schedules and technical feasibility.
    • Coordinate project deliverables to ensure that they adhere to quality standards as prescribed by PSETA.
    • Contribute to the development of project systems, tools and verification techniques to manage changes in project scope, schedule, costs and project performance of PSETA 
    • Contribute to departmental operational planning and implementation of processes, policies and procedures.
    • Participate in procurement specifications and evaluation meetings and provides support in related processes and contract administration as required.
    • Prepares and quality checks payments and makes the appropriate recommendations to management for payment processing.
    • Support the administration of contract activities.
    • Quality check internal submissions, external correspondences and prepares presentations for management review.

    Requirements:

    • B Tech / Bachelor’s Degree in Business Administration, Project Management or a related field (NQF 7).
    • Post graduate Degree in Business Administration, Project Management or a related field
    • (NQF 8) Advantageous
    • 5 Years’ project management experience of which: 1-2 years should be at Supervisory level
    • Knowledge and understanding of project management frameworks, processes and practices.
    • Knowledge and understanding of the Skills Development Act; National Qualifications
    • Framework Act; SAQA Act and Occupational Qualifications Sub-Framework Act.

    QA Acceration Specialist

    Job profile:

    • To accredit and monitor skills development providers to provide training and promote skills development in the Public Service Sector, incl. providing support and capacity building to both skills development providers and employers in the public service sector.

    Duties and responsibilities:

    • Process accreditation applications according to applicable policies and standard operating procedures
    • Monitors accredited training providers whilst conforming to the requirements of the Skills
    • Development Act, as well as the aim to build capacity and share information through workshops.
    • Provides information to providers regarding the accreditation and registration processes.

    Skills Planning and Research Specialist

    Job profile:

    • To facilitate high level stakeholder engagements towards the development of a credible Sector Skills Plan for the Public Service Sector, monitor the implementation of the WSP and its annexures and provide research capacity to implement PSETA research projects.

    Duties and responsibilities:

    • Monitors the sector development, submission and implementation of the WSPs and ATRs.
    • Analyses, assesses, verifies and interprets WSP and ATR data to feed into the SSP update, skills gaps and priority skills and the Organising Framework of Occupations (OFO).
    • Analyses WSPs and ATRS and write up consolidated on findings for internal and external use.
    • Designs, develops and maintains WSP and ATR quality monitoring systems and templates on the Indicium System aligned to the reporting requirements of the Department of Higher Education & Training and PSETA.
    • Receives and evaluates WSP’s/ATR’s; coordinates the annual review of the WSP/ATR system and provide feedback to SDFs.
    • Assists with recruitment of departments, legislatures and public entities to submit WSPs to PSETA.
    • Advises Projects, Learning Programmes and QA departments on priority skills identified through the SSP for inclusion into the PSETA Annual Performance Plan.
    • Provides input into the PSETA Research Agenda and annual Research Plan as well as preparation of individual research proposals/concept papers.
    • Contributes to the development and updates of the Sector Skills Plan in line with DHET requirements.
    • Designs relevant research methodologies and conducts research in line with the PSETA Research Plan.
    • Contributes to organisational operational planning and implementation processes.
    • Monitors the sector development, submission and implementation of the WSPs and ATRs.
    • Assists in the development of the five year SSP.

    Supply Chain Management: Specialist

    Job profile:

    • To monitor and control the functions and responsibilities pertaining to Supply ChainManagement in the PSETA.

    Duties and responsibilities:

    • Supply Chain Management (40%)
    • Collates the Demand Management Plan from all PSETA divisions.
    • Prepares and presents the Annual Procurement Plan.
    • Ensures completeness, safekeeping, updates and performance of drafted contracts and providers in
    • compliance with
    • stipulations of respective framework and legislation.
    • Assists Manager with liaison with Treasury regarding expansion of contracts.
    • Oversees sourcing of quotations and recommend thereof.
    • Applies appropriate prescribed policies in procurement of goods and services as dictated by National
    • Treasury.
    • Aligns all PSETA procurement needs with the PSETA’s SCM Policy and PFMA.
    • Reports weekly on tender’s status, contract register, deviations and outstanding purchase orders; monthly
    • on UIFW register status and quarterly external reporting on Procurement Plan and UIFW status.
    • Executes the bid/ process with proactive planning utilising the Tender Plan.
    • Manages the deviation register.
    • Drafts submissions as per Manager’s instructions.
    • Coordinates the convening of the Bid / Tender Evaluation Committees, draft minutes, assists Manager with preparation of memos to appoint annual standing Committees.
    • Engages with Treasury regarding participation of the PSETA in transversal term contracts.
    • Sources external services in special cases to provide relevant expertise to inform bid / tender decisions.
    • Ensures compliance with the tender process at all times in line with Treasury stipulations.
    • Prepares bid report with supporting documentation upon completion of the vetting process for submission to the
    • Bid Adjudication Committee for final approval.
    • Prepares memorandums together with supporting documentation upon approval of bids / tenders, for the
    • Finance department to execute payment upon completion of goods / services rendered by Suppliers.
    • Prepares Supplier contracts and submits to Manager for review prior to vetting and approval.
    • Manages the disposal of assets within the PSETA in liaison with the SCM Manager.
    • Manages the invoice register, document control register and all other registers within the division to ensure sound document control.

    Compliance (30%)

    • Operates within controls and procedures in order to ensure the integrity of PSETA.
    • Identifies and reports risks or areas of concern to management within own department and area of responsibility.
    • Ensures compliance with all relevant regulations and procedures to prevent fruitless, wasteful and irregular expenditure.
    • Provide support to the Internal Auditors and AG and respond to the findings.

    Cost and Finance Control (10%)

    • Contributes to the budget preparation process.
    • Promotes and communicates the effective, efficient, economical and transparent use of financial and other resources.
    • Monitors and controls expenditure against budget and ensures spending occurs within budgetary limits and PSETA
    • financial guidelines, report deviations to direct Manager.
    • Explores opportunities to control and reduce costs.

    Customer Service (15%)

    • Maintains effective working relationships with customers (both internal and external) towards rendering highest quality of services.
    • Represents PSETA in meetings with relevant stakeholders.
    • Identifies and solves problems creatively whilst demonstrating a high level of integrity in line with PSETAcore values.
