    Electrical Controls Technician - All Interested Applicants/ All Sources

    Major Duties and Responsibilities:

    • The incumbent reports to the Facilities Manager and serves as a journeyman-level Electrical Controls Technician responsible for skilled maintenance, repair, and optimization of electrical power control systems across the New Consulate Compound (NCC). This includes critical and non-critical components within office buildings, ancillary support and residential facilities, above- and below-ground infrastructure, recreational areas, and other owned or leased properties. The role ensures reliable power supply, safety compliance, and supports facility projects, requiring technical expertise, problem-solving skills, and the ability to respond to emergencies 24/7.

    Operations & Maintenance Support 

    • Operate and maintain Electrical Power Control Systems and building electrical systems (generators, fire alarms, switchgear, transformers, motor control centers).
    • Assist with Building Automation System reports for troubleshooting and diagnostics.
    • Perform preventive maintenance to ensure uninterrupted power supply.
    • Respond to scheduled, unscheduled, and emergency maintenance work orders.
    • Inspect, test, calibrate, and update electrical systems for reliability, safety, and compliance.
    • Monitor vendor and contractor work for quality and safety.
    • Ensure proper use of tools, materials, and maintain inventory.
    • Respond to emergency calls 24/7 for critical system failures or safety threats.

    Maintenance and Project Support 

    • Analyze performance of electrical power generation and distribution systems, report efficiency data.
    • Assist in preparing Statements of Work (SOW) and construction documents for repairs and projects.
    • Monitor contractor work for compliance with specifications and quality standards.
    • Provide guidance and training to staff and contractors on equipment operation and maintenance.
    • Support development and implementation of preventive maintenance programs for new or recommissioned systems.

    Logistic Support 

    • Contribute to workplace safety programs; ensure compliance with health and safety standards.
    • Stay current with technological developments through training and research.
    • Perform collateral duties as assigned (e.g., Assistant POSHO, project monitor, vendor escort).
    • Participate in training programs sponsored by DOS, manufacturers, and vendors.

    Qualifications and Evaluations
    Requirements:

    • All selected candidates must be able to obtain and hold a SBU security clearance.

    Education Requirements:

    • Successful completion of specialized vocational training program from an accredited institute recognized as producing journeyman level electricians and mechanical system specialist trained in the maintenance of commercial or industrial buildings/facilities is required. A portion of the training must be in Electrical Controls and Automated Systems Technology.

    Qualifications:
    Experience:

    • Minimum of 3 years’ experience at the journey level in installation, repair, and maintenance of commercial building electrical systems, including power generation and distribution, grounding, and digital building controls/automation systems.
    • Demonstrated progression of responsibility with proven ability to troubleshoot and repair complex equipment, components, and systems.
    • At least 2 years’ experience operating and maintaining 3-phase electrical equipment with ampere ratings of 1600 Amps or higher.

    American Citizen Services Assistant - All Interested Applicants/All Sources

    Duties

    • The American Citizen Services (ACS) Assistant provides both passport, citizenship, and special consular services for U.S. citizens in Post’s consular district.  Serves as one of the primary points of contact for U.S. citizens in the consular district and maintains a network of public and private sector contacts who may be able to assist U.S. citizens.  Communicates directly with citizenship applicants and U.S. citizens in distress and assists in the preparation of emergency messaging and website updates.  Works with the ACS Chief, consular officers and other Post staff on crisis preparedness and response.  Performs administrative duties and supports other consular section units as required. 

    CITIZENSHIP SERVICES

    • The American Citizen Services (ACS) Assistant manages the provision of passport and citizenship services for the Consular Section’s ACS Unit.  Performs intake of U.S. passport, Consular Report of Birth Abroad, and Loss of Nationality applications, as well as notarial requests.  Ensures the requisite applications are complete and that necessary supporting documents and evidence are submitted in strict accordance with Chapters 7 and 8 of the Foreign Affairs Manual (FAM), the Code of Federal Regulations (CFR), and the Immigration and Nationality Act (INA).  Processes cases to the point of final review and adjudication by a Consular Officer. Flags fraud concerns to the Consular Officer, ACS Chief and/or the Fraud Prevention Unit (FPU) for further investigation as appropriate.  The job holder ensures filing and record keeping is consistent with regulations and standard operating procedures.

    SPECIAL CONSULAR SERVICES

    • The job holder provides assistance to U.S. citizens in distress.  This includes, but is not limited to, assisting victims of crime and destitute U.S. citizens, participating in welfare and whereabouts visits, and supporting hospital and prison visits.  The job holder liaises with local hospitals, hotels, airports, prisons, guest houses, restaurants, shelters, travel agencies, airlines, and other local contacts to provide appropriate assistance.  Builds and maintains a network of external contacts at these and other institutions who can assist U.S. citizens in distress

    COMMUNICATION

    • The job holder serves as the main point of contact for all U.S. citizen customers, providing excellent customer service and positively representing the U.S. government.  Drafts templates and respond to inquiries regarding U.S. nationality issues and policies, including loss of nationality.  The job holder drafts individual responses to the full range of public and Congressional inquiries regarding passports and citizenship as well as special consular services.  The job holder shares responsibility for the maintenance of Post’s MASCOT notification system and for the upkeep and distribution of sensitive and security-related information to U.S. citizens in the consular district
    • The job holder communicates changes in policy guidance and new procedures to both internal and external contacts.  Maintains regular communication and coordination with necessary contacts with local governmental and non-governmental organizations that are important to the ACS unit’s work – police, hospitals, airlines, customs, immigration, social welfare, emergency management, and other agencies  as well as with clubs and associations of U.S. citizens in the host country.  The job holder counsels mission staff on the entire range of passport and citizenship matters, including office procedures, laws and regulations, policies, and consular applicatioon

    • The job holder is responsible and accountable for proper handling of controlled items and information, including managing and safeguarding personally identifiable information (PII) of U.S. citizens daily; acting at all times in accordance with the Privacy Act; sharing responsibility with other ACS assistants and supervisors when dealing with EPDP books and foils, passport barcodes and consular seals.  Job holder is personally accountable for receipt and safeguarding of numbered items.  Maintaining and securing physical and electronic subject matter files and/or chronological files in accordance with Department regulations.  Preparing, maintaining and submitting sensitive paper passport record to the Department according to the FAM.

    Information Technology Assistant ([U.S. Citizen Eligible Family Members (USEFMs)])

    Duties

    • The incumbent serves within the Diplomatic Technology (DT) section and reports directly to the FS-02 Digital Technology Customer Engagement (DTCE), and then the FE-OC Diplomatic Technology Chief (DTC). The incumbent provides technical support for all DoS networks, to include OpenNet, ClassNet and DIN.
    • The incumbent supervises the DT/CE Admin Assistants (2) and the Mission Mobile Program. Performs strategic planning, ensures compliance, integrity, and security of all data and networks, and ensures that the team is operating against consistent standards and approved procedures.

    • The incumbent reports to the Building Engineer Supervisor. The incumbent is employed as a journeyman level Heating, Ventilation and Air Conditioning (HVAC) Controls Technician to carry out skilled maintenance and repair work throughout the New Embassy Compound (NEC) on critical and non-critical electrical components within the functional/office buildings, on-compound ancillary support and residential buildings, above and below ground infrastructures, recreational facilities, and other owned/leased properties.
