    Senior Specialist: Catchment Management & Water Quality

    Minimum Requirements: 

    • Relevant degree in one of the following: Natural Sciences, Environmental Management, Environmental Sciences and Environmental Engineering or closely related disciplines/programmes (NQF level 7); 
    • 5 to 7 years’ experience in the water resource field, ecology, surface and ground water quality management, Catchment management (or similar disciplines); 
    • Experience in town planning procedures, water engineering and environmental engineering would be an advantage. 

    Primary Function:

    • To design, manage and implement surface and ground water monitoring programmes in order to promote best practice water quality management, the protection of water resources and improved environmental quality within the City, and to provide specialist professional input concerning water quality issues related to projects, programmes and rehabilitation initiatives for Johannesburg’s catchments. To ensure the protection of water resources through compliance and enforcement in terms of relevant legislation. 

    Key Performance Areas: 

    • Design, manage and implement surface and groundwater monitoring programmes within the City’s catchments; 
    • Interpret and evaluate laboratory results and circulate to stakeholders; 
    • Oversee water sampling, coordinate training of samplers, and provide feedback on water quality results to all those concerned with taking or delivering water sampled from rivers or impoundments within the City; 
    • Implement and maintain a database of water quality results; 
    • Co-ordinate the activities of the Council in respect of Catchment Management, Water Quality Management and Agencies and Forums; 
    • Oversee the development and implementation of reporting of water quality trends and issues to internal and external stakeholders; 
    • Initiate and implement awareness programmes related to water quality, catchment management and River Health; 
    • Provide water quality input into the State of the Rivers report & State of the Environment Report; 
    • Provide specialist input in respect of water quality issues relating to Environmental Impact Assessment, projects, and development proposals within the City in order to minimise negative impacts and promote the application of best practice approaches; 
    • Liaise with the National and Provincial Governments in respect of legislative issues relating to water management of catchments and riparian zones; 
    • Formulation of policies and strategies relating to best practice in Catchment Management, protection and rehabilitation; 
    • Participate in projects and programmes for the improvement of River Health and the management of water resources within the City; 
    • Investigate complaints relating to water quality or water pollution; 
    • Monitor compliance with licence conditions in respect of final effluents being discharged into the catchments/rivers, as negotiated with the DWS

    Deputy Director: Compliance Services

    Minimum Requirements: 

    • Grade 12/ Matric Certificate. 
    • Degree in either Governance or Risk Management, Internal Audit, Public Management or Public Administration (NQF level 7); 
    • 8 years or more experience in the related field with 3 years at middle management level; 
    • Valid driver’s license. 

    Primary Function:

    • To assist the Public Safety Department (the Department) in developing guidelines, processes and procedures required by law, rules, regulations, industry standards and internal policies to manage risk and demonstrate commitment to ethics, compliance, and improve efficiency and transparency.  

    Key Performance Areas: 

    • Establish uniform compliance aligned with the City’s Compliance Framework; 
    • Develop uniformity and synergy between compliance processes and management; 
    • Lead stakeholder engagement and management; 
    • To manage all aspects of the finance in the control of the compliance services; 
    • Manage and coach staff in the unit to ensure all staff meet the department’s objectives in line with broader organisational objectives and requirements; 
    • To control, consolidate, analyse and submit various reliable reports; 
    • Practice Good Governance and management of Risk; 
    • The ability to identify and deal with ethical issues and conflicts of interest.

    Deputy Director: Technical and Operations Support

    Minimum Requirements: 

    • Matric /Grade 12 Certificate 
    • Degree in ICT Engineering, Advanced Diploma in Business Analysis or relevant ICT qualification at NQF level 7; 
    • Certificate in Project Management; 
    • 8 years of relevant experience, including 3 years at a management level; 
    • Valid driver’s license. 

    Primary Function: 

    • Lead, direct and control the integrated Intelligent Control Centre (IIOC), with the Public Safety Department, which will serve as a modern data nerve centre monitoring an extensive closed-circuit camera surveillance system spread across the inner city and suburbia, integrating all municipal data on a single platform to efficiently and effectively response times to crimes. 

    Key Performance Areas: 

    • Develop processes and procedures for the management and storage of surveillance information/data; 
    • Monitor the key results of the IIOC programmes; 
    • Enabling the development and sustainability of partnerships and networks for IIOC activities; 
    • Manage the performance of staff; 
    • Implement the technical strategy for the IIOC and plan the rollout of appropriate systems; 
    • Managing the financial commitments and obligations of the IIOC in compliance with the MFMA; 
    • Institute governance and risk; 
    • Identify and deal with unethical issues and conflicts; 
    • Assess situations and interest positions and respond appropriately.

    Executive Manager: Complaints and Investigations

    Minimum Requirements: 

    • A B-Degree / NQF level 7 in Law, preferably an LLB or LLM, Postgraduate in Law; 
    • 10 years of experience in Law and 5 years' experience at middle/senior management with some level of strategic influence in a large enterprise or local government or sphere of equivalent significance and weight; 
    • Proven track record of keeping abreast of the changing legislative environment affecting Local Government; 
    • Excellent legal research and report writing skills, knowledge of contract law, local government By-Laws, general management expertise and the ability to lead one’s professional peers; 
    • In-depth knowledge of the issues affecting residents and communities broadly in relation to service delivery; 
    • A proven ability to effectively manage an office of an executive In a complex and demanding environment whilst providing guidance to direct reports and administrative and support staff. 
    • Demonstrated expertise in complaint management using mediation and conciliation techniques. 

     Primary Function:

    • To strategically plan, direct, organise, co-ordinate and evaluate the overall functions of the Complaints and Investigations Unit in the Office of the Ombudsman. To investigate and resolve disputes efficiently, effectively, with discretion, exercise good judgment whilst applying proven methods of mediation and conciliation and recommending new policies to Council to improve service delivery and administrative agility, identify systemic risks and blockages and recommend solutions to address those risks and blockages, Generally, to help Council develop policies io address both existing and unprecedented challenges in the area of jurisdiction of the municipality. 

     Key Performance Areas: 

    • Investigate all complaints by residents relating to alleged acts of maladministration, administrative injustice, discourteous service, indignity, dishonesty, a lack of integrity and a contravention of a Constitutional Right/s by employees and officials of the City of Johannesburg. 
    • To help promote awareness of Human Rights amongst residents of the City of Johannesburg and generally to investigate complaints of contraventions and violations of Human Rights by the administration and to recommend appropriate redress;
    • To work closely with the City Manager and the Ombudsman to promote a culture of respect for Human Rights in the City of Johannesburg.
