The incumbent will be responsible for championing investment promotion and investment pipeline tracking and monitoring for the Eastern Cape province.
The role entails driving and facilitating investments and projects within manufacturing, automotive, agro-industry, energy, ocean economy, tourism, digital economy, and related investment value chains; spearheading investment risk assessments for converting sector(s) opportunities into investable opportunities; and facilitating collaboration with other stakeholders to attract investment in support of the Eastern Cape economic development.
The incumbent will also be expected to drive investment facilitation and project management over the projects life cycle; facilitate economic infrastructure in support of the designated sector projects; link identified industry value chain opportunities with prospective investors and develop project specific investment promotion interventions; oversee the development and maintenance of investment performance reporting tools; drive the design and development of monitoring and measurement plans to track qualitative and quantitative economic indicators of strategic investment projects and investment pipeline; build collaborative partnerships towards realisation of sector value chain opportunities aligned with the national and provincial investment strategies; and represent the ECDC at relevant industry and provincial sector platforms.
Furthermore, the role will entail working with provincial, national and global players in profiling and attracting investment to the Eastern Cape as well as driving the initiatives relating to the Provincial Investment Council and the EC Film Fund.
MINIMUM REQUIREMENTS
A relevant bachelor’s degree in commerce as well as a postgraduate qualification (NQF8) in commerce or other relevant field.
A minimum of 8 years working experience of which 5 years should be at middle management or senior consultant level within trade or investment management/facilitation environment.
The incumbent will be responsible for identifying, facilitating, and managing catalytic economic development projects in the Eastern Cape Province.
This role involves conducting preliminary viability assessments, creating a project pipeline, and leveraging economic opportunities linked to large-scale developments as well as building strategic partnerships with stakeholders at various government levels to support successful project implementation.
The position involves identifying catalytic projects and facilitation of viability assessments to ascertain feasibility and impact. A critical task will be developing and maintaining a project pipeline to ensure project monitoring and continuity.
Responsibilities include facilitating opportunities connected to mega developments and presenting funding proposals to the Project Committee for approval.
The role requires forging strategic partnerships with relevant stakeholders, securing contracts and Service Level Agreements (SLAs) for project implementation, and establishing Project Steering Committees (PSCs) for oversight and communication.
Additionally, the incumbent will identify strategic sourcing opportunities from the public sector while developing collaboration relationships with national, provincial, and local government institutions.
The incumbent will also develop an SMME empowerment framework aligned with government sourcing opportunities, determining support requirements for Small, Medium, and Micro Enterprises (SMMEs), encompassing funding and capacity-building needs while facilitating market access for SMME products.
The role also entails leading and managing approved strategic development initiatives, monitoring implementation and reporting progress; providing input into the organizational strategy and corporate plan; developing operational plans and budgets that align with corporate objectives; and mobilising resources for the role functional area mandate.
