    Accountant: Salaries (Permanent)

    Job Purpose:

    • Perform accounting duties by coordinating, compiling, analysing, monitoring, and controlling activities associated with the payroll processes through the implementation of laid down policies, standard operating procedures, regulations, and legislation.

    Duties:

    • Keep abreast of GRAP standards legislative, regulatory and National & Provincial Treasury guidelines for expenditure management.
    • Maintains and coordinates accounting and information system that accounts for the liabilities of the municipality (PAYE, SDL & UIF).
    • Implement departmental accounting policies, standard operating procedures and processes.
    • Co-ordinate procedures and processes associated with preparation and consolidation of expenditure accounts and evaluation of performance against the approved budget.
    • Review all salary changes (allowances, benefits, etc.) on the payroll system, Masterfile received from subordinate.
    • Review resignations, dismissals, and all changed information on the payroll system
    • Reviewing and coordinating financial administration regarding pension funds, external loans, housing subsidies/bonds, car allowances, group life insurance, unemployment insurance  fund, court orders and medical aid deductions.
    • Verify and review the relevant deductions on the employee payslips such as Municipal Accounts and council agreements by referring to the appropriate source documentation in line with internal policies.
    • Ensure that the payroll system is efficiently administere with laid down standard operating procedures and guidelines.
    • Oversees the preparation, reconciling and payment of Salaries related payments.
    • Reconcile all Salary related control accounts on financial system to General Ledger.
    • Verify the payment of monthly salaries.
    • Ensure records are up to date, reflective of the activities of the sections and made available to support transactional sequences and applications.
    • Ensure that municipality maintains the system of internal control of liabilities and comply with Statutory requirements.
    • Ensure the compliance in terms of the COIDA ACT.
    • Ensure that effective communication is promoted between all stakeholders to enhance service delivery.

    Minimum Requirements:

    Building Inspector (Permanent)

    Job Purpose:

    • To inspect building works on site, scrutinize building plans and make recommendations related to building control to various stakeholders within the jurisdictional area of Breede Valley Municipality in order to ensure that building works comply with standards, procedures, regulations and specifications in terms of National Building Regulations and Standards Act.

    Duties:

    • Inspections of excavations for foundations, roofs, sewerages etc. to ensure compliance with relevant legislation.
    • Make recommendations regarding building plan applications, as and when required.
    • Monitoring of all building work and notices illegal building work.
    • Following up on illegal building and preparing Municipal Court documents. 
    • Dealing with the general enquiring with regards to building activities and standards.
    • Assist the public with building enquiries telephonically and over the counter.

    Minimum Requirements:

    • A relevant National Diploma qualification as stipulated in the national building regulations in any of the five (5) disciplines: Civil Engineering, Structural Engineering, Architecture, Building Management, Building Science, Building Surveying or Quantity Surveying.
    • 3 years relevant experience.
    • Computer literacy: MS Office.
    • Code B driver’s license.
    • Eligible to be registered as a Peace Officer (Law Enforcement Officer).
    • Must be able to communicate in at least two (2) of the three (3) official languages in the Western Cape.

    Controller: Credit Control (Permanent)

    Job Purpose:

    • Monitor and control tasks relating to legal collection functions, executing credit control, debt recovery and indigent support sequences, identification and recovery of overdue accounts to support analysis and guiding and communicating information to consumers to promote understanding on payment for services in accordance with laid down procedural instructions / guidelines.

    Duties:

    • Interpret approved policies. Draft SOP`s. Monitor through regular inspections the performance and reporting challenges to the immediate superior. Review final list of the debtors to be handed over or handled internally for legal debt collection. Verify consumer details to affirm that legal documents and other correspondence are issued and sent to the correct debtor. Review the outstanding amounts before legal documents are prepared to ensure that legal proceedings are instituted for the correct amount. Ensure that all supporting legal documentation is attached. Review of debtors that will be handed over to tracing agents to trace whereabouts of debtors and follows up on warrant period. Adjusts details of debtors on the relevant system if a new address or contact number is obtained from the relevant sources. Make changes to the address of debtors on legal documents to ensure proper service thereof. Review handover list that will be handed over to attorneys or external debt collectors. Oversee the administration of general correspondence. Approves the reconciliation and payment of accounts received from tracing agents, attorneys and sheriffs and calculates that the amounts charged are correct. Approves the uploading of legal costs on accounts of consumers with tracing, sheriff fees and attorney cost. Review the payment requisition on the relevant creditors or SCM system for payment of tracing agents, attorneys and sheriffs. Ensure proper record keeping of accounts for audit purposes. Approves the updating of fees between the relevant workstation systems. Ensure the delivery of legal correspondence to consumers, sheriffs and clerk of the court. Keep abreast with the arrangements of court appearances. Ensure that a diary of court appearances is kept up to date and that files are at court with printout of latest payments received. Keeps register of legal documents sent to and returned by the clerk of the court and sheriff or other collecting agents. Oversee the delivery of relevant legal documents at the court/sheriff’s/attorneys’ offices. Co-ordinate meetings with relevant stakeholders.  Communicate regularly with Collection attorney. Monitor the flow of debt collections from Attorneys. Coordinate the arrangements made through collection agencies. Monitoring of and recommending to immediate superior for any settlement proposal by collection agencies. Approves the applicable legal documents and papers independently. Approves a list of registered items to be sent to the Post Office and any other communication channels, for court purposes. Oversee the typing of general correspondence which includes electronic communication channels and letters. Review outstanding Debtors Reports received from sub-ordinates for submission to the immediate superior. Review reports for termination and reconnection of services, indigent applications and cancellations from statistics received from the immediate superior for Performance Evaluation Purposes. Oversee the compilation of the schedule of debts to be written off, for submission to the immediate superior as per delegated authority. Analyse debtor situations and investigate the facts and report to the immediate superior for further action. Verify documentation regarding warrant of execution and financial enquiry in court – relates to Section 65 notice to appear in court. Ensure enquiries regarding all municipal services are authorized and verified in compliance with policies. Supervise subordinates’ activities. Ensure timeous submission of information and departmental responses to the Auditor General. Ensure that enquiries are professionally attended to and the necessary guidance or guidelines in terms of procedures accurately communicated to enable compliance. Liaison with internal and external stakeholders. Ensure proper maintenance of office equipment and asset control. Responsible for vehicle maintenance and log sheets. Adhere to Health and Safety procedures according to the OHS policy.

    Minimum Requirements:

    • A relevant 3-year tertiary qualification in Legal Studies (NQF Level 6)
    • Computer Literacy: MS Office

    • Valid Code B Driver’s License

    Manager: Libraries (Permanent)

    Job Purpose:

    • Ensuring the effective and efficient provision of information services and the management of the libraries, the mini-libraries and staff in the whole of the Breede Valley Municipal area. Manage the functioning of the library, buildings, planning and development of new service points, planning and expenditure of operational and capital budget – including Conditional grant, administration and communication with regards the total library/information function, the execution of procedural requirements associated with aligning standards to meet customer objectives/needs in accordance with the relevant legislation and policies.

    Duties:

    • Strategizing, developing, implementing and updating services and organising the activities of the library service within the Breede Valley Municipality. Defining goals, integrating with internal and external collaborators and measuring accomplishments against recognized standards, e.g. SDBIP (Standard Delivery Implementation Plan) and needs met indicated in the IDP (Integrated Development plan). Developing SOP’S (Standard Operations Procedures) and business processes for a variety of tasks within the scope of library staff and oversee adherence. Developing plans for the library service to effectively meet present and future community needs, e.g. ICT (Information and Communication Technologies) projects, libraries, mini libraries, dual purpose libraries. Ensuring that library policies and procedures are consistent and fair in compliance with local and provincial guidelines/policies/legislation. Liaising with external structures, e.g. National and Provincial Library Service regarding new service points policy and procedures, library legislation, stock control and acquisition. Ensure, through supervision and enforcement of personnel policies and procedures that all libraries are providing the necessary services effectively to the community in a safe and productive learning and reading environment. Directing and supervising the training and performance of library staff with duties such as shelving, Dewey Decimal Classification System, reference work, cataloguing, preservation and equipment use. Verifying and approving attendance registers, transport and accommodation requests, leave applications and monthly reports. Compiling, reviewing, and upholding/enforcing library rules. Executing specific administrative sequences associated with the maintenance of assets, equipment and buildings, including motivating for additional or replacement of existing/new assets/resources. Preparing the annual operational & capital budget including tariffs and motivate the necessity for requests. Compiling and submitting monthly reports with financial information to the superior at the municipality and the provincial librarian at the provincial library service. Monitoring the budget allocations for specific acquisitions, interventions and/or activities required to sustain service delivery levels at libraries. Supporting and collaborating with the Western Cape Education Department and schools regarding school curriculum innovations. Monitoring quarterly visits by the provincial library service for the return of outdated and receiving of new library materials. Interacting with library users with regards to reference needs and making available resources, e.g. Books, audio visual material, internet articles, pamphlet collection articles, etc. Ensure the compiling and submitting of monthly reports to the superiors at the municipality and for inclusion in the municipal annual report. Ensure administrative procedures dictating reporting requirements with respect to the functions/activities of the library service are complied with. Ensure proper planning of library facilities and maintaining facilities with furniture and equipment for service delivery to communities.

    Minimum Requirements:

    • B. Bibl / B.LIS / B. Tech: LIS / B. Inf (Hons) or PGDip LIS or equivalent 4-year post matric qualification
    • Computer literacy: MS Office
    • Registered member of LIASA
    • Code B Driver’s License
    • 8 years or more relevant experience including managerial experience
    • Fluent in at least two (2) of the three (3) official languages in the Western Cape.
    • Compliance with the National Treasury Regulations on the required Minimum

    • SAESI Higher Certificate in Fire Technology or equivalent
    • First Aid (Level 3) or equivalent
    • 4 years continuous service in a recognized Fire Services environment
    • Valid Code C1 Driver’s License with PrDP

    Job Purpose:

    • Ensure a quality, safe and sustainable supply of electricity to all consumers within the licensed area in the Municipality and within the framework of Council Policy and the Occupational Health and Safety Act Ensure financial planning and control within the Electro-Technical Services Division and that accurate estimates are prepared in relation to requirements enabling the Division to contribute positively towards meeting operational and maintenance objectives and sustaining the quality and standards of sustainable service delivery
    • To ensure that the assets of the Division are properly managed and maintained to ensure proper functioning

    • Engineer or sec 18 (1)(a)(ii) Professional Engineer Technologist and must complete required professional registration within eight (8) months period from date of appointment.
    • Certificate of Competency as Electrical Engineer in terms of the Occupational Health and Safety Act, 1993 and the Regulations concerning the Certificate of Competency, 1990.
    • Ten (10) years relevant experience of which seven (7) years must be in a managerial position in Electrical Engineering.
    • Computer Literacy: MS Office.
    • Code B driver’s license.
    • Must be able to communicate in at least two (2) of the three (3) official languages in the Western Cape
    • Compliance with the National Treasury Regulations on the required Minimum

    • Attending meetings internally and externally and providing input and guidance to internal sections, municipal stakeholders, provincial and national departments, and other stakeholders.
    • Undertakes related and general administrative tasks/duties by preparing, submitting reports detailing information about the company and related activities and levels of competencies of staff to the immediate superior to ensure that efficient records are maintained and that departmental policies and procedures are complied with.
    • Performs to health and safety responsibilities to ensure a safe working environment.

    Station Commander: Support Services (Permanenet)

    Job Purpose:

    • Manage the Emergency Control Centre (ECC), Emergency Operations Centre (EOC), Service Support Centre (SSC) and all administrative and technical tasks associated with logistics, asset management, fleet, equipment and facilities management. Plan and evaluate the department's support services developmental needs through discussions with the Fire Department Executive Management, interviews of Company Officers, surveys of Operations and Emergency Communications personnel, reviews of Reports and Industry Standards. Maintain, develop, organize and manage procedures for the Support Services Section. Ensuring that all legal compliances as per Department of Labour, ICASA and other prescriptive authorities regarding specialist equipment and radio communication device control and management and retention is adhered to. Manage the Emergency Communications Centre (ECC) and coordinate Departmental Information and Communication Technology (ICT) and infrastructure requirements of the ECC and Emergency Operations Centre (EOC) and Service Support Centre (SSC) by: Operational Activities, Quality Control Functions and System Administration. Ensure that through the implementation and monitoring of systems and standard operating procedures related to property, plant and equipment; that the Department is able to maintain compliance with Occupational Health & Safety Act and its Regulations. provide an effective and efficient emergency Fire and Rescue Service to the community. • Ensure that accurate estimates are prepared in relation to requirements enabling the department to contribute positively towards meeting objectives and sustaining the quality and standards of service delivery. Supervise and control the activities of personnel and associated tasks. maintain the integrity of assets and ensure that equipment and vehicles are safe, available and sound working order for operational efficiency at emergency incident. Ensure that efficient records are maintained, and that departmental policies and procedures are complied with. Ensure efficient communications with all stakeholders. Ensure customer satisfaction with all stakeholders. Ensure a well-maintained designated vehicle and the accurate capturing of kilometres in accordance with the laid down Procedures, Policies and guidelines. Ensure a safe and healthy workspace for all employees.

    Minimum Requirements:
