    Manager:Council Support & Auxilliary Services

    REQUIREMENTS:

    • Grade 12
    • Bachelor's Degree in Public Administration or Relevant Degree, Honours Degree will be an added advantage
    • Computer literacy
    • Code EB driver's license
    • 5-7 years' administration experience, and at least 2 years at supervisory level

    COMPETENCY REQUIREMENTS:

    • Team Orientation-The capacity to promote a cooperative climate, understand group dynamics and apply appropriate facilitation techniques in working with others to achieve a shared goal.
    • Change Readiness- The ability to innovate and challenge the status quo and the ability to cope with change driven by others.

    • Organizational Awareness-The ability to understand the key drivers in the sector and the municipality and to apply this understanding to meet the service delivery objectives and challenges.

    • Direction Setting -The ability to create a clear sense of common purpose and vision for others with a view to obtaining buy in and commitment to the goals of the unit.

    RESPONSIBILITIES

    • Identifies with the broad Corporate Administrative strategy and, defines/ addresses critical functional requirements to support the Corporate Services departmental objectives.
    • Manages the key corporate functional areas of Council Support and Records management sections.
    • Directs and controls outcomes associated with utilization, productivity and performance of personnel within the section
    • Develops, review and implement functional policies
    • Manages the functioning and document management of specific decision-making processes associated with meetings of council, executive and other committees of Council
    • Manages administration processes associated with vacancies and appointment on Council
    • Manages the implementation of an organization wide system for the management of diverse range of records

    Manager: Led and Tourism

    REQUIREMENTS:

    • Matric Certificate/Grade 12
    • National  Diploma  in  Economics/  Business Administration/ Development  Studies/fourism Studies/ Agriculture at NQF Level 6
    • Advanced computer literacy in MS Office applications
    • 5-7 years related experience in a Local Economic Development field in Local Government, of which 2 years must be in a supervisory or management position.
    • A valid Code B driver's license.

    COMPETENCY

    RESPONSIBILITIES:

    • Formulating and implementing an Economic Strategy and Local Economic Development Plan for Nongoma Local Municipality
    • Cultivating and maintaining relationships with key stakeholders, media and National, Provincial and Local Government bodies to facilitate an enabling environment for economic development.
    • Preparing proposals, detailing the strategic focus of the Municipality with respect to the constitutional mandate for local economic development in Nongoma Local Municipality
    • Identifying/adapting/developing appropriate tools/programmes for micro and SMME business skills, especially amongst women and youth
    • Managing and coordinating the implementation of approved projects and programmes evaluating intervention phase against milestones and providing recommendations
    • Providing technical support to beneficiaries and potential beneficiaries of the LED programmes and ensuring compliance with the generally accepted project management principles and procedures
    • Controlling processes associated with the application, approval and issue of business licenses and operating permits, verifying compliance with regulations and rules, and authorizing/rejecting applications.
    • Giving effect to inspection and oversight processes to manage compliance with business laws, by-laws and regulations relating to the operation of classes or categories of business.

    QUALIFICATION REQUIREMENTS:

    • A Grade 12 Certificate.
    • Minimum NQF Level 6 in Accounting. Taxation, Finance, Management Accounting or Equivalent qualification major in accounting (with level 3 in accounting)
