    Associate Investment Officer -Public Private Partnership Transaction Advisory

    • The Associated Investment Officer will support the PPP team in business development and execution of mandates. He/she will report directly to the SA Hub leader and the Regional Manager for CTA in Africa.

    Role & Responsibilities:

    The AIO’s work will involve the implementation of advisory mandates of a variety of types, and main tasks include support to business development, interactions with clients, hiring of consultants, preparing and potentially delivering presentations, elaboration of financial modeling, and overseeing technical due diligence. The AIO will participate in the transaction structuring and management of the bidding processes. Duties will include, but will not be limited to:

    • Contribute to origination and marketing activities across Southern Africa (SA), supporting marketing activity in assigned countries/sectors, and that may include the preparation of pitch books, and collaboration with IFC regional management and WBG teams to identify opportunities based on country strategies and market creation potential.
    • Support the development of client relationships, undertaking project scoping, as needed, to assess the feasibility of potential projects, and prepare commercial presentations, engage in mandate negotiation, etc., towards securing a strong portfolio.
    • Prepare/review memos and documentation for the project’s internal approval and consultant procurement processes, and manage the project budget.
    • Develop an understanding of the project-specific legal, regulatory, and/or financial impediments for private sector participation and, as appropriate, work closely with other parts of the WBG able to support regulatory framework development or enabling financing mechanisms.
    • Lead the day-to-day management of the project’s teams working on sell-side PPP mandates, including review of technical outputs, documentation, and financial models.
    • Develop transaction structure options for specific project(s), providing innovative solutions, and present the recommendations to IFC management and government clients.
    • Participate in meetings with government clients and investors supporting the project lead.
    • Support and manage the project(s) tendering process, including marketing activities, prequalification process, issuance of requests for proposals, selection, project award, and the final negotiation of project agreements leading to commercial closing.
    • Develop, coach, motivate, and manage junior members of the team.
    • Actively participate in the development and implementation of upstream activities in line with IFC 3.0 to create, deepen, and expand markets with the regional and global team from across IFC and the WBG.
    • If required, support the SA Hub Lead on developing the sub-regional strategy, origination activities, etc.
    • If required, support the Corporate Finance mandates, both in terms of origination and execution.
    • Assist in other projects or strategy-related activities as the need may arise.

    Selection Criteria

    • Minimum Requirement: MBA or equivalent Post-Graduate degree in business, finance or economics and solid 5 years of experience gained either in project finance, corporate finance, M&A and privatizations, or private equity funds in infrastructure.

    The candidate’s experience will be assessed regarding the level to which the candidate applies and will include:

    • Knowledge and experience in infrastructure transactions/PPPs advisory or project financing, preferably in Africa.
    • Experience in business development, particularly in the preparation of background research, commercial proposals, and concept notes to seek project mandate approval.
    • Demonstrate client relationship skills, track record, and ability to focus on clients’ needs effectively.
    • Track record of contractual and/or financial closings of infrastructure transactions is preferred.
    • Demonstration of understanding of aspirations, needs, and constraints of government officials, project developers, investors, and technical and legal consultants in the infrastructure space in Africa is preferred.
    • Ability to manage teams, delivering high-quality work within deadlines.
    • Strong analytical and financial modeling in project finance, as well as structuring skills.

    Demonstrated ability to:

    • Multitask and operate under pressure.
    • Independently develop financial models and sound financial analysis of the same.
    • Structure or restructure transactions to look for prudent and sustainable risk sharing among all parties.
    • Strong analytical and conceptual skills and ability to communicate ideas clearly and confidently, both in written and oral form.
    • Ability to operate in large, culturally diverse, and geographically dispersed teams.
    • Ability to interact with consultants, government officials, and investors.
    • Willingness and ability to travel on short notice and frequently, as required; and
    • Excellent oral and written communication skills in English and Portuguese. French is desirable

    Investment Analyst - Public Private Partnership Transaction Advisory

    • The Investment Analyst will support the CTA team in business development and execution of mandates. He/she will report directly to the SA Hub leader and the Regional Manager for CTA in Africa.

    Role & Responsibilities:

    • The Investment Analyst will work closely with team leaders as part of the project team to assist in the origination, due diligence, structuring, negotiation, and bidding of infrastructure projects.

    Duties will include, but will not be limited to:

    • Contribute to origination and marketing activities, including preparation of pitch books and proposals.
    • Prepare memos and documentation for internal approval and consultant procurement processes.
    • Perform financial analysis and modeling.
    • Assist in due diligence management, preparation of due diligence and transaction structuring reports, and review of legal, commercial, and technical outputs and documentation.
    • Assist in the preparation of information memoranda, pre-qualification, and tender documentation.
    • Assist in marketing to potential investors, conducting international competitive tenders, and assisting in commercial/financial closure.
    • When needed, coordinate closely with other parts of IFC including environmental and social, legal, other advisory and investment departments and World Bank colleagues to provide comprehensive and bespoke solutions to clients that will achieve sustainable development impact.
    • Participate in meetings with government clients and investors; and
    • Assist in other projects or strategy-related activities as the need may arise (research, reporting, etc.).

    Selection Criteria

    • Undergraduate/Graduate degree in Finance or Accounting or a related specialty from a reputed university;
    • Relevant experience of a minimum of two years gained in the IFC, or another leading financial institution in project finance, corporate finance, M&A and privatizations, or private equity funds in infrastructure;
    • Strong financial modeling skills;
    • Strong analytical and conceptual skills and ability to communicate ideas clearly and confidently
    • Good presentation skills, both written and oral;
    • Willingness and ability to travel on short notice and frequently, as required; and
    • Excellent oral and written communication skills in English; Portuguese and/or French is desirable

    Insurance Officer - Investment and Credit Risk

    Duties and Accountabilities

    • Establish, evaluate and monitor the insurance coverage of IFC’s investments. Prior to an investment being made, this will require careful identification and assessment of project risks and appropriate insurance solutions.
    • Provide guidance to internal and external clients vis-à-vis risk assessment and insurance management value add service.
    • Draft sustainable risk transfer proposal and insurance provisions in legal investment documentation.
    • Negotiate insurance coverage with sponsors.
    • Provide assistance to clients to achieve positive and sustainable development whilst developing local insurance markets in emerging countries.
    • Provide leadership and guidance on non-recourse project financing involving multitude of Lenders without in-house capacity.
    • Provide guidance to clients in handling insurance claims where needed.
    • Provide value-added guidance on operational risk for upstream projects incubated by IFC 

    Selection Criteria

    • Master's university degree (finance, accounting, business, engineering) with international Insurance qualifications.
    • Minimum 5 years of working experience with a preference to those with experience in sophisticated construction and operational phase insurance within the insurance industry.
    • Sound familiarity with Sub-Saharan Africa insurance and reinsurance market, including CIMA country operations.
    • Strong Familiarity with Industries and Sectors, including Infrastructure, Energy, Financial Institutions, Manufacturing, Health and Education, among others.
    • Demonstrated ability to work with cross-functional teams to provide insurance guidance
    • Applied knowledge of innovative risk transfer solutions.
    • Demonstrated experience working and leading lenders’ insurance advisors workstream.
    • Ability to effectively multi-task and training internal and external clients.

    (Associate) Investment Officer; Blended Finance – New Business and Portfolio

    Role & Responsibilities

    Responsibilities include, but are not limited to:

    • Work with teams to identify and assess potential Blended Finance projects (including projects to be funded by the IDA PSW, CCW, FOF and BFF and LCF, the various Blended Finance facilities for Climate, GAFSP Private Sector Window, the Gates Foundation partnership, the Global SME Finance and the Women Entrepreneur Financing Facility (We-Fi) and other blended finance facilities.
    • Liaise with staff to monitor and support the expansion of Blended Finance pipeline.
    • Contribute to investment structuring related to the blended finance funded investment in projects, platforms & programs, including modeling of respective risks and subsidies, and to assess the products/structure that meets the project needs and has an adequate risk/return for the contributor.
    • Work closely with IFC investment teams to prepare and take responsibility for documentation and processing of blended finance co-investment to Blended Finance Committee/Director and for contributing to the IFC investment proposal, Board documentation, and client legal agreements.
    • Have a keen interest in financial engineering for derisking projects and enhancing PCM
    • Work with colleagues in the Unified Guarantee Platform / MIGA on customized political risk mitigation products where IBRD / MIGA products are not available.
    • Understanding of local currency solutions offered by development banks
    • Attend appraisal on an as-needed basis depending on transaction team need for additional skills and analysis to be provided by the blended finance investment officer or if proposed co-investment structure has significantly different interests than the IFC investment requiring independent judgement on behalf of the donors.
    • Liaise with relevant staff and identify and monitor weaknesses, risks, and early warning signals in the portfolio of contributor-funded projects to assess progress and performance.
    • Analyze and process client requests, including disbursements, waivers, and amendments related to the contributor-funded co-investment.
    • Assist in the preparation of analytical reports, strategy documents, briefs, and project profiles.
    • Contribute to team's knowledge management initiative, including communication products to share information and lessons of Blended Finance co-investments with internal and external stakeholders, in particular contributing partners.
    • Prepare reports and presentations on the portfolio's performance for internal and external audiences.
    • Engage with donors and support fundraising and new initiative development as needed.
    • Participate in Departmental initiatives to bolster the practice and business case for blended finance.

    Selection Criteria
    The candidate should be someone with:

    • MBA or Graduate degree, specialization in finance/investment strongly preferred.
    • [6]+ years relevant experience in working on cross-border emerging market investments with a track record of structuring/executing and supervision and portfolio management of complex investment transactions, including in local currency, capital markets, and structured finance.
    • Experience with IFC’s investment and portfolio management processes, equity, quasi-equity, loan, guarantee, and other investment documentation, accounting, and financial statement analysis.
    • Knowledge of IFC products, operations and, preferably also, its approach to blending concessional finance alongside IFC's investments for its own account a plus.
    • Understanding of IFC’s investment practices with knowledge of current issues, challenges, and opportunities in implementing blended finance investments a plus.
    • Ability to grasp details, solve problems, identify key issues for action and manage/incorporate stakeholder interests, and explain issues clearly and confidently.
    • Clarity in the presentation and delivery of information, including gathering lessons of experience and impact stories to be shared with contributors and other internal and external stakeholders, and resilience to work well under time and workload pressure with minimal supervision.
    • Ability to manage and complete multiple projects simultaneously and to meet deadlines under pressure.
    • Commercial interest in development issues and strengthening sustainable development.
    • Excellent written and verbal communication skills in English and other languages, such as French or Portuguese a plus.
