    Chief Ombud

    Job Description

    • To account for the CSOS programmes regularly to the Board, through the Chairperson, the Executive Authority, and other relevant organisations.
    • To account to the Board on the strategic affairs of the Community Schemes Ombud Service.
    • Oversee an efficient and effective dispute resolution mechanism for Community Schemes.
    • Oversee the regulation of Community Schemes to ensure their good governance.
    • Oversee appropriate administrative systems for the safe custody and control of Schemes Governance documentation.
    • Oversee the provisioning of customer education as an integral part for the good administration of the Community Schemes.
    • Manage the affairs of the Community Schemes Ombuds Service by overseeing the development and implementation of the strategic business plan of the organisation.
    • To oversee the development of the Strategy for the organisation.
    • Ensure the growth of the organisation through devising and implementation of sound and sustainable funding models.
    • Ensure financial viability, by implementing efficient levies collection model.
    • Ensure proper financial management regarding financial planning and reporting, revenue, and expenditure.
    • Ensure alignment of the CSOS long-term strategic plan, APP and business plans to the overall regulatory and legislative requirements of CSOS’s financial plan.
    • Establish strategic partnerships with key stakeholders in order to achieve business objectives.
    • Ensure availability and effective utilisation of resources to support the overall strategy of CSOS.
    • Ensure compliance to legislation and regulatory frameworks.
    • Identify stakeholder and partner requirements synergistic to CSOS in order to support the execution of the strategic priorities.
    • Ensure execution of all Board’s directives.
    • To chair EXCO and present Operational Reports to the Board, periodically, including attending to matters from the Ministry and the Department of Human Settlements as per the Board Delegation of Authority.
    • Lead the implementation of the corporate governance framework to ensure clean administration.

    Job Requirements

    • A Master’s degree in Law.
    • A postgraduate qualification at Master’s level (MBA / MBL) or equivalent will be an added advantage.
    • A minimum of 15 years’ working experience, 10 of which must have been in an executive or senior management role in public or private sector organisations.
    • A proven record of good governance, financial and business administration, and strategic reporting.
    • Knowledge and experience in dispute resolution.
    • Knowledge of the Community Schemes environment including Sectional Tittles, Home-Owners Associations or similar environment; and
    • Understanding of the legislative environment of government is required.

    Adjudicator General

    Job Description

    • Provide strategic leadership on dispute resolution.
    • Oversee the implementation of Case Management System (CMS), as well as developing
    • Appropriate records management framework protocols and policies and ensuring these are rolled out in each Province;
    • Ensure proper streamlining and standardization of processes in all the Provinces;
    • Collation, and consolidation of all complaints referred, conciliations and adjudications nationally;
    • Consolidate quarterly reports on all disputes from all Regional Offices and submit to the Chief Ombud;
    • Monitor trends in terms of the nature of disputes referred to the CSOS;
    • Oversee the quality assurance of Adjudication Orders and implementation of Adjudication Orders;
    • Oversee the development and management of the CSOS Research and knowledge management strategy;
    • Develop and provide direction in the development of the Unit's business strategy;
    • Provide continuous leadership, supervision, training and development of department staff ensuring an effective and motivated team;
    • Prepare budget, monitor and manage financial expenditure within the Unit.

    Job Requirements

    • An LLM Degree will be an added advantage.
    • Alternative dispute resolution training or diploma will be an added advantage.
    • Admitted Attorney.
    • A minimum of 7-12 years’ experience at senior management and executive level in public sector organisations.
    • Extensive knowledge of Dispute Resolution, Commercial Law and Law of Contract.
    • Extensive knowledge of and experience in strategic planning as well as statutory reporting.
    • Business and performance measurement skills (strategic, operational and financial).
    • The ability to travel nationally.

    Company Secretary

    Job Description

    • Provide expert guidance and support to the Board, committees, and Executive Management on governance and legal matters.
    • Facilitate Board strategy sessions, efficacy reviews, and ensure effective alignment of Board and Executive functions.
    • Ensure statutory compliance and manage legal, governance, and risk frameworks.
    • Oversee meeting management, minute-taking, and reporting for shareholders and Board meetings.
    • Manage Board member tenure, auditor appointments, and reporting obligations to Parliament and stakeholders.

    Job Requirements

    • A minimum NQF level 8 formal qualification in Commerce / Law / Corporate Governance or equivalent.
    • Registration as a Chartered Secretary (CIS).
    • A Master’s Degree / MBA / MBL or equivalent will be an added advantage A minimum of 7 - 12 years’ experience in Company Secretariat roles at executive level in public sector organisations.
    • Extensive experience in rendering corporate governance, risk management, internal controls, legal advisory and relevant company secretarial functions to Governance Structures.
    • In-depth knowledge of the Companies Act, King IV Report on Corporate Governance, PFMA, CSOS Act, Treasury Regulations and other relevant legislation.
    • Exceptional communication skills; able to build and maintain trust with Board, CEO, and Executive Management.

    Chief Financial Officer

    Job Description

    • Provide strategic leadership to the Division
    • Ensure effective financial planning, budgeting and preparation of annual financial statements.
    • Co-ordination and preparation of strategic financial plan i.e. Budgets & Forecasts for the CSOS.
    • Drive Business Intelligence - structure, interpret Data and implement processes into the CSOS’s operations, building a clear roadmap of the direction the business needs to take to achieve its financial objectives.
    • Lead the implementation and maintenance of an effective system of expenditure control
    • Oversee the formulation of an effective revenue management strategy
    • Co-ordination and preparation of strategic financial plan i.e. Budgets & Forecasts
    • Develop and consolidate the five (5) year and annual budgets that supports the overall CSOS Strategic Plan and annual business plan.
    • Responsible for implementing and monitoring effective financial and risk control systems
    • Oversee the management of Supply Chain Processes and CSOS Assets
    • Oversee the integrated internal control framework (systems, policies, and processes)
    • Ensure the preparation of monthly accounting records in line with generally acceptable accounting standards, practices and procedures.
    • Oversee the financial reporting of the CSOS to the Shareholders
    • Carry out financial risk assessments
    • Plan and coordinate both the internal and the external audits
    • Manage company compliance to laws and regulations i.e. Financial (IFRS), GRAP, Company (Companies Act), Taxation (Income Tax Act), Exchange Control and liaise with the relevant stakeholders.

    Conciliator: KZN

    Job Description

    • Prepare and issue Notices of Set down for all Conciliation hearings inviting parties to a formal conciliation hearing
    • Chair the conciliation sessions and assist parties to find a resolution.
    • Draft a Settlement Agreement and ensure that it is signed by both parties.
    • Prepare and Issue Notices of Non-Resolution and Referral to Adjudication on all disputes that are not resolved.
    • Excellent case management and closure of all matters within the prescribed time limit.
    • Perform administration within accepted standers and submit reports to the Complaints Manager.

    Job Requirements

    • Bachelor’s degree in Law (NQF 7)
