    Superintendent: Wastewater Treatment

    Duties:

    • Identifies the Division’s strategy with respect to service delivery and implements and monitors the short-term plans/ objectives for the Wastewater Treatment functionality Plans, prioritises and schedules wastewater projects and maintenance and repair work Implements procedures, systems and controls to regulate specific work sequences associated with the functionality
    • Coordinates and controls tasks/ activities associated with controlling personnel performance, productivity and discipline Coordinate specific activities associated with monitoring the municipal commonage and roads Coordinate specific activities associated with the maintenance of the Aerodrome
    • Performs specific tasks at pump stations Monitors the capital and operating expenditure against the approved budget allocations Performs specific administrative tasks/ activities associated with the updating and maintaining of records/ information related to the activities/ operations of the Wastewater Treatments Plants Adhere to health and safety regulations in terms of OHS Act.

    Minimum Requirements:

    • Diploma or N3 relevant to Water and Wastewater Treatment
    • Class V Process Controller Classification
    •  3 - 5 years relevant experience
    • Valid Code EB Drivers license
    • Computer literacy (MS Office applications)
    • Good management skills, human relations, interpersonal and communication skills
    • Ability to give attention to detail
    • Ability to handle conflict
    • Proficiency in at least two (2) of the three (3) official languages in the Western Cape

    Supply Chain Officer: Procurement

    Duties:

    • Implementing functional planning initiatives for the Section. Compliance with the relevant SCM legislation.
    • Collate and submit reporting information in relation to tender progress reports in correlation with demand management plans to internal and external stakeholders and submit to the immediate superior. Prepare internal and external reports in compliance with departmental policies and procedures and applicable legislative requirements.
    • Drafting and submitting responses on audit findings related to the section to the immediate superior. Perform demand management functions Perform acquisition management functions. Facilitate and oversee various SCM administrative requirements. Ensure that effective communication is maintained with the relevant stakeholders.
    •  Attend to Human Resources needs.  Developing and attending to key performance indicators for the Section. Ensure that a well-designed vehicle is kept and maintained. Adherence to the OHS policy of Council.

    Minimum Requirements:

    • A relevant 3-year Tertiary qualification, preferably in SCM / Logistics / Procurement
    • Computer Literacy: MS Office
    • Good analytical, accounting and calculating skills
    • Knowledge of the Local Government legislations
    • Valid Code B Driver’s License
    • 2 years relevant experience
    • Proficiency in at least two (2) of the three (3) official languages of the Western Cape

    Preferred Requirements:

    Senior Supervisor: Rawsonville WTW & WWTW

    Duties:

    • To supervise tasks/activities associated with controlling personnel performance, productivity and discipline

    Foreman: Pump Stations

    Duties:

    • Interacting with the immediate superior to establish and confirm priorities and schedules as well as vehicle and staff allocations. Give input into monthly operational plans and maintenance schedules. Coordinate and oversee the scheduled maintenance and repair plan. Evaluating and correcting deviations or non-compliance with safety and standard operating procedures and/or investigating, establishing and reporting causes of accidents and/or incidents.
    • Responsible for work carried out according to relevant legislation, regulations, internal systems and procedures to ensure effective pump station operation and limit sewage spills. Inspect Wastewater Pump Stations and make process changes accordingly.Ensure effective and efficient pump station control by doing constant fault finding and trouble shooting. Monitoring and control the application of lime or other related chemicals.
    • Utilize all telemetry and Scada systems to enhance treatment processes. Providing input on the operational needs of the section to support budget planning. Coordinating processes and practices associated with the verification of invoices for completed works submitted by service providers. Provide input into relevant specifications regarding Wastewater Pump Stations quotations and formal quotations.
    • Monitoring attendance and addressing deviations from agreed performance indicators through meetings/counselling and/or other approved methods designed to improve and motivate personnel. Leading and guiding staff in the Section to ensure that they meet their career objectives and the Directorate’s objectives in line with Council’s requirements and resource constraints.  
    • Ensure that the relevant information (quantitative/ qualitative) and/ details of activities is recorded Liaise with the internal and external stakeholders visiting pump stations or handle complaints. Ensure effective communication with all relevant stakeholders to support Municipality objectives. Ensure a well-maintained designated vehicle and the accurate capturing of kilometres in accordance with the laid down Procedures, Policies and guidelines. Ensure a safe and healthy workspace for all employees.

    Minimum Requirements:

    • NQF 4 in Water & Wastewater Treatment (or equivalent)
    •  4 years relevant experience
    • Valid Code C1 + PrDP Drivers licence
    • Computer literacy (MS Office applications)
    • Proficient in at least Two (2) of the three (3) official languages in the Western Cape

    • Enforce the relevant traffic legislation Keeping abreast with the latest amendments to legislation, by-laws, regulations, policies and procedures Attending to traffic bottlenecks caused through accidents, breakdown or peak hour congestion Direct, divert,  stop and control the flow of traffic by means of various methods and hand signals to communicate with drivers and pedestrians Assess traffic situations and incidents to determine the relevant course of action to ensure road safety
    • Patrolling and observing the streets and suburban areas and identifying with non-conforming practices (illegal parking, speeding, unsafe transporting etc.) Performing specific traffic control and monitoring sequences at official functions/ public meetings and providing escort at funerals, political office bearers/ guests and dignitaries. Make public announcements with the loudhailer Set-up and perform routine checks, speed measuring equipment and enforcement of legislation Stopping vehicles and conducting inspection of driver licenses, vehicle registration and roadworthiness requirements and/or attending to specific infringement of road safety rules, etc. Executing warrants of arrests and preparing statements
    • Completing and executing summons and submitting case files to facilitate prosecution and attending and witnesses specific actions in the court of law Assess possible impoundment of vehicles in line with traffic regulations Ensure that road safety is maintained through accurate and assessment, certification or licensing of applicants, drivers and vehicles satisfying the minimum prescribed requirements Ensure that the roadworthy test complies with the National Road Traffic Act 93 of 1996 and the SANS: 10047 – 2009 (Edition 6) Participating in disaster control activities, operating equipment and/or following instructions on the applications necessary to control the disaster Responding to public complaints/enquiries
    • Completing procedural documentation (vehicle log sheets, time sheets, statements, inspection checklists, etc.) inserting the appropriate details Executing laid down procedures to test and determine the functionality of traffic/law enforcement equipment (speed measuring devices, etc.) and vehicles Responsible for the driving of municipal vehicle Ensure a well-maintained designated vehicle and the accurate capturing of kilometers in accordance with the laid down Procedures, Policies and guidelines Ensure health and safety compliance in accordance with laid down instructions.

    Minimum Requirements:

    • Grade 12
    • Traffic Officer Diploma
    • Grade A: Examiner of Drivers Licenses
    • Grade A: Examiner of Vehicles Certificate
    • Valid Code A & EC Driver’s License
    • No Criminal Record
    • 2 years law enforcement experience
    • Proficiency in at least two of the three official languages of the Western Cape
