RESPONSIBILITIES:
KRA 1 – NATURE CONSERVATION AND INTEGRATED CATCHMENT MANAGEMENT
- Assist with field tasks related to nature conservation, monitoring and surveillance
- Assist with integrated annual operations and work plan tasks
- Assist with the implementation of ecological programmes and monitoring and surveillance, data collection and record keeping
- Assist with alien invasive plant density verifications and inspections and firebreak assessments and inspections
- Execute firefighting duties as per standards and protocols
- Assist with risks, threats and hazards identification and report to management
- Assist with fauna and flora management on the reserve; indigenous, invasive and exotic
- Assist with the ecological restoration of degraded areas
- Perform stand-by duties as per duty rosters and respond timeously to call outs and incident response
KRA 2 – ECO-TOURISM, ENVIRONMENTAL EDUCATION AND AWARENESS
- Provide visitors with information regarding the nature reserve, fauna, flora and conditions for access to the nature reserve
- Assist with gate guard duties when gate guards are on training or engaged with other duties as assigned by management
- Monitor and manage visitor behaviour and report incidents
- Ensure CapeNature’s customer care principles are maintained and implemented
- Assist with guest check-in and check-out procedures
- Assist with search and rescue operations in keeping with protocols and procedures
- Assist stakeholder engagement officers and field rangers with the implementation of environmental education and awareness programmes
- Perform Environment Control Officer (ECO) duties for film / photo shoots and events
KRA 3 – MAINTENANCE OF INFRASTRUCTURE AND EQUIPMENT
- Ensure the terrain is clean, neat and tidy at all times
- Undertake and/or assist with structure protection of office and eco-tourism nodes
- Manage stores and associated assets
Identify maintenance needs and assist with the development of maintenance and repairs schedules:
- Office buildings and stores, accommodation units, camping and picnic areas, ablutions and pools
- Roads, trails, walkways and boardwalks
- Fences, gates, booms and access management structures, and other infrastructure, e.g. water reticulation systems
- Tools and equipment
- Vehicles
- Gardens and terrain
- Signage (for operational and visitor information purposes)
- Implement the maintenance schedule as prescribed
KRA 4 – OCCUPATIONAL HEALTH AND SAFETY (OHS), ADMINISTRATION AND HUMAN RESOURCES
- Participate in OHS assessments and OHS toolbox talks and provide input for Hazard Identification and Risk Assessments (HIRA)
- Ensure compliance with OHS procedures and standards
- Assist with identification and mitigation of risks and threats in the work environment.
- Assist with obtaining quotes for purchases related to duties.
- Assist with administrative duties as and when required and adhere to CapeNature protocols and procedures
- Assist with the preparation of fire logs and reports as and when required
- From time to time, assist with supervision of contract staff and students
- As and when required, assist with training of contract staff and students
- Participate in meetings as required by management
- Undertake transport duties
KRA 5 – LAW ENFORCEMENT AND COMPLIANCE MONITORING
- Assist with patrols as per compliance plans and duty roster
- Report instances of unauthorised activities and/or non-compliance with access permit conditions
- Undertake permit checks and inspections at entrance points and within the Nature Reserve
- Participate in law enforcement operations and the manning of observation points
- Assist in the response to incidents of non-compliance / unauthorised activities
MINIMUM REQUIREMENTS:
Qualifications and Experience
- Grade 12
- At least two years of related experience
- A valid code B driver’s license at least two years old from the date of issue
- Computer literacy (MS Word, MS Excel, Internet and online platforms)
- No criminal record

Direct, develop and integrate effective conservation, biodiversity legislation, policies, procedures, and guidelines
- To control compliance with policies, conditions, procedures and directives with regards to environmental legislation.
- To contribute to the timeous, lawful, compliant and consistent authorisations for biodiversity use.
- To process permit applications within legislation timeframes
- To capture complete permit applications and permits finalised on manual tracker.
- To check entries on manual tracking of permit turnaround times to identify and facilitate areas for improvement.
- Responsible to capture and maintain data for legislative compliance reports (Quarterly BABS Research Permit Report, Annual CITES report, Annual Professional Hunting Report and Annual Bontebok Register)
Generate compliance impact through the enablement, development and integration of leading-edge technologies, practice, policy, science, and innovation
- Responsible for issuing of permits in the electronic permit system and maintain the integrity and reliability of data input in the permit system.
- Responsible for the compilation of reports and database management.
- To contribute to the improvement of web-based integrated conservation and biodiversity management systems.
- Coordinate, consolidate and compile technical reports.
- Contribute to, develop, expand, maintain, and improve inventories and databases.
Engage, collaborate and direct engagement with strategic partners for advancing, securing and enabling the development and deployment of biodiversity compliance capabilities
- Engage with internal and external stakeholders, to ensure compliance and build capacity in operations.
- Responsible to supply guidance and advise to staff and clients with regards to environmental and legislative issues.
- Client liaison with regards to awareness and to promote and improve biodiversity regulatory compliance of mandated legislation to improve biodiversity conservation.
Development of biodiversity compliance capability, capacity and the integration of innovation and technology
- Provide advisory, regulatory and liaison support functions.
- Provide appropriate support to CapeNature personnel and role-players, related to compliance procedures, guidelines and policies.
- Provide training, mentoring and skills development of CapeNature staff and stakeholders in the landscape to ensure compliance.
- To raise awareness within the regulated community regarding applicable legislation and how it relates to environmental management and biodiversity conservation.
MINIMUM REQUIREMENTS:
Mandatory: Qualifications and Experience
- NQF 5 (Higher certificate) or higher with relevant administrative experience.
- 2-3 years administrative experience
- Bilingualism in at least two of the official languages of the Western Cape.
- Environmental Management Inspectors (EMI) Course (Grade 2 or higher)
- Excellent communication in English both written and spoken.
- In possession of a valid driver’s license with the willingness to travel when required

- Engage with institutions, stakeholders, and partners in the landscape to investigate a voluntary compliance approach, build capacity and to ensure a pro-active compliance and enforcement service in operations.
- Contribute to the development of collaborative partnerships to leverage optimal output including the development of funded projects to support the strategic objectives of CapeNature.
- Maintain collaborations and partnerships to augment capacity and capability.
- Develop partnerships aimed at harnessing unique expertise or capabilities which exist in partner organisations, and which are rare or unique in South Africa.
- Attract funding (investment, collaboration, or sponsorship) or secure partnerships through the provision of technical and specialist expertise in the preparation of proposals or agreements, networking and lobbying with appropriate partners to generate appropriate funds/co-funding/support to pursue the strategic objectives of CapeNature.

Development of biodiversity compliance capability, capacity and the integration of innovation and technology
- Provide decision, advisory, regulatory and liaison support functions.
- Increase biodiversity crime compliance capacity within CapeNature and amongst external law enforcement partners.
- Provide appropriate support to CapeNature personnel and external law enforcement role-players, related to compliance procedures and policies involving compliance related activities.
- Provide capacity development support to operational projects of national, provincial, and municipal EMIs and other compliance role-players.
- Facilitate, and participate in national and provincial environmental compliance and enforcement (both basic and specialized) capacity-building programmes for key role-players, including national, provincial, and municipal EMIs, prosecutors and other compliance and enforcement role-players.
- Provide strategic support to CapeNature personnel related to compliance procedures, guidelines, and policies.
- Develop compliance training curriculum.
- Provide training, mentoring and skills development of CapeNature staff and stakeholders in the landscape to ensure compliance.
- Deploy innovation to develop human and knowledge capital towards achieving the strategic objectives of CapeNature.

REQUIREMENTS:

- A national diploma in the field of Nature Conservation and / or and / or Environmental Management (NQF 6).
- At least three years’ experience working in the field of nature conservation and environmental management compliance monitoring and enforcement.
- Environmental Management Inspectors (EMI) Course (Grade 2 or higher)
- Excellent communication in English both written and spoken.
