    Section Head: Strategic & Financial Support (HOD Finance)

    Minimum Requirements: 

    • Matric /Grade 12 Certificate. 
    • Bachelor’s Degree in Accounting or related field at NQF level 7; 
    • Certificate: Municipal Financial Management Programme (MFMP); 
    • 10 years overall experience and at least 5 – 10 years managerial experience in Local Government Finance; 
    • Experience managing complex accounting and financial modelling within large organisation. 
    • Demonstrated experience in developing, implementing, and managing financial and accounting services. 
    • It is necessary that the successful applicant has management experience. 
    • It is necessary that the successful applicant has a thorough understanding of IT innovation in related industry / field and their potential application to Knowledge Areas

    Primary function: 

    • Ensures the provision of strategic analytical, financial management, human resource, administrative support, and transversal business solutions to enable the Executive Head: Executive Management Office and Chief Operations Officer to deliver on the City Manager’s Department mandate effectively and efficiently.  

    Key Performance Areas: 

    • Ensure that appropriate strategies, business plans, policies and procedures are developed, approved, communicated to the relevant stakeholders, and implemented so that strategic imperatives of the City are met; 
    • Provide input into the development, reviewing, and updating of policies, standard operating procedures and or service charter, pertaining to City Manager’s Department to enable the achievement of the strategic objectives; 
    • Optimise crosscutting resources (finances, people, etc) to achieve given objectives in the most productive and cost-effective way. Manage people effectiveness and performance within the team, comply with all municipal staff regulations, policies and procedure and compiling reports on the status and performance of the department as required; 
    • Provide quality reports on the functions and performance of the departments which are factual, accurate and complete, timely and contributes to and support the overall reporting requirements of City Manager’s Department; 
    • To lead and direct all aspects of finance in the control of the Strategic Finance Section, including but not limited to, revenue, expenditure, assets, and liabilities, in accordance with the legislative framework as well as the City's policies and procedures; 
    • Plan and oversee the development and monitoring of the Department’s annual operating and capital budget in accordance with the Local Government: Municipal Finance Management Act (MFMA, the Act), Act no 56 of 2003;

    Head: Asset Management and Insurance

    Minimum Requirements: 

    • Matric /Grade 12 Certificate 
    • BCom in Accounting or related field at NQF level 7; 
    • 7 - 9 Years overall experience which 4 years should be at a management level 
    • Knowledge of GRAP and application thereof. 
    • Good communication, planning, analytical and problem solving skills. 
    • Computer literate. 
    • Report writing and presentation skills  

    Primary Function:

    • To lead, direct and control the Assets and Insurance Unit of the Office of the City Manager in order to ensure its financial position is reported accurately; the finance section runs efficiently and effectively and conforms to the requirements of the Municipal Finance Management Act and the City’s financial strategies and policies. Establish strategic leadership, direction and control over the Assets and Insurance Unit of the Strategic and Financial Support section in the Office of the City Manager. 

    Key Performance Areas: 

    • Identify and define the short to medium-term needs for the smooth functioning of the section; 
    • Assist in directing and managing the maintenance of the Computerised Asset Register in accordance to the laid down procedures; 
    • Redundant and obsolete movable assets due to various economic factors are scrapped as per the prescribed control procedures; 
    • Direct the implementation of the Asset Management Control procedures; 
    • Finalize the asset management functions as required in the year-end guidelines; 
    • Control the key performance areas and critical outputs of human resources within the section; 
    • Render support and assistance to various stakeholders requesting Asset Management information;

    Manager: Asset and Insurance

    Minimum Requirements: 

    • Matric/Grade 12; 
    • Bachelor’s Degree in Asset Management or Business Management or related tertiary qualification in Financial Accounting or Business Management at NQF level 7; 
    • 5 years relevant experience in asset management, which 2 should be at management level.  

    Primary Function:

    • Effective Management of movable and immovable assets under control of the office of the city manager as prescribed by the city’s asset management policy, in line with relevant legislative authority.

    • Facilitate operational planning process and input into the Head: Asset management functional strategy; 
    • Facilitate the development of an effective and efficient directorate organisational structure and optimal utilisation of the resources for the accomplishment of directorate and sub-directorate’s objectives; 
    • Manage the recruitment, selection, and placement process for sourcing of suitable qualified staff for the directorate; 
    • Provide sound leadership to the department, 
    • Manage the process of acquiring movable assets in line with supply chain management policy and in accordance with MFMA; 
    • Physical verification of movable and immovable assets in the asset register and asset under construction; 
    • Disposal and Transfer of Immovable and Movable Assets.

    Finance Support Specialist

    Minimum Requirements: 

    • Matric/Grade 12; 
    • Diploma or Advanced Certificate in Financial Accounting at NQF Level 6; 
    • 3 + years’ Experience in Finance environment  

    Primary Function:

    Council Liaison Specialist

    Minimum Requirements: 

    • Grade 12; 
    • National Diploma in Political Science/Public Administration, related field or equivalent (NQF level 6); 
    • 3 – 4 years relevant experience of which 2 years is in a professional capacity; 
    • Working experience/knowledge of Legislature/Council operations; 
    • Must have a valid driver’s license. 

    Primary Function:

    • Provide direction, develop, and serve as a link and/or facilitate the movement of information between the legislature, the Department, and the MMC. Proactively manage the relations between the MMC, the department, and the legislature.

    Director: Executive Support

    Minimum Requirements: 

    • A Matric/ Grade 12 Certificate. 
    • Bachelor’s Degree in Business Administration, Public Administration, or Business Management; 
    • 10 years overall experience, of which 5 years should be at senior management. 
    • Proven track record of providing strategic support to an executive at a similar level.

    Primary Function:

    • To direct and lead the effective functioning of the support function to the Member of the Mayoral Committee (MMC) by providing high-level strategic (and political) advice and counsel to the MMC by coordinating the implementation of the executive policy, developing, and managing the implementation of communications strategy (action plans) and managing key personnel in order to ensure the advancement of the MMC’s political programmes and strategy.  

    Key Performance Areas: 

    • To manage and provide strategic (political) policy support and advice to the MMC. 
    • To enable and manage the implementation of the Executive Mayor’s Communication Strategy i.e. the MMC’s functions. 
    • Directs and controls the outcomes associated with utilization, productivity, and performance of personnel within the MMC support function. 
    • Plan, monitor, and control the function’s annual operating and capital budget so that spending is in line with the Municipal requirements and/or Municipal Financial Management Act (MFMA). 
    • Manage, direct, and drive processes and policy that support the effective and efficient operation of key functional areas in the support function of the MMC. 
    • Manage and lead the work of staff in the Office of the MMC in their execution of the government blueprint, as determined by the MMC. 
    • Direct and manage the execution of projects and assignments as determined by the MMC.

    Deputy Director: Community Communications and Stakeholder Management

    Minimum Requirements: 

    • Matric/Grade 12 Certificate; 
    • Degree in Communication (NQF Level 7) or Public Relations Management or similar;

    Specialist: Performance, Monitoring and Evaluation

    Minimum Requirements:

    • Provide effective direction and support of the Office of the Executive Mayor in terms of Performance Management issues and requirements; 
    • Plan, manage and coordinate the Office of the Executive Mayor’s priority-based strategic planning processes from inception to program development and to monitor, evaluate and report on program performance against pre-determined indicators and targets; 
    • Development and timeous reporting of Policy and Procedure management;

    Deputy Director: Mayoral Communications (Speech Writer)

    Minimum Requirements: 

    • Matric Certificate/Grade 12; 
    • A Bachelor’s Degree (NQF level 7) in Media Studies, Journalism, Communications and Public Relations management of similar and/or relevant experience in communication and stakeholder management; 
    • 7 - 9 years’ relevant experience in the media and communications discipline, of which 3 – 4 years at middle management level;

    Key Performance Areas: 

    • Contribute to the development of the Directorate’s Functional Communications Strategy; 
    • Facilitate Sub-Directorate operational planning process and input into the Directorate Business Planning process; 
    • Initiate and participate in the development of an effective and efficient Sub-Directorate organizational structure; 
    • Ensure capacitation of the Sub-Directorate’s structure through effective and efficient recruitment, selection and placement processes; 
    • Provide sound leadership to the Section; 
    • Speech writing services to ensure that the construction of messaging clearly articulates the mayoral strategic objectives and priorities;

    Internship: Policy and Projects

    Minimum Requirements: 

    • Grade 12 (NQF level 4) plus Degree in Environmental Health, Environmental Management, Environmental Science or closely related disciplines (NQF level 7); 
    • Only City of Joburg residents will be considered. 

    Primary Function:

    • Manage the process of development and implementation of waste management policies, strategies and plans for sustainable waste management services across the City to achieve the City’s strategic objectives of integrated waste management. Manage the planning and implementation of sustainable waste projects. 

    Key Learning Areas: 

    • Waste management planning to ensure legislative compliance and that waste is managed in an environmentally sustainable manner; 
    • Stakeholder management to ensure community buy-in and participation in the City’s waste management initiatives; 
    • Coordinate and provide input into the Management of Business Planning, Reporting on Project progress and Financial Management activities of the Business Unit; 
    • Risk management is used to ensure monitoring, reporting on risk, and providing mitigation measures within the section; 
    • Project management of the entire project development cycle and ensuring successful project execution.
