    Manager: Water Services Provider

    QUALIFICATIONS/ REQUIREMENTS:

    • B. Eng or Bsc. In Engineering and eligibility for registration with ECSA
    • 8-10 years’ relevant experience, of which at least 3 years must be at management level Computer Literacy: MS Office  Valid Drivers license

    KEY RESPONSIBILITIES

    • Daily Operations: Managing the day-to-day running of water purification plants, reservoirs, and sewage treatment works.
    • Maintenance & Repairs: Overseeing the general maintenance of water infrastructure, including fixing pipe bursts, servicing pump stations, and replacing meters.
    • Project Oversight: Managing capital infrastructure projects, from design and construction to the commissioning of new water and wastewater facilities.
    • Asset Lifecycle: Applying asset management principles to develop replacement and upgrade programs for ageing infrastructure.
    • Water Safety Plans: Developing and implementing Water Safety Plans to ensure drinking water meets SANS 241 standards. Blue & Green Drop
    • Compliance: Monitoring quality data and capturing it into national systems (like the Blue Drop system) for annual assessments.
    • Wastewater Monitoring: Ensuring that treated effluent discharged into water bodies meets all legal standards to prevent environmental harm.

    • Tariff & Revenue Support: Assisting in the implementation of tariff policies and ensuring accurate data for billing and credit control.

    Building Inspectors

    QUALIFICATIONS

    • Appropriate degree or diploma or equivalent qualification in building service Computer literate Valid drivers license
    • 3 years field experience

    RESPONSIBILITIES:

    • Coordinate and control technical services to the approved housing projects Monitor adherence of quality control in the housing projects Conduct site inspections and site meetings with contractors
    • Communicate with province on the inspection of houses and regular progress on meetings with contractors and stakeholders Do project management on the housing projects Assists contractors with building regulations and specifications Compile reports on inspections
    • See that all agreements are in place and communicate problems with Head of Department Liaise with relevant ward councilors on inspections and progress on site
    • Responsible for houses to be built on correct stands, building lines and that servitudes are adhered to Any other duties given by the supervisor

    MANAGER: BUDGET

    QUALIFICATIONS

    • BCom Degree in Financial Accounting / Economics 8 years or more relevant experience and management of financial information

    KEY RESPONSIBILITIES

    • MTREF Formulation: Leads the preparation of the three-year Medium-Term Revenue and Expenditure Framework (MTREF), ensuring it aligns with the Integrated Development Plan (IDP). Budget Policy: Develops and updates the Budget Policy (e.g., virement rules, tariff structures) for Council approval.
    • Public Participation: Coordinates the financial aspects of public hearings on the draft budget to ensure community input is considered before final adoption. Section 71
    • Reports: Compiles the mandatory monthly budget statements for the Mayor and National Treasury to track actual vs. planned performance. Section 72 (Mid-Year)
    • Assessment: Performs the mid-year budget and performance assessment, which determines if an Adjustments Budget is required in February.
    • Grant Management: Monitors the expenditure of Conditional Grants (like MIG or INEP) to prevent under-spending and ensure funds aren't withheld by Treasury.
    • MSCOA Implementation: Ensures the budget is structured according to the Municipal Standard Chart of Accounts (mSCOA) for standardized reporting across government.
    • Cash Flow Management: Analyzes revenue projections and expenditure patterns to ensure the municipality remains liquid and can meet its Service Delivery and Budget Implementation Plan (SDBIP) targets.
    • Internal Advisory: Provides technical advice to other departments on budget availability and financial regulations before they initiate major procurement projects.
    • Audit Support: Provides evidence and reconciliations to the Auditor-General (AGSA) during the annual audit process regarding budget processes and variances. Corrective Action: Identifies and reports on potential Unauthorised, Irregular, Fruitless, and Wasteful (UIFW) expenditure related to budget overruns.

    Municipal Public Accounts (MPAC)

    QUALIFICATIONS

    • National Diploma in Public Management 5 years experience of which 2 years must be on a supervisory position Code C1 driver’s license

    KEY RESPONSIBILITIES

    • Annual Report Review: Scrutinising the municipality’s Annual Report and preparing a formal Oversight Report for the Council. This report must include a recommendation to either approve (with or without reservations) or reject the Annual Report.
    • Audit Monitoring: Reviewing reports from the Auditor-General (AGSA) and the municipal Audit Committee. MPAC tracks the implementation of Audit Action Plans to ensure that previously identified shortcomings are corrected. UIFW
    • Expenditure Oversight: Investigating all instances of Unauthorised, Irregular, Fruitless, and Wasteful (UIFW) expenditure. The committee probes financial reports and recommends whether such expenditure should be recovered, written off, or if disciplinary action is required.
    • Performance Monitoring: Evaluating the municipality’s performance against the Service Delivery and Budget Implementation Plan (SDBIP) and the Integrated Development Plan (IDP) to ensure service delivery targets are met.
    • Investigations: Initiating and supervising investigations into any matter referred by the Council or on its own initiative regarding municipal governance and financial management.
    • Public Involvement: Facilitating public participation in the oversight process by holding open meetings and considering representations from the community regarding the Annual Report.

    Regional Manager (Ogies-Phola)

    REQUIREMENTS

    • B.Degree or NQF Level 7 in Public Administration or Management or Human Resources Management or Public Management Computer literate At least 8 - 10 years experience License Code B

    KEY RESPONSIBILITIES

    • Strategic Planning: Developing and implementing the Unit/Regional portion of the Integrated Development Plan (IDP) and the Service Delivery and Budget Implementation Plan (SDBIP).
    • Financial Management: Managing the Unit/Region budget, ensuring compliance with the MFMA, and overseeing expenditure and revenue collection related to their department.
    • Personnel Management: Overseeing staff within the Unit/Regional, including performance management, training, discipline, and ensuring compliance with labour legislation.
    • Service Delivery: Ensuring the efficient and equitable provision of services (e.g., water, electricity, or waste removal) according to established targets and standards.
    • Reporting & Accountability: Submitting quarterly and annual performance reports to the Municipal Manager and relevant Council committees.
    • Budgeting: Participates in the preparation and monitoring of both capital and operating budgets for their section or district.
    • Policy Development: Contributes to the design and alignment of fire management policies, standard operating procedures (SOPs), and bylaws
