    61000010 - Deputy Head (Hc Transformation)

    Key Responsibility Areas:

    • Responsible for the formulation, development and maintenance of Employee Wellness, Organisational Diagnostics, Employment Equity, Talent and Performance Management policies, procedures, practices and programmes through a process of research, consultation and negotiation with all parties concerned.
    • Ensure co-ordination and standardised implementation, application and interpretation of Employee Wellness, Organisational Diagnostics, Employment Equity, Talent and Performance Management policies, procedures, practices and programmes.
    • Provide advice and guidance to the respective Units in regard to Employee Wellness, Organisational Diagnostics, Employment Equity, Talent and Performance Management policies, strategies and processes.
    • Analyses and keeps abreast of applicable Employee Wellness, Organisational Diagnostics, Employment Equity, Talent and Performance legislation and developments and advises Senior Management where necessary in this regard.
    • Formulates capital and operating budgets for the Human Capital Transformation Department and controls expenditure on such budgets.
    • Liaises with labour representatives on all matters relating to Employee Wellness, Organisational Diagnostics, Employment Equity, Talent and Performance Management, in order to discuss and resolve problems and matters of mutual interest.
    • Manage and control the Human Capital Transformation Department staff.
    • Recruiting and developing suitable qualified and experienced staff in accordance with employment equity targets.
    • Conducting regular staff assessments and ensuring staff development.
    • Dealing with disciplinary and grievance matters.
    • Represents the Municipality on Forums and Working Groups and co-ordinates the research and preparation of information on Employee Wellness, Organisational Diagnostics, Employment Equity, Talent and Performance Management issues for discussion in the various forums.
    • Serves on Sub-Committees of the Bargaining Council as required from time to time.
    • Represents the Director (Human Capital) by attending the necessary meetings as delegated.
    • Undertakes ad-hoc analysis, projects or investigations as required by the Director of the Directorate.

    Essential Requirements:

    • Bachelors Degree (NQF Level 7) in Human Resources Management or any other related and equivalent qualification.
    • Valid motor vehicle driving license.
    • 8 years relevant experience in Human Resources Management of which at least 3 years must be at a senior management level in respect of any of the following fields: 
    • Human Capital Administration
    • Organisational Diagnostics
    • Employment Equity
    • Talent and Performance Management 
    • Staff Provisioning
    • Employee Wellness
    • Computer Literacy.

    Preferred Requirements:

    • Postgraduate qualification (NQF Level 8) in Human Resources Management or any other related and equivalent qualification.
