    Deputy Director: Qualifications Development (Technical and Engineering field)

    Job Description

    • Manage the processing of applications and evaluate products relating to new development /realignment/ review and maintenance of occupational qualifications, part-qualifications, and skills programmes. Manage evaluation of applications for learnership registration. Monitor and track allocated projects within the qualification’s domain space.

    Key functions:

    • Manage the evaluation and moderation of applications for occupational qualifications, part-qualifications and skills programmes.
    • Manage the evaluation and moderation of developed occupational qualifications, part-qualifications and skills programmes, including curricula documents.
    • Monitor and track Quality Partner(s) processes and progress on development, realignment and review of occupational qualifications, part-qualifications, and skills programmes.
    • Manage compilation of Learnership applications.
    • Manage the tracking of SAQA feedback and completion of remediation actions required for occupational qualifications and part-qualifications.
    • Quality assure the evaluation of reports received from Quality Partner(s).
    • Support Quality Partners to ensure that there is required and relevant industry stakeholder participation in processes on development, realignment and review of occupational qualifications, part-qualifications, and skills programmes.
    • Ensure effective communication with Quality Partners and other stakeholders.
    • Participate in structures aimed at enhancing development of occupational qualifications, part-qualifications, and skills programmes.
    • Contribute to the development and review of policies, guidelines, templates and forms on QCTO mandate.
    • Contribute to continuous professional development through reading articles, participate in research workshops, seminars as a way of keeping abreast with latest developments on occupational qualifications, part- qualifications and skills programmes.
    • Provide necessary support to internal and external stakeholders to support implementation of QCTO policies, guidelines, and processes.
    • Operate within the policies, procedures, and prescripts of the QCTO.
    • Participate in QCTO team activities and uphold QCTO values.

    Job Requirements

    • A recognized Bachelor’s Degree at NQF Level 7 in a Technical or Engineering field as recognised by South African Qualifications Authority (SAQA) 

      OR

    • Specific artisanal qualification (trade qualification) in a technical or engineering field plus a supervisory or management qualification at NQF level 7 as recognised by South African Qualifications Authority (SAQA).
    • A minimum of eight (8) years of collective experience in a technical or engineering field of which four (4) years must be at a supervisory level.
    • Driver’s License, at Least Code B.
    • Must have experience in curriculum development or training in the Engineering sector as it applies to the Post School Education and Training (PSET) environment.
    • Experience in qualifications or skills programmes development or review or evaluation will be regarded as an added advantage. 
    • Extensive knowledge of, and insight in the technical and engineering skills required to ensure a capable workforce for South Africa.
    • Registration with ECSA would be an added advantage.
    • Extensive knowledge and experience of the Post School Education and Training System.
    • Must have knowledge of Public Service and regulatory requirements. 
    • Knowledge of QCTO mandates and strategies and relevant legislative framework and policies such as Skills Development Act, NQF Act, OQSF Policy 2021, National Skills Development Plan 2030, NSDP, ERRS, NAMB, Master Sector Plans and related strategy documents for engineering and manufacturing in South Africa, QCTO business processes and value chain, QCTO policies, Procedures, QCTO Stratgic Plan and Annual Performance Plans.
    • Must have skills required in applied strategic thinking, applying technology, Budgeting and financial management, Communication and Information management, Impact and influence, Stakeholder engagement and management, Monitoring, and evaluation, managing interpersonal conflict and resolving problems.
