Director: Quality Assurance (Public Providers) at Quality Council for Trades and Occupations (QCTO)

Job Description

• To manage and direct the implementation and quality assurance of occupational qualifications, part qualifications and skills programmes in Public Institutions, including TVET Colleges, Community Education and Training (CET) Colleges, and Correctional Facility Colleges, amongst others.
• Ensure public providers are equipped to implement occupational qualifications and skills programs.
• Support the rollout of occupational qualifications within the transitioning public sector.
• Initiate and manage projects related to offering occupational qualifications at public providers.
• Oversee and report on the implementation process to the Chief Director.
• Track and report on learner enrolment at public providers.
• Monitor and report on the quality assurance processes at public providers.
• Ensure adherence to QCTO policies.
• Monitor and report on learner achievements at public providers.
• Maintain strong relationships with stakeholders such as DHET, TVET Colleges, and SETAs to ensure effective communication with quality partners and other stakeholders.
• Engage with internal and external stakeholders on the implementation of occupational qualifications.
• Ensure adequate sector representation to provide input into the implementation of occupational qualifications.
• Support QCTO strategic imperatives and projects related to public providers.
• Generate Budjets, Monitor expenditure against the allocated budget under the leadership of the Chief Director.
• Manage the performance of employees and subject matter experts in accordance with policy.
• Recruit subject matter experts (SMEs) as needed.
• Provide employees with the necessary information and resources to meet their objectives and targets.
• Maintain a database of information related to public providers.
• Lead the development of policies, guidelines, and templates.
• Maintain constant communication and collaboration with all public providers.
• Regularly travel to public providers to offer support and capacity building.
• Motivate team members and foster a culture of high performance.
• Manage employee and SME-related matters within the function.
• Develop, update, and oversee standard operating procedures for the function, streamlining where necessary.
• Actively participate in management meetings and internal QCTO structures.
• Plan and report on all activities and outcomes to the Chief Director.
• Monitor quality partners in collaboration with the Quality Assurance Director (Private Providers).
• Investigate cases, maintain a record and database of cases.
• Compile high-quality academic reports as part of annual evidence.
• Manage internal committees and council subcommittees.
• Manage and update risks in collaboration with governance, and update routine compliance reports.
• Manage queries and ensure they are resolved.
• Manage knowledge and develop capacitation media.

Job Requirements

• A minimum NQF Level 8 qualification in Technical, Vocational or Engineering Field or related qualification recognised by South African Qualifications Authority (SAQA),
• A minimum of six (8) years of work experience in a technical, vocational or engineering field of which three (4) years must be at a supervisory level position.
• Driver’s License, at Least Code B.
• Experience in public providers will be regarded as an added advantage. 
• Quality Assurance Qualifications will be an added advantage.
• Post Graduate Qualification will be an added advantage.
• Must have knowledge of Public Service and QCTO Mandates and Strategies, knowledge of the education system, Post School Education and Training framework, Relevant Government Framework Act, Skills Development Act, Economic Redevelopment and Recovery Plan Strategy (ERRSP) , QCTO strategies and goals, QCTO business processes and value chain, QCTO Policies, Procedures, and regulations, QCTO Performance requirements.
• Must have skills required in applied Strategic Thinking, Applying Technology, Budgeting and Financial Management, Communication and Information Management, Impact and Influence, Stakeholder Engagement and Management, Monitoring and Evaluation, Managing Interpersonal Relationships, Conflict and Resolving Problems.
