Executive Director: Infrastructure and Engineering at Nelson Mandela Bay Metro

Requirements:

• A relevant B.Sc. degree/Bachelor of Engineering (Civil Engineering) or equivalent qualification relevant to the knowledge and skills required for the post at NQF Level 8.
• A valid registration as a Professional Engineer with ECSA.
• A Master’s degree in Business Administration (MBA) or equivalent will be an added advantage.
• Computer literacy: MS Office.
• Ten years or more relevant experience post-registration, of which at least five years must have been at a managerial level.
• A Certificate in Municipal Finance Management: Certificate Programme in Municipal Development (CPMD) or attaining within 18 months of appointment the required competency level for Senior Managers in terms of LG MFMA Minimum Competency Levels of 2007 and 2018 amendments.
• Valid Code B driver’s licence.

In addition, applicants must be able to demonstrate the following competencies:

• Ability to plan, coordinate and control the tasks of self and others in the delivery, operations, and maintenance of infrastructure and other tasks, to the required specification and within budget and schedule.
• The ability to explore and implement new ways of delivering services that contribute to the improvement of municipal processes to achieve municipal goals.
• The ability to understand the key drivers in the Local Government sector and the municipality to apply this understanding to meet the service delivery challenges.
• The ability to create a clear sense of common purpose and vision for others with a view to obtaining buy-in and commitment to the goals.

The incumbent will be responsible for the following core functions:

• Provide strategic direction in the planning process of the Municipality in respect of the Integrated Development Plan (IDP), budget, good corporate governance and highest standards of ethical professional and moral conduct.
• Direct and lead the development and implementation of long-, medium- and short-term strategies and plans that enable the organisation to achieve its objectives.
• Keeping abreast with regulatory framework and policy directives of the sector and profession and lead the implementation of the National Treasury Reforms in respective of Water and Sanitation Trading Services.
• Managing the administrative and reporting requirements associated with the key performance and result indicators of the Directorate's functionality.
• Developing and implementing by-laws, policies and procedures relating to the function and determining tariffs applicable to the services in consultation with all key role-players and assistance to the poor.
• Establishing and maintaining a comprehensive set of management and financial systems and controls within the Directorate and implementing a regular reporting regime in terms of the requirements of the MFMA and municipal accounting standards.
• Cultivate strategic partnership with other Government Departments, entities, private sector on shared objectives and value creation.
• Candidates must be able to demonstrate ability to design infrastructure in accordance with engineering codes and standards, and with due consideration for operational requirements, budgets, safety, cost-effectiveness and environmental standards.
• Candidates must be able to demonstrate ability to create a clear sense of common purpose and vision for others with a view to obtaining buy-in and commitment to the goals.
• Candidates must be able to demonstrate the ability to explore and implement new ways of delivering services that contribute to the improvement of municipal processes to achieve municipal goals.
• Candidates must be able to demonstrate the ability to display and build the highest standards of ethical and moral conduct to promote confidence and trust in the public service and to adhere to the code of good corporate governance.
