    Executive Director:Electricity and Energy

    Requirements:

    • A B.Sc degree or B.Eng degree in Electrical Engineering or equivalent qualification relevant to the knowledge and skills required for the post.
    • Valid registration as a Professional Engineer with ECSA.
    • Government Certificate of Competency or valid registration as a Professional Engineer (Pr Cert Eng)
    • A Master’s degree in Business Administration (MBA) or equivalent will be an added advantage.
    • Computer literacy: MS Office.
    • Ten years or more relevant experience post-registration of which at least five years must have been at a managerial level.
    • A Certificate in Municipal Finance Management: Certificate Programme in Municipal Development (CPMD) or attaining within 18 months of appointment the required competency level for Senior Managers in terms of LG MFMA Minimum Competency Levels of 2007 and 2018 amendments.
    • Valid Code B driver’s licence.

    In addition, applicants must be able to demonstrate the following competencies:

    • Ability to plan, coordinate and control the tasks of self and others in the delivery, operations, and maintenance of infrastructure and other tasks, to the required specification and within budget and schedule.
    • The ability to explore and implement new ways of delivering services that contribute to the improvement of municipal processes to achieve municipal goals.

    The incumbent will be responsible for the following core functions:

    • Provide strategic direction in the planning process of the Municipality in respect of the Integrated Development Plan (IDP), budget, good corporate governance and highest standards of ethical professional and moral conduct.
    • To ensure development and implementation of sound financial management, talent management, and governance strategies that will keep the organisation abreast of technological advancements.
    • To lead the provision of Electricity & Energy in the Metro in line with business principles that will support the turnaround of the service to a viable and sustainable utility that enables economic growth and satisfactory service delivery.
    • Managing infrastructure assets, monitoring and rectifying deviations in the execution of technical, operational and maintenance deliverables, and ensuring cost-effectiveness and efficiency in the delivery of the strategic intent.
    • To provide vision, strategic direction, and leadership to the Directorate, to drive high performance and provision of world-class customer service.

    Executive Director: Infrastructure and Engineering

    Requirements:

    • A relevant B.Sc. degree/Bachelor of Engineering (Civil Engineering) or equivalent qualification relevant to the knowledge and skills required for the post at NQF Level 8.

    Computer Information Technology Technician

    Qualifications and experience required:

    • Diploma in Information Technology/relevant professional ICT qualification.
    • Appropriate one to two years’ relevant experience.
    • Advanced computer literacy.
    • Physically fit and able-bodied.

    Key attributes and competencies:

    • Able to articulate basic concepts and knowledge to aspects within IT discipline.
    • Ability to identify faults and undertake minor maintenance on hardware.
    • Ability to install and set up devices such as dumb terminals and barcode scanners.

    Strategic Planning Analyst

    Requirements:

    KEY PERFORMANCE AREAS/RESPONSIBILITIES:

    Monitoring and Evaluation

    • Ability to support the implementation of the Municipal Monitoring and Evaluation Framework and Plan.
    • Thorough knowledge to assist with programme, policy and institutional evaluations, including evaluability assessments.
    • Ability to monitor contribution to the development of evaluation tools, data collection instruments and methodologies.
    • Ability to monitor and track evaluation recommendations and management responses.

    Research and Data Analysis

    • Conduct qualitative and quantitative research to support planning and performance improvement.
    • Analyse programme performance trends, risks and implementation challenges.
    • Prepare analytical reports, evidence summaries and briefing notes.
    • Able to advise on sample frames, research methodology, research instrument, questionnaire design and data analysis.

    Reporting and Knowledge Management

    • Compile and quality-assure monitoring, evaluation and research reports.
    • Maintain evaluation records, databases and document repositories.
    • Support organisational learning through dissemination of findings and lessons learnt.

    Stakeholder Engagement

    • Liaise with directorates, programme managers and performance practitioners during data collection.
    • Provide technical support on M&E tools, data requirements and reporting standards.
    • Support coordination with provincial and national stakeholders where required.

    Governance, Compliance and Audit Support

    • Ensure compliance with MFMA, Municipal Systems Act and applicable M&E frameworks.
    • Support audit and oversight processes through provision of credible performance and evaluation evidence.
