    Financial Risk and System Support

    Job Advert Summary    

    • The Financial Risk and System Support role is responsible for supporting the Senior Treasury Manager - Middle Office in the identification, assessment, monitoring, and mitigation of financial risks within Rand Water’s Treasury environment, while ensuring the effective operation, maintenance, and enhancement of treasury systems.
    • The role plays a critical part in safeguarding Rand Water’s financial sustainability through sound risk analysis, regulatory compliance, quantitative modelling, and reliable treasury system support across liquidity, interest rate, foreign exchange, credit, and market risks

    Minimum Requirements    

    • Bachelor’s Degree in Quantitative Finance, Mathematics, Statistics, Economics, or a related discipline.
    • Minimum of 3 years’ experience in financial risk management within a Treasury environment.
    • Proven exposure to liquidity, interest rate, foreign exchange, credit, and market risk analysis.

    Advantageous / Desirable

    • Postgraduate qualification or progress toward professional certification in finance or risk management.
    • Knowledge and experience within a public sector entity environment including applicable regulatory requirements (PFMA, Treasury Regulations etc).
    • Experience with quantitative modelling, stress testing, and scenario analysis tools.

    Primary Duties    

    • Identify, analyse, and evaluate financial risks including liquidity, interest rate, foreign exchange, credit, and market risks.
    • Monitor economic and financial market trends (local and global) and assess their impact on Treasury operations.
    • Assist in developing and implementing Treasury-specific risk mitigation strategies and policies unique to Rand Water’s needs.
    • Analyze financial data and trends within the Treasury Department to identify emerging risks and recommend appropriate risk management actions.
    • Collaborate with other Treasury Offices to monitor and evaluate the effectiveness of risk mitigation measures.
    • Conduct regular risk assessments, stress testing, and scenario analysis to evaluate potential adverse impacts.
    • Monitor risk exposures, limits, and breaches and report findings to the Senior Treasury Manager.
    • Support internal and external audits by ensuring compliance with internal controls, PFMA, and other applicable regulatory requirements.
    • Perform quantitative analysis using financial and market data to support risk measurement and decision-making.
    • Maintain and validate treasury risk models, methodologies, and scenario analysis tools.
    • Analyse interest rate movements, currency fluctuations, and other market indicators affecting Treasury portfolios.
    • Assess and evaluate financial risks and their potential impact on investment portfolios, investment strategies, and other treasury activities.
    • Assist in the preparation of risk reports, dashboards, and presentations for management decision-making.
    • Provide operational and technical support for treasury management systems, and financial risk management systems.
    • Assist with maintain system configurations, access controls, instrument set-ups, and data integrity.
    • Collaborate with cross-functional teams and external vendors to enhance the functionality and efficiency of financial systems within the Treasury department.
    • Train Treasury users on systems, processes, and controls to ensure effective and compliant system usage.
    • Identify opportunities for system optimisation, automation, and process improvement within Treasury operations.
